  Abstract (down) The diversity in farmers’ objectives and responses to external drivers is usually not considered in integrated assessment studies that investigate impacts and adaptation to climate and socio-economic change. Here, we present an approach to assess how farmers’ stated objectives relate to their currently implemented practices and to preferred adaptation options, and we discuss what this implies for assessments of future changes. We based our approach on a combination of multi-criteria decision-making methods. We consistently assessed the importance of farmers’ objectives and adaptation preferences from what farmers say (based on interviews), from what farmers actually do (by analysing current farm performance) and from what farmers want (through a selected alternative farm plan). Our study was performed for six arable farms in Flevoland, a province in the Netherlands. Based on interviews with farmers, we reduced the long list of possible objectives to the most important ones. The objectives we assessed included maximization of economic result and soil organic matter, and minimization of gross margin variance, working hours and nitrogen balance. In our sample, farmers’ stated preferences in objectives were often not fully reflected in realized farming practices. Adaptation preferences of farmers largely resembled their current performance, but generally involved a trend towards stated preferences. Our results suggest that in Flevoland, although farmers do have more objectives, in practical decision-making they focus on economic result maximization, while for strategic decision-making they account for objectives influencing long-term performance and indicators associated with sustainability, in this case soil organic matter.

  Abstract (down) The complexity of risks posed by climate change and possible adaptations for crop production has called for integrated assessment and modelling (IAM) approaches linking biophysical and economic models. This paper attempts to provide an overview of the present state of crop modelling to assess climate change risks to food production and to which extent crop models comply with IAM demands. Considerable progress has been made in modelling effects of climate variables, where crop models best satisfy IAM demands. Demands are partly satisfied for simulating commonly required assessment variables. However, progress on the number of simulated crops, uncertainty propagation related to model parameters and structure, adaptations and scaling are less advanced and lagging behind IAM demands. The limitations are considered substantial and apply to a different extent to all crop models. Overcoming these limitations will require joint efforts, and consideration of novel modelling approaches.

  Abstract (down) Technological change in agriculture plays a decisive role for meeting future demands for agricultural goods. However, up to now, agricultural sector models and models on land use change have used technological change as an exogenous input due to various information and data deficiencies. This paper provides a first attempt towards an endogenous implementation based on a measure of agricultural land use intensity. We relate this measure to empirical data on investments in technological change. Our estimated yield elasticity with respect to research investments is 029 and production costs per area increase linearly with an increasing yield level. Implemented in the global land use model MAgPIE (”Model of Agricultural Production and its Impact on the Environment”) this approach provides estimates of future yield growth. Highest future yield increases are required in Sub-Saharan Africa, the Middle East and South Asia. Our validation with FAO data for the period 1995-2005 indicates that the model behavior is in line with observations. By comparing two scenarios on forest conservation we show that protecting sensitive forest areas in the future is possible but requires substantial investments into technological change.   Abstract (down) Sunflower is one of the major oilseeds produced in Tanzania, but due to insufficient domestic production more than half of the country’s demand is imported. The improvement of the sunflower food value chain (FVC) understanding is important to ensure an increase in the production, availability, and quality of edible oil. In order to analyse causes and propose solutions to increase the production of sunflower oil, a conceptual framework that proposes the combined use of different models to provide insights about the sunflower FVC was developed. This research focus on the identification of agricultural models that can provide a better understanding of the sunflower FVC in Tanzania, especially within the context of food security improvement. A FVC scheme was designed considering the main steps of sunflower production. Thereafter, relevant models were selected and placed along each step of the FVC. As result, the sunflower FVC model in Tanzania is organized in five steps, namely (1) natural resources; (2) crop production; (3) oil processing; (4) trade; and (5) consumption. Step 1 uses environmental indicators to analyse soil parameters on soil-water models (SWAT, LPJmL, APSIM or CroSyst), with outputs providing data for step 2 of the FVC. In the production step, data from step 1, together with other inputs, is used to run crop models (DSSAT, HERMES, MONICA, STICS, EPIC or AquaCrop) that analyse the impact on sunflower yields. Thereafter, outputs from crop models serve as input for bio-economic farm models (FSSIM or MODAM) to estimate production costs and farm income by optimizing resource allocation planning for step 2. In addition, outputs from crop models are used as inputs for macro-economic models (GTAP, MAGNET or MagPie) by adjusting supply functions and environmental impacts within steps 3, 4, and 5. These models simulate supply and demand, including the processing of products to determine prices and trade volumes at market equilibrium. In turn, these data is used by bio-economic farm models to assess sunflower returns for different farm types and agro-environmental conditions. Due to the large variety of models, it is possible to assess significant parts of the FVC, reducing the need to make assumptions, while improving the understanding of the FVC.

  Abstract (down) Since 2002, the European Commission has employed the instrument of ex-ante impact assessments (IA) to help focus its policy-making process on implementing sustainable development. Scientific tools should play an essential role of providing the evidence base to assess the impacts of alternative policy options. To identify the contribution of research funding for IA tool development, this paper analysed the variety of IA tools designed in projects funded by European Framework Programmes (FPs) 6 and 7. The paper is based on project information available on the European Cordis website, individual project websites and a verification of the results by the project coordinators. We analysed the projects from the interests of IA practitioners as tool users (European policy and impact areas addressed by the tools, jurisdictional application levels and tool categories). Out of the 7.781 projects funded in FP6 and FP7, 203 could be identified that designed tools for the IA process. Nearly half of them applied to environmental, agricultural and transport policy areas. Within these areas, the tools primarily addressed environmental impact areas, less economic and least social impact areas. The IA tools focused on European policies. Models represented the largest tool category, whereas approximately half of the tools could not be clearly categorized. Concerning our analysis criteria, the tool descriptions available on the internet were often unclear and thus may limit the application potential of the tools because of a mismatch of technical terms and categorisation criteria between tool providers and tool users. Future IA tools require a joint political and scientific typology and a narrowing of the gaps, e.g., with view to multi-jurisdictional application and a clear reference to the steps of the IA process.
