Abstract: Since 2002, the European Commission has employed the instrument of ex-ante impact assessments (IA) to help focus its policy-making process on implementing sustainable development. Scientific tools should play an essential role of providing the evidence base to assess the impacts of alternative policy options. To identify the contribution of research funding for IA tool development, this paper analysed the variety of IA tools designed in projects funded by European Framework Programmes (FPs) 6 and 7. The paper is based on project information available on the European Cordis website, individual project websites and a verification of the results by the project coordinators. We analysed the projects from the interests of IA practitioners as tool users (European policy and impact areas addressed by the tools, jurisdictional application levels and tool categories). Out of the 7.781 projects funded in FP6 and FP7, 203 could be identified that designed tools for the IA process. Nearly half of them applied to environmental, agricultural and transport policy areas. Within these areas, the tools primarily addressed environmental impact areas, less economic and least social impact areas. The IA tools focused on European policies. Models represented the largest tool category, whereas approximately half of the tools could not be clearly categorized. Concerning our analysis criteria, the tool descriptions available on the internet were often unclear and thus may limit the application potential of the tools because of a mismatch of technical terms and categorisation criteria between tool providers and tool users. Future IA tools require a joint political and scientific typology and a narrowing of the gaps, e.g., with view to multi-jurisdictional application and a clear reference to the steps of the IA process. Abstract: Most people live in cities, but most food system studies and food security issues focus on the rural poor. Urban populations differ from rural populations in their food consumption by being generally wealthier, requiring food trade for their food security, defined as the extent to which people have adequate diets. Cities rarely have the self-provisioning capacity to satisfy their own food supply, understood as the extent to which the food consumed by the city’s population is produced from the city’s local agro-ecosystems. Almost inevitably, a city’s food security is augmented by production from remote landscapes, both internal and external in terms of a state’s jurisdiction. We reveal the internal and external food flows necessary for the food security of three wealthy capital cities (Canberra, Australia; Copenhagen, Denmark; Tokyo, Japan). These cities cover two orders of magnitude in population size and three orders of magnitude in population density. From traded volumes of food and their sources into the cities, we calculate the productivity of the city’s regional and non-regional ecosystems that provide food for these cities and estimate the overall utilised land area. The three cities exhibit differing degrees of food self provisioning capacity and exhibit large differences in the areas on which they depend to provide their food. We show that, since 1965, global land area effectively imported to produce food for these cities has increased with their expanding populations, with large reductions in the percentage of demand met by local agro-ecosystems. The physical trading of food commodities embodies ecosystem services, such as water, soil fertility and pollination that are required for land-based food production. This means that the trade in these embodied ecosystem services has become as important for food security as traditional economic mechanisms such as market access and trade. A future policy question, raised by our study, is the degree to which governments will remain committed to open food trade policies in the face of national political unrest caused by food shortages. Our study demonstrates the need to determine the food security and self-provisioning capacity of a wide range of rich and poor cities, taking into account the global location of the ecosystems that are provisioning them. Abstract: Grasslands play important roles in agricultural production and provide a range of ecosystem services. Modelling can be a valuable adjunct to experimental research in order to improve the knowledge and assess the impact of management practices in grassland systems. In this study, the PaSim model was assessed for its ability to simulate plant biomass production, soil temperature, water content, and total and heterotrophic soil respiration in Mediterranean grasslands. The study site was the extensively managed sheep grazing system at the Berchidda‐Monti Observatory (Sardinia, Italy), from which two data sets were derived for model calibration and validation respectively. A new model parameterization was derived for Mediterranean conditions from a set of eco‐physiological parameters. With the exception of heterotrophic respiration (Rh), for which modelling efficiency (EF) values were negative, the model outputs were in agreement with observations (e.g., EF ranging from ~0.2 for total soil respiration to ~0.7 for soil temperature). These results support the effectiveness of PaSim to simulate C cycle components in Mediterranean grasslands. The study also highlights the need of further model development to provide better representation of the seasonal dynamics of Mediterranean annual species‐rich grasslands and associated peculiar Rh features, for which the modelling is only implicitly being undertaken by the current PaSim release.

Abstract: Changes in climate, technology, policy and prices affect agricultural and rural development. To evaluate whether this development is sustainable, impacts of these multiple drivers need to be assessed for multiple indicators. In a case study area in the Netherlands, a bio-economic farm model, an agent-based land-use change model, and a regional emission model have been used to simulate rural development under two plausible global change scenarios at both farm and landscape level. Results show that in this area, climate change will have mainly negative economic impacts (dairy gross margin, arable gross margin, economic efficiency, milk production) in the warmer and drier W+ scenario, while impacts are slightly positive in the G scenario with moderate climate change. Dairy farmers are worse off than arable farmers in both scenarios. Conversely, when the W+ scenario is embedded in the socio-economic Global Economy (GE) scenario, changes in technology, prices, and policy are projected to have a positive economic impact, more than offsetting the negative climate impacts. Important is, however, that environmental impacts (global warming, terrestrial and aquatic eutrophication) are largely negative and social impacts (farm size, number of farms, nature area, odour) are mixed. In the G scenario combined with the socio-economic Regional Communities (RC) scenario the average dairy gross margin in particular is negatively affected. Social impacts are similarly mixed as in the GE scenario, while environmental impacts are less severe. Our results suggest that integrated assessments at farm and landscape level can be used to guide decision-makers in spatial planning policies and climate change adaptation. As there will always be trade-offs between economic, social, and environmental impacts stakeholders need to interact and decide upon most important directions for policies. This implies a choice between production and income on the one hand and social and environmental services on the other hand

Abstract: This article compares the theoretical and functional specification of production in partial equilibrium (PE) and computable general equilibrium (CGE) models of the global agricultural and food system included in the AgMIP model comparison study. The two model families differ in their scopepartial versus economy-wideand in how they represent technology and the behavior of supply and demand in markets. The CGE models are deep structural models in that they explicitly solve the maximization problem of consumers and producers, assuming utility maximization and profit maximization with production/cost functions that include all factor inputs. The PE models divide into two groups on the supply side: (1) shallow structural models, which essentially specify area/yield supply functions with no explicit maximization behavior, and (2) deep structural models that provide a detailed activity-analysis specification of technology and explicit optimizing behavior by producers. While the models vary in their specifications of technology, both within and between the PE and CGE families, we consider two stylized theoretical models to compare the behavior of crop yields and supply functions in CGE models with their behavior in shallow structural PE models. We find that the theoretical responsiveness of supply to changes in prices can be similar, depending on parameter choices that define the behavior of implicit supply functions over the domain of applicability defined by the common scenarios used in the AgMIP comparisons. In practice, however, the applied models are more complex and differ in their empirical sensitivity to variations in specificationcomparability of results given parameter choices is an empirical question. To illustrate the issues, sensitivity analysis is done with one global CGE model, MAGNET, to indicate how the results vary with different specification of technical change, and how they compare with the results from PE models.
