Abstract: This paper assesses the cost-effectiveness of a mixed policy in attempts to reduce the presence of three nitrogen pollutants: NO (3), N O-2, and NH (3). The policy under study combines a tax on nitrogen input and incentives promoting perennial crops assumed to require low input. We show that the mixed policy improves the cost-effectiveness of regulation with regard to nitrates, whereas no improvement occurs, except for a very low level of subsidy in some cases, for gas pollutants. A quantitative analysis provides an assessment of impacts in terms of land use, farmers’ income, and nitrogen losses throughout France and at river-basin scale.

Abstract: The models developed for simulating olive tree and grapevine yields were reviewed by focussing on the major limitations of these models for their application in a changing climate. Empirical models, which exploit the statistical relationship between climate and yield, and process based models, where crop behaviour is defined by a range of relationships describing the main plant processes, were considered. The results highlighted that the application of empirical models to future climatic conditions (i.e. future climate scenarios) is unreliable since important statistical approaches and predictors are still lacking. While process-based models have the potential for application in climate-change impact assessments, our analysis demonstrated how the simulation of many processes affected by warmer and CO2-enriched conditions may give rise to important biases. Conversely, some crop model improvements could be applied at this stage since specific sub-models accounting for the effect of elevated temperatures and CO2 concentration were already developed. Abstract: Dynamic global vegetation models (DGVMs) are important tools for modelling impacts of global change on ecosystem services. However, most models do not take full account of human land management and land use and land cover changes (LULCCs). We integrated croplands and pasture and their management and natural vegetation recovery and succession following cropland abandonment into the LPJ-GUESS DGVM. The revised model was applied to Africa as a case study to investigate the implications of accounting for land use on net ecosystem carbon balance (NECB) and the skill of the model in describing agricultural production and reproducing trends and patterns in vegetation structure and function. The seasonality of modelled monthly fraction of absorbed photosynthetically active radiation (FPAR) was shown to agree well with satellite-inferred normalised difference vegetation index (NDVI). In regions with a large proportion of cropland, the managed land addition improved the FPAR vs. NDVI fit significantly. Modelled 1991-1995 average yields for the seven most important African crops, representing potential optimal yields limited only by climate forcings, were generally higher than reported FAO yields by a factor of 2-6, similar to previous yield gap estimates. Modelled inter-annual yield variations during 1971-2005 generally agreed well with FAO statistics, especially in regions with pronounced climate seasonality. Modelled land-atmosphere carbon fluxes for Africa associated with land use change (0.07 PgC yr(-1) release to the atmosphere for the 1980s) agreed well with previous estimates. Cropland management options (residue removal, grass as cover crop) were shown to be important to the land-atmosphere carbon flux for the 20th century.

Abstract: Government policy is a major human factor that causes changes in land use. Decisions on land management and land-use planning, as well as the analysis and quantification of policy consequences, may greatly benefit from the simulation of the dynamics of land-use systems. In the present study, we predicted land-use changes and their potential impacts on food security in the environmentally fragile Guyuan District, Ningxia Hui Autonomous Region (north-central China), under the influence of a program to convert sloping agricultural land to conservation uses. Baseline and conservation policy scenarios (2005 to 2020) were developed based on input from local stakeholders and expert knowledge. For the baseline and conservation policies, we formulated high-, moderate-, and low-growth scenarios, analyzed the driving mechanisms responsible for the land-use dynamics, and then applied a previously developed “dynamics of land systems” model to simulate changes in land uses based on the driving mechanisms. We found that spatially explicit policies can promote the conversion of land to more sustainable uses; however, decreasing the amount of agricultural and urban land and increasing grassland and forest cover will increase the risk of grain shortages, and the effect will be more severe under the conservation and high- growth scenarios than under the baseline and low-growth scenarios. The Guyuan case study suggests that, during the next decade, important trade-offs between environmental conservation and food security will inevitably occur. Future land-use decisions should carefully consider the balance between land resource conservation, agricultural production, and urban expansion.

Abstract: At the plot level, crop simulation models such as STICS have the potential to evaluate risk associated with management practices. In nitrogen (N) management, however, the decision-making process is complex because the decision has to be taken without any knowledge of future weather conditions. The objective of this paper is to present a general methodology for assessing yield variability linked to climatic uncertainty and variable N rate strategies. The STICS model was coupled with the LARS-Weather Generator. The Pearson system and coefficients were used to characterise the shape of yield distribution. Alternatives to classical statistical tests were proposed for assessing the normality of distributions and conducting comparisons (namely, the Jarque-Bera and Wilcoxon tests, respectively). Finally, the focus was put on the probability risk assessment, which remains a key point within the decision process. The simulation results showed that, based on current N application practice among Belgian farmers (60-60-60 kgN ha(-1)), yield distribution was very highly significantly non-normal, with the highest degree of asymmetry characterised by a skewness value of -1.02. They showed that this strategy gave the greatest probability (60 %) of achieving yields that were superior to the mean (10.5 t ha(-1)) of the distribution.
