Abstract: Since 2002, the European Commission has employed the instrument of ex-ante impact assessments (IA) to help focus its policy-making process on implementing sustainable development. Scientific tools should play an essential role of providing the evidence base to assess the impacts of alternative policy options. To identify the contribution of research funding for IA tool development, this paper analysed the variety of IA tools designed in projects funded by European Framework Programmes (FPs) 6 and 7. The paper is based on project information available on the European Cordis website, individual project websites and a verification of the results by the project coordinators. We analysed the projects from the interests of IA practitioners as tool users (European policy and impact areas addressed by the tools, jurisdictional application levels and tool categories). Out of the 7.781 projects funded in FP6 and FP7, 203 could be identified that designed tools for the IA process. Nearly half of them applied to environmental, agricultural and transport policy areas. Within these areas, the tools primarily addressed environmental impact areas, less economic and least social impact areas. The IA tools focused on European policies. Models represented the largest tool category, whereas approximately half of the tools could not be clearly categorized. Concerning our analysis criteria, the tool descriptions available on the internet were often unclear and thus may limit the application potential of the tools because of a mismatch of technical terms and categorisation criteria between tool providers and tool users. Future IA tools require a joint political and scientific typology and a narrowing of the gaps, e.g., with view to multi-jurisdictional application and a clear reference to the steps of the IA process. Abstract: The differential impact on soil organic carbon (SOC) of applying no tillage (NT) compared to conventional tillage (CT, i.e. mouldboard ploughing), along with three rates of nitrogen (N) fertilizer application (0,90 and 180 kg ha(-1) y(-1)), was studied under rain-fed Mediterranean conditions in a long-term experiment based on a durum wheat-maize rotation, in which crop residues were left on the soil (NT) or incorporated (CT). Observed SOC content following 8 and 12 years of continuous treatment application was significantly higher in the top 10 cm of the soil under NT than CT, but it was similar in the 10-40 cm layer. NT grain yields for both maize and durum wheat were below those attained under CT (on average 32% and 14% lower respectively) at a given rate of N fertilizer application. Soil, climate and crop data over 5 years were used to calibrate DSSAT model in order to simulate the impact of the different management practices over a 50-year period. Good agreement was obtained between observed and simulated values for crops grain yield, above-ground biomass and observed SOC values. Results from the simulations showed that under NT the weeds growing during the intercrop fallow period made a significant contribution to the observed SOC increase. When the contribution of the weed fallow was considered, NT significantly increased SOC in the top 40 cm of the soil at an average rate of 0.43, 0.31 and 0.03 t ha(-1) per year, respectively for 180,90 and 0 kg N ha(-1) year(-1), within the simulated 50 years. Under CT, a significant SOC increase was simulated under N180 and a significant decrease when no fertilizer was supplied.

Abstract: Despite widespread application in studying climate change impacts, most crop models ignore complex interactions among air temperature, crop and soil water status, CO2 concentration and atmospheric conditions that influence crop canopy temperature. The current study extended previous studies by evaluating Tc simulations from nine crop models at six locations across environmental and production conditions. Each crop model implemented one of an empirical (EMP), an energy balance assuming neutral stability (EBN) or an energy balance correcting for atmospheric stability conditions (EBSC) approach to simulate Tc. Model performance in predicting Tc was evaluated for two experiments in continental North America with various water, nitrogen and CO2 treatments. An empirical model fit to one dataset had the best performance, followed by the EBSC models. Stability conditions explained much of the differences between modeling approaches. More accurate simulation of heat stress will likely require use of energy balance approaches that consider atmospheric stability conditions.

Abstract: The European Union (EU) has recently reformed its Common Agricultural Policy (CAP) and, in parallel, has completely abolished the production quotas for milk. These changes will have important consequences for the use of land, of inputs (i.e., water and chemicals) and on the economic performance of rural areas. It is of interest to evaluate the integrated impact of these modifications and of climate change (CC), since the latter could neutralize or reverse some desired effects of the former. For this purpose, this paper evaluates the potential impact of the abolition of milk quotas, as well as of the reform of the first pillar of CAP in two different climate scenarios (present and near future). A bio-economic model simulates the possible adaptation of various farm types in an agricultural area of Southern Italy to these changes, given the available technological options and current market conditions. The main results show that the considered policy changes have small positive impacts on economic and environmental factors of the study area. However, some farm types are more affected. CC can effectively attenuate or reverse several of those effects, especially in some farm types. These results can inform the planning of future changes to the CAP, which will have to act in the context of deeper climate alteration.

Abstract: Climate change poses a major challenge for farmers, but agricultural sustainability, mitigation, and adaptation can effectively decrease climate impacts on agricultural systems. Changes in farming practices are necessary to reduce emissions and to adapt to climate change. However, such modifications to common practices depend, to a large extent, on farmers’ knowledge and attitudes towards climate risks. An empirical study of farmers’ attitudes and knowledge of climate change mitigation and adaptation practices is useful to understand how farmers’ knowledge influences their attitudes and practices towards climate change mitigation and adaptation. Based on a case study characterised by four agricultural farming systems (extensive dairy sheep, intensive dairy cattle, horticultural farming, and rice farming) in the Province of Oristano in Italy, this study contains an investigation of (i) farmers’ knowledge of climate change causes and effects, how they construct such knowledge, and how they adapt to the phenomenon; (ii) what and how are farmers’ attitudes towards climate change causes are shaped under their contextual social interests and values; and (iii) if their practices in responding to climate variability are influenced by their constructed knowledge. The research results showed that farmers’ declarative knowledge of climate change did not affect their adaptation practices but directed farmers’ attitudes towards climate change causes. The findings also underscore the necessity of facilitating social learning spaces for enhancing virtuous behaviours towards climate change mitigation and the sharing and co-production of procedural knowledge for developing shared sustainable climate adaptation practices at the farm level.
