Abstract: The imposition of a carbon tax in the economy will have indirect impacts on dairy farmers in Australia. Although there is a great deal of information available regarding mitigation strategies both in Australia and internationally, there seems to be a lack of research investigating the variable prices of carbon-based emissions on dairy farm operating profits in Australia. In this study, a stochastic analysis comparing the uncertainty in income in response to different prices on carbon-based emissions was conducted. The impact of variability in pasture consumption and variable prices of concentrates and hay on farm profitability was also investigated. The two different feeding systems examined were a ryegrass pasture-based system (RM) and a complementary forage-based system (CF). Imposing a carbon price ($20-$60) and not changing the systems reduced the farm operating profits by 28.4% and 25.6% in the RM and CF systems, respectively compared to a scenario where no carbon price was imposed. Different farming businesses will respond to variability in the rapidly changing operating environment such as fluctuations in pasture availability, price of purchased feeds and price of milk or carbon emissions differently. Further, in case there is a carbon price imposed for GHG emissions emanated from dairy farming systems, changing from pasture-based to more complex feeding systems incorporating home-grown double crops may reduce the reductions in farm operating profits. There is opportunity for future studies to focus on the impacts of different mitigation strategies and policy applications on farm operating profits. (C) 2015 Elsevier Ltd. All rights reserved.

Abstract: Since 2002, the European Commission has employed the instrument of ex-ante impact assessments (IA) to help focus its policy-making process on implementing sustainable development. Scientific tools should play an essential role of providing the evidence base to assess the impacts of alternative policy options. To identify the contribution of research funding for IA tool development, this paper analysed the variety of IA tools designed in projects funded by European Framework Programmes (FPs) 6 and 7. The paper is based on project information available on the European Cordis website, individual project websites and a verification of the results by the project coordinators. We analysed the projects from the interests of IA practitioners as tool users (European policy and impact areas addressed by the tools, jurisdictional application levels and tool categories). Out of the 7.781 projects funded in FP6 and FP7, 203 could be identified that designed tools for the IA process. Nearly half of them applied to environmental, agricultural and transport policy areas. Within these areas, the tools primarily addressed environmental impact areas, less economic and least social impact areas. The IA tools focused on European policies. Models represented the largest tool category, whereas approximately half of the tools could not be clearly categorized. Concerning our analysis criteria, the tool descriptions available on the internet were often unclear and thus may limit the application potential of the tools because of a mismatch of technical terms and categorisation criteria between tool providers and tool users. Future IA tools require a joint political and scientific typology and a narrowing of the gaps, e.g., with view to multi-jurisdictional application and a clear reference to the steps of the IA process. Abstract: The European Union (EU) has recently reformed its Common Agricultural Policy (CAP) and, in parallel, has completely abolished the production quotas for milk. These changes will have important consequences for the use of land, of inputs (i.e., water and chemicals) and on the economic performance of rural areas. It is of interest to evaluate the integrated impact of these modifications and of climate change (CC), since the latter could neutralize or reverse some desired effects of the former. For this purpose, this paper evaluates the potential impact of the abolition of milk quotas, as well as of the reform of the first pillar of CAP in two different climate scenarios (present and near future). A bio-economic model simulates the possible adaptation of various farm types in an agricultural area of Southern Italy to these changes, given the available technological options and current market conditions. The main results show that the considered policy changes have small positive impacts on economic and environmental factors of the study area. However, some farm types are more affected. CC can effectively attenuate or reverse several of those effects, especially in some farm types. These results can inform the planning of future changes to the CAP, which will have to act in the context of deeper climate alteration.

Abstract: The Northeast Farming Region of China (NFR) is a very important crop growing area, comprising seven sub-regions: Xing’anling (XA), Sanjiang (SJ), Northwest Songliao (NSL), Central Songliao (CSL), Southwest Songliao (SSL), Changbaishan (CB) and Liaodong (LD), which has been severely affected by extreme climate events and climatic change. Therefore, a set of expert survey has been done to identify current and project future climate limitations to crop production and explore appropriate adaptation measures in NFR. Droughts have been the largest limitation for maize (Zea mays L.) in NSL and SSL, and for soybean (Glycine max L Merr.) in SSL. Chilling damage has been the largest limitation for rice (Oryza sativa L) production in XA, SJ and CB. Projected climate change is expected to be beneficial for expanding the crop growing season, and to provide more suitable conditions for sowing and harvest. Autumn frost will occur later in most parts of NFR, and chilling damage will also decrease, particularly for rice production in XA and SJ. Drought and heat stress are expected to become more severe for maize and soybean production in most parts of NFR. Also, plant diseases, pests and weeds are considered to become more severe for crop production under climate change. Adaptation measures that have already been implemented in recent decades to cope with current climatic limitations include changes in timing of cultivation, variety choice, soil tillage practices, crop protection, irrigation and use of plastic film for soil cover. With the projected climate change and increasing risk of climatic extremes, additional adaptation measures will become relevant for sustaining and improving productivity of crops in NFR to ensure food security in China. Abstract: A long-term experiment comparing different crop residue (CR) managements was established in 1977 in Foggia (Apulia region, southern Italy). The objective of this study was to investigate the long-term effects of different types of crop residue management on main yield response parameters in a continuous cropping system of winter durum wheat. In order to correctly interpret the results, models accounting for spatial error autocorrelation were used and compared with ordinary least square models. Eight crop residue management treatments, based on burning of wheat straw and stubble or their incorporation with or without N fertilization and irrigation, were compared. The experimental design was a complete randomized block with five replicates. Results indicated that the dynamics of yield, grain protein content and hectolitric weight of winter durum wheat did not show any decline as usually expected when a monoculture is carried out for a long time. In addition, the temporal variability of productivity was more affected by meteorological factors, such as air temperature and rainfall, than CR management treatments. Higher wheat grain yields and hectolitric weights quite frequently occurred after burning of wheat straw compared with straw incorporation without nitrogen fertilization and autumn irrigation and this was attributed to temporary mineral N immobilization in the soil. The rate of 50 kg ha(-1) of N seemed to counterbalance this negative effect when good condition of soil moisture occurred in the autumn period, so yielding the same productive level of straw burning treatment.
