Abstract: Assessing the impact of macro-level policy driven land use changes on regional sustainability is an important task that can facilitate complex decision making processes of introducing reforms. The research work demonstrates the ability of Sustainability Impact Assessment Tool (SIAT), a meta-model, in conducting ex ante spatially explicit cross sectoral impact assessments of changes in common agricultural policy (CAP). The meta-model is able to appraise impacts of CAP amendments on land use and their repercussions on multiple indicators of sustainability. The presented study comprehensively analyses the possible impacts of discontinuing direct financial support to farmers under CAP. The simulations of the meta-model are able to reveal the land use changes both at EU and regional levels as well as to bring forth the subsequent changes in a number of indicators representing the regional sustainability (for five case study regions). In a nutshell, the simulations indicate that a reduction in direct support brings in general, a decrease in farmed area, an increase in forested land, less fluctuation in natural vegetation coverage, increase in abandoned arable land area and negligible changes in built-up area despite regionally diverging land use trends. The simulated changes in sustainability indicators for the study regions in consequence to these land use changes show that the discontinuation of subsidies evokes responses that are in general climate friendly (reduction in methane and N2O emissions, diminishing energy use and reduction in global warming potential), economically beneficial (increase in gross value of agriculture) and socially desired (decrease in unemployment rate) as well as environmentally harmful (increase in pesticide use). Even though the appraisals of diversity indicators such as forest deadwood and farmland birds are not conclusive for all regions, the changes are positive for the former indicator and slightly negative for the latter in general. The trade-offs among these regional sustainability indicators using their directional associations are also presented for a comprehensive assessment of the impacts. (C) 2013 Elsevier Ltd. Abstract: The aim of this paper is to provide a critical analysis of the strengths and weaknesses of a non-standardised Model Requirements Analysis (MRA) used for the purpose of developing the Sustainability Impact Assessment Tool (SIAT). By ‘non-standardised’ we mean not strictly following a published MRA method. The underlying question we are interested in addressing is how non-standardised methods, often employed in research driven projects, compare to defined methods with more standardised structure, with regards their ability to capture model requirements effectively, and with regards their overall usability. Through describing and critically assessing the specific features of the non-standardised MRA employed, the ambition of this paper is to provide insights useful for impact assessment tool (IAT) development. Specifically, the paper will (i) characterise kinds of user requirements relevant to the functionality and design of IATs; (ii) highlight the strengths and weaknesses of non-standardised MRA for user requirements capture, analysis and reflection in the context of IAT; (iii) critically reflect on the process and outcomes of having used a non-standardised MRA in comparison with other more standardised approaches. To accomplish these aims, we first review methods available for IAT development before describing the SIAT development process, including the MRA employed. Major strengths and weaknesses of the MRA method are then discussed in terms of user identification and characterisation, organisational characterisation and embedding, and ability to capture design options for ensuring usability and usefulness. A detailed assessment on the structural differences of MRA with two advanced approaches (Integrated DSS design and goal directed design) and their role in performance of the MRA tool is used to critique the approach employed. The results show that MRA is able to bring thematic integration, establish system performance and technical thresholds as well as detailing quality and transparency guidelines. Nevertheless the discussion points out to a number of deficiencies in application – (i) a need to more effectively characterise potential users, and; (ii) a need to better foster communication among the distinguished roles in the development process. If addressed these deficiencies, SIAT non-standardised MRA could have brought out better outcomes in terms of tool usability and usefulness, and improved embedding of the tool into conditions of targeted end-users. Abstract: Since 2002, the European Commission has employed the instrument of ex-ante impact assessments (IA) to help focus its policy-making process on implementing sustainable development. Scientific tools should play an essential role of providing the evidence base to assess the impacts of alternative policy options. To identify the contribution of research funding for IA tool development, this paper analysed the variety of IA tools designed in projects funded by European Framework Programmes (FPs) 6 and 7. The paper is based on project information available on the European Cordis website, individual project websites and a verification of the results by the project coordinators. We analysed the projects from the interests of IA practitioners as tool users (European policy and impact areas addressed by the tools, jurisdictional application levels and tool categories). Out of the 7.781 projects funded in FP6 and FP7, 203 could be identified that designed tools for the IA process. Nearly half of them applied to environmental, agricultural and transport policy areas. Within these areas, the tools primarily addressed environmental impact areas, less economic and least social impact areas. The IA tools focused on European policies. Models represented the largest tool category, whereas approximately half of the tools could not be clearly categorized. Concerning our analysis criteria, the tool descriptions available on the internet were often unclear and thus may limit the application potential of the tools because of a mismatch of technical terms and categorisation criteria between tool providers and tool users. Future IA tools require a joint political and scientific typology and a narrowing of the gaps, e.g., with view to multi-jurisdictional application and a clear reference to the steps of the IA process. Abstract: The differential impact on soil organic carbon (SOC) of applying no tillage (NT) compared to conventional tillage (CT, i.e. mouldboard ploughing), along with three rates of nitrogen (N) fertilizer application (0,90 and 180 kg ha(-1) y(-1)), was studied under rain-fed Mediterranean conditions in a long-term experiment based on a durum wheat-maize rotation, in which crop residues were left on the soil (NT) or incorporated (CT). Observed SOC content following 8 and 12 years of continuous treatment application was significantly higher in the top 10 cm of the soil under NT than CT, but it was similar in the 10-40 cm layer. NT grain yields for both maize and durum wheat were below those attained under CT (on average 32% and 14% lower respectively) at a given rate of N fertilizer application. Soil, climate and crop data over 5 years were used to calibrate DSSAT model in order to simulate the impact of the different management practices over a 50-year period. Good agreement was obtained between observed and simulated values for crops grain yield, above-ground biomass and observed SOC values. Results from the simulations showed that under NT the weeds growing during the intercrop fallow period made a significant contribution to the observed SOC increase. When the contribution of the weed fallow was considered, NT significantly increased SOC in the top 40 cm of the soil at an average rate of 0.43, 0.31 and 0.03 t ha(-1) per year, respectively for 180,90 and 0 kg N ha(-1) year(-1), within the simulated 50 years. Under CT, a significant SOC increase was simulated under N180 and a significant decrease when no fertilizer was supplied.

Abstract: Despite widespread application in studying climate change impacts, most crop models ignore complex interactions among air temperature, crop and soil water status, CO2 concentration and atmospheric conditions that influence crop canopy temperature. The current study extended previous studies by evaluating Tc simulations from nine crop models at six locations across environmental and production conditions. Each crop model implemented one of an empirical (EMP), an energy balance assuming neutral stability (EBN) or an energy balance correcting for atmospheric stability conditions (EBSC) approach to simulate Tc. Model performance in predicting Tc was evaluated for two experiments in continental North America with various water, nitrogen and CO2 treatments. An empirical model fit to one dataset had the best performance, followed by the EBSC models. Stability conditions explained much of the differences between modeling approaches. More accurate simulation of heat stress will likely require use of energy balance approaches that consider atmospheric stability conditions.
