Abstract: The global land system is facing unprecedented pressures from growing human populations and climatic change. Understanding the effects these pressures may have is necessary to designing land management strategies that ensure food security, ecosystem service provision and successful climate mitigation and adaptation. However, the number of complex, interacting effects involved makes any complete understanding very difficult to achieve. Nevertheless, the recent development of integrated modelling frameworks allows for the exploration of the co-development of human and natural systems under scenarios of global change, potentially illuminating the main drivers and processes in future land system change. Here, we use one such integrated modelling framework (the CLIMSAVE Integrated Assessment Platform) to investigate the range of projected outcomes in the European land system across climatic and socio-economic scenarios for the 2050s. We find substantial consistency in locations and types of change even under the most divergent conditions, with results suggesting that climate change alone will lead to a contraction in the agricultural and forest area within Europe, particularly in southern Europe. This is partly offset by the introduction of socioeconomic changes that change both the demand for agricultural production, through changing food demand and net imports, and the efficiency of agricultural production. Simulated extensification and abandonment in the Mediterranean region is driven by future decreases in the relative profitability of the agricultural sector in southern Europe, owing to decreased productivity as a consequence of increased heat and drought stress and reduced irrigation water availability. The very low likelihood (<33% probability) that current land use proportions in many parts of Europe will remain unchanged suggests that future policy should seek to promote and support the multifunctional role of agriculture and forests in different European regions, rather than focusing on increased productivity as a route to agricultural and forestry viability.

Abstract Farmers are exposed to climate change and uncertainty about how that change will develop. As farm incomes, in Norway and elsewhere, greatly depend on government subsidies, the risk of a policy change constitutes an additional uncertainty source. Hence, climate and policy uncertainty could substantially impact agricultural production and farm income. However, these sources of uncertainty have, so far, rarely been combined in food production analyses. The aim of this study was to determine the effects of a combination of policy and climate uncertainty on agricultural production, land use, and social welfare in Norway. Output yield distributions of spring wheat and timothy, a major forage grass, from simulations with the weather-driven crop models, CSM-CERES-Wheat and, LINGRA, were processed in the a stochastic version Jordmod, a price-endogenous spatial economic sector model of the Norwegian agriculture. To account for potential effects of climate uncertainty within a given future greenhouse gas emission scenario on farm profitability, effects on conditions that represented the projected climate for 2050 under the emission scenario A1B from the 4th assessment report of the Intergovernmental Panel on Climate Change and four Global Climate Models (GCM) was investigated. The uncertainty about the level of payment rates at the time farmers make their management decisions was handled by varying the distribution of payment rates applied in the Jordmod model. These changes were based on the change in the overall level of agricultural support in the past. Three uncertainty scenarios were developed and tested: one with climate change uncertainty, another with payment rate uncertainty, and a third where both types of uncertainty were combined. The three scenarios were compared with results from a deterministic scenario where crop yields and payment rates were constant. Climate change resulted in on average 9% lower cereal production, unchanged grass production and more volatile crop yield as well as 4% higher farm incomes on average compared to the deterministic scenario. The scenario with a combination of climate change and policy uncertainty increased the mean farm income more than a scenario with only one source of uncertainty. On the other hand, land use and farm labour were negatively affected under these conditions compared to the deterministic case. Highlighting the potential influence of climate change and policy uncertainty on the performance of the farm sector our results underline the potential error in neglecting either of these two uncertainties in studies of agricultural production, land use and welfare.

Abstract: The sustainable intensification of farming systems is expected to increase food supply and reduce the negative environmental effects of agriculture. It is also seen as an effective adaptation and mitigation strategy in response to climate change. Our aim is to determine farmers’ and other stakeholders’ views on how higher crop yields can be achieved from their currently low levels. This was investigated in two stakeholder workshops arranged in North Savo, Finland, in 2014 and 2016. The workshop participants, who were organized in discussion groups, considered some agricultural policies to discourage the improvement of crop yields. Policy schemes were seen to support extensification and reduce the motivation for yield improvements. However, the most important means for higher crop yields indicated by workshop participants were improved soil conditions with drainage and liming, in addition to improved crop rotations, better sowing techniques, careful selection of cultivars and forage grass mixtures. Suggested solutions for improving both crop yields and farm income also included optimized use of inputs, focusing production at the most productive fields and actively developed farming skills and knowledge sharing. These latter aspects were more pronounced in 2016, suggesting that farmers’ skills are increasingly being perceived as important.

Abstract: Since 2002, the European Commission has employed the instrument of ex-ante impact assessments (IA) to help focus its policy-making process on implementing sustainable development. Scientific tools should play an essential role of providing the evidence base to assess the impacts of alternative policy options. To identify the contribution of research funding for IA tool development, this paper analysed the variety of IA tools designed in projects funded by European Framework Programmes (FPs) 6 and 7. The paper is based on project information available on the European Cordis website, individual project websites and a verification of the results by the project coordinators. We analysed the projects from the interests of IA practitioners as tool users (European policy and impact areas addressed by the tools, jurisdictional application levels and tool categories). Out of the 7.781 projects funded in FP6 and FP7, 203 could be identified that designed tools for the IA process. Nearly half of them applied to environmental, agricultural and transport policy areas. Within these areas, the tools primarily addressed environmental impact areas, less economic and least social impact areas. The IA tools focused on European policies. Models represented the largest tool category, whereas approximately half of the tools could not be clearly categorized. Concerning our analysis criteria, the tool descriptions available on the internet were often unclear and thus may limit the application potential of the tools because of a mismatch of technical terms and categorisation criteria between tool providers and tool users. Future IA tools require a joint political and scientific typology and a narrowing of the gaps, e.g., with view to multi-jurisdictional application and a clear reference to the steps of the IA process. Abstract: The concept of ecosystem services as developed for the Millennium Ecosystem Assessment (MA) is currently the most extensive, international, scientific concept dealing with the interaction between the world’s ecosystems and human well-being. The fundamental asset is seen in the relevancy of the concept at the science–policy interface. Albeit, the mainstreaming of ecosystem services into policy making requires a framework that allows the transition of the scientific concept into the rationale of policy making. We hypothesize that the procedure of policy impact assessment is a suitable venue for this transition. This brings up two questions: 1) where in the process of policy impact assessment can ecosystem services be mainstreamed? 2) How can the impact on ecosystem services properly be accounted for? In this paper we distinguish two groups of policy cases: explicit cases directly addressing ecosystem services, and implicit cases of policies that follow other purposes but may have unintended impacts on ecosystem services as a side effect. The second group covers a wide range of policies for which we set out a framework for mainstreaming of ecosystem services. The framework is exemplary designed for the instrument of ex-ante impact assessment at European policy making level. We reveal that the two concepts of the MA and of the European policy impact assessment are indeed compatible, which makes the integration of the ecosystem service concept possible. We conclude that the linkage of the scientifically validated concept of ecosystem services with the policy concept of impact assessment has the potential of improving the credibility of the latter.
