Abstract: Due to their diversity and voluntariness, agri-environmental measures (AEMs) are among the Common Agricultural Policy instruments that are most difficult to assess. We provide an EU-wide analysis of AEM adoption and farm’s total AEM support over total Utilised Agricultural Area using a Heckman sample selection approach and single farm data. Our analysis covers 22 Member States over the 2000-2009 period, assesses the entire portfolio of AEMs and focuses on the relationship between AEM participation and farming system. Results show that participation in AEMs is more likely in less intensive production systems, where, however, per committed hectare AEM premiums tend to be lower. Member States group into three categories: high/low intensity farming systems with low/high AEM enrollment rates, respectively, and large high diversity countries with medium AEM enrollment rates. Abstract: Government policy is a major human factor that causes changes in land use. Decisions on land management and land-use planning, as well as the analysis and quantification of policy consequences, may greatly benefit from the simulation of the dynamics of land-use systems. In the present study, we predicted land-use changes and their potential impacts on food security in the environmentally fragile Guyuan District, Ningxia Hui Autonomous Region (north-central China), under the influence of a program to convert sloping agricultural land to conservation uses. Baseline and conservation policy scenarios (2005 to 2020) were developed based on input from local stakeholders and expert knowledge. For the baseline and conservation policies, we formulated high-, moderate-, and low-growth scenarios, analyzed the driving mechanisms responsible for the land-use dynamics, and then applied a previously developed “dynamics of land systems” model to simulate changes in land uses based on the driving mechanisms. We found that spatially explicit policies can promote the conversion of land to more sustainable uses; however, decreasing the amount of agricultural and urban land and increasing grassland and forest cover will increase the risk of grain shortages, and the effect will be more severe under the conservation and high- growth scenarios than under the baseline and low-growth scenarios. The Guyuan case study suggests that, during the next decade, important trade-offs between environmental conservation and food security will inevitably occur. Future land-use decisions should carefully consider the balance between land resource conservation, agricultural production, and urban expansion.

Abstract: Maize (Zea mays L.) is the most prominent crop in the Northeast Farming Region of China (NFR), and drought has been the largest limitation for maize production in this area during recent decades. The question of how to adapt maize production to drought has received great attention from policy makers, researchers and farmers. In order to evaluate the effects of adaptation strategies against drought and examine the influences of policy supports and farmer households’ characteristics on adopting decisions, a large scale household survey was conducted in five representative maize production counties across NFR. Our survey results indicated that using variety diversification, drought resistant varieties and dibbling irrigation are the three major adaptation strategies against drought in spring, and farmers also adopted changes in sowing time, conservation tillage and mulching to cope with drought in spring. About 20% and 18% of households enhanced irrigation against drought in summer and autumn, respectively. Deep loosening tillage and organic fertilizer are also options for farmers to resist drought in summer. Maize yield was highly dependent on soil qualities, with yields on land of high soil quality approximately 1050 kg/ha and 2400 kg/ha higher than for normal and poor soil conditions, respectively. Using variety diversification and drought resistant varieties can respectively increase maize yield by approximately 150 and 220 kg/ha under drought. Conservation tillage increased maize yield by 438–459 kg/ha in drought years. Irrigation improved maize yield by 419–435 kg/ha and 444–463 kg/ha against drought in summer and autumn, respectively. Offering information service, financial and technical support can greatly increase the use of adaptation strategies for farmers to cope with drought. However, only 46% of households received information service, 43% of households received financial support, and 26% of households received technical support against drought from the local government. The maize acreage and the irrigation access are the major factors that influenced farmers’ decisions to apply adaptation strategies to cope with drought in each season, but only 25% of households have access to irrigation. This indicates the need for enhanced public support for farmers to better cope with drought in maize production, particularly through improving access to irrigation.

Abstract: In order to maintain food security and sustainability of production under climate change, interdisciplinary and international collaboration in research is essential. In the EU, knowledge hubs are important funding instruments for the development of an interconnected European Research Area. Here, network analysis was used to assess whether the pilot knowledge hub MACSUR has affected interdisciplinary collaboration, using co-authorship of peer reviewed articles as a measure of collaboration. The broad community of all authors identified as active in the field of agriculture and climate change was increasingly well connected over the period studied. Between knowledge hub members, changes in network parameters suggest an increase in collaborative interaction beyond that expected due to network growth, and greater than that found in the broader community. Given that interdisciplinary networks often take several years to have an impact on research outputs, these changes within the relatively new MACSUR community provide evidence that the knowledge hub structure has been effective in stimulating collaboration. However, analysis showed that knowledge hub partners were initially well-connected, suggesting that the initiative may have gathered together researchers with particular resources or inclinations towards collaborative working. Long term, consistent funding and ongoing reflection to improve networking structures may be necessary to sustain the early positive signs from MACSUR, to extend its success to a wider community of researchers, or to repeat it in less connected fields of science. Tackling complex challenges such as climate change will require research structures that can effectively support and utilise the diversity of talents beyond the already well-connected core of scientists at major research institutes. But network research shows that this core, well-connected group are vital brokers in achieving wider integration.

Abstract: Since 2002, the European Commission has employed the instrument of ex-ante impact assessments (IA) to help focus its policy-making process on implementing sustainable development. Scientific tools should play an essential role of providing the evidence base to assess the impacts of alternative policy options. To identify the contribution of research funding for IA tool development, this paper analysed the variety of IA tools designed in projects funded by European Framework Programmes (FPs) 6 and 7. The paper is based on project information available on the European Cordis website, individual project websites and a verification of the results by the project coordinators. We analysed the projects from the interests of IA practitioners as tool users (European policy and impact areas addressed by the tools, jurisdictional application levels and tool categories). Out of the 7.781 projects funded in FP6 and FP7, 203 could be identified that designed tools for the IA process. Nearly half of them applied to environmental, agricultural and transport policy areas. Within these areas, the tools primarily addressed environmental impact areas, less economic and least social impact areas. The IA tools focused on European policies. Models represented the largest tool category, whereas approximately half of the tools could not be clearly categorized. Concerning our analysis criteria, the tool descriptions available on the internet were often unclear and thus may limit the application potential of the tools because of a mismatch of technical terms and categorisation criteria between tool providers and tool users. Future IA tools require a joint political and scientific typology and a narrowing of the gaps, e.g., with view to multi-jurisdictional application and a clear reference to the steps of the IA process.
