Abstract: As a result of anthropogenic activities, ozone is produced in the surface atmosphere, causing direct damage to plants and reducing crop yields. By combining a biophysical crop model with an economic supply model we were able to predict and quantify this effect at a fine spatial resolution. We applied our approach to the very varied French case and showed that ozone has significant productivity and land-use effects. A comparison of moderate and high ozone scenarios for 2030 shows that wheat production may decrease by more than 30% and barley production may increase by more than 14% as surface ozone concentration increases. These variations are due to the direct effect of ozone on yields as well as to modifications in land use caused by a shift toward more ozone-resistant crops: our study predicts a 16% increase in the barley-growing area and an equal decrease in the wheat-growing area. Moreover, mean agricultural gross margin losses can go as high as 2.5% depending on the ozone scenario, and can reach 7% in some particularly affected regions. A rise in ozone concentration was also associated with a reduction of agricultural greenhouse gas emissions of about 2%, as a result of decreased use of nitrogen fertilizers. One noteworthy result was that major impacts, including changes in land use, do not necessarily occur in ozone high concentration zones, and may strongly depend on farm systems and their adaptation capability. Abstract: The impact of land use changes on sustainable development is of increasing interest in many regions of the world. This study aimed to test the transferability of the Framework for Participatory Impact Assessment (FoPIA), which was originally developed in the European context, to developing countries, in which lack of data often prevents the use of data-driven impact assessment methods. The core aspect of FoPIA is the stakeholder-based assessment of alternative land use scenarios. Scenario impacts on regional sustainability are assessed by using a set of nine regional land use functions (LUFs), which equally cover the economic, social and environmental dimensions of sustainability. The cases analysed in this study include (1) the alternative spatial planning policies around the Merapi volcano and surrounding areas of Yogyakarta City, Indonesia; (2) the large-scale afforestation of agricultural areas to reduce soil erosion in Guyuan, China; (3) the expansion of soil and water conservation measures in the Oum Zessar watershed, Tunisia; (4) the agricultural intensification and the potential for organic agriculture in Bijapur, India; and (5) the land degradation and land conflicts resulting from land division and privatisation in Narok, Kenya. All five regions are characterised by population growth, partially combined with considerable economic development, environmental degradation problems and social conflicts. Implications of the regional scenario impacts as well as methodological aspects are discussed. Overall, FoPIA proved to be a useful tool for diagnosing regional human-environment interactions and for supporting the communication and social learning process among different stakeholder groups.

Abstract: This paper describes the environmental consequences of agricultural adaptation on eutrophication of the nearby ecological network for a study area in the Netherlands. More specifically, we explored (i) likely responses of farmers to changes in climate, technology, policy, and markets; (ii) subsequent changes in nitrogen (N) emissions in responses to farmer adaptations; and (iii) to what extent the emitted N was deposited in nearby nature reserves, in view of the potential impacts on plant species diversity and desired nature targets. For this purpose, a spatially-explicit study at landscape level was performed by integrating the environmental model INITIATOR, the farm model FSSIM, and the land-use model RULEX. We evaluated two alternative scenarios of change in climate, technology, policy, and markets for 2050: one in line with a ‘global economy’ (GE) storyline and the other in line with a ‘regional communities’ (RC) storyline. Results show that the GE storyline resulted in a relatively strong increase in agricultural production compared to the RC storyline. Despite the projected conversions of agricultural land to nature (as part of the implementation of the National Ecological Network), we project an increase in N losses and N deposition due to N emissions in the study area of about 20 %. Even in the RC storyline, with a relatively modest increase in agricultural production and a larger expansion of the nature reserve, the N losses and deposition remain at the current level, whereas a reduction is required. We conclude that more ambitious green policies are needed in view of nature protection.

Abstract: Protection of natural or semi-natural ecosystems is an important part of societal strategies for maintaining biodiversity, ecosystem services, and achieving overall sustainable development. The assessment of multiple emerging land use trade-offs is complicated by the fact that land use changes occur and have consequences at local, regional, and even global scale. Outcomes also depend on the underlying socio-economic trends. We apply a coupled, multi-scale modelling system to assess an increase in nature protection areas as a key policy option in the European Union (EU). The main goal of the analysis is to understand the interactions between policy-induced land use changes across different scales and sectors under two contrasting future socio-economic pathways. We demonstrate how complementary insights into land system change can be gained by coupling land use models for agriculture, forestry, and urban areas for Europe, in connection with other world regions. The simulated policy case of nature protection shows how the allocation of a certain share of total available land to newly protected areas, with specific management restrictions imposed, may have a range of impacts on different land-based sectors until the year 2040. Agricultural land in Europe is slightly reduced, which is partly compensated for by higher management intensity. As a consequence of higher costs, total calorie supply per capita is reduced within the EU. While wood harvest is projected to decrease, carbon sequestration rates increase in European forests. At the same time, imports of industrial roundwood from other world regions are expected to increase. Some of the aggregate effects of nature protection have very different implications at the local to regional scale in different parts of Europe. Due to nature protection measures, agricultural production is shifted from more productive land in Europe to on average less productive land in other parts of the world. This increases, at the global level, the allocation of land resources for agriculture, leading to a decrease in tropical forest areas, reduced carbon stocks, and higher greenhouse gas emissions outside of Europe. The integrated modelling framework provides a method to assess the land use effects of a single policy option while accounting for the trade-offs between locations, and between regional, European, and global scales.

Abstract: Climate and policy changes are likely to affect protein crop production and thus trade balances in Europe, which is highly dependent on imports. Exemplified for Austrian cropland, we developed an integrated modelling framework to analyze climate change and policy scenario impacts on protein crop production and environmental outcomes. The integrated modelling framework consists of a statistical climate change model, a crop rotation model, the bio-physical process model EPIC, and the economic bottom-up land use optimization model BiomAT. EPIC is applied to simulate annual dry matter crop yields for different crop management practices including crop rotations, fertilization intensities, and irrigation, as well as for 3 regional climate change scenarios until 2040 at a 1 km grid resolution. BiomAT maximizes total gross margins by optimizing land use choices and crop management practices subject to spatially explicit cropland endowments. The model results indicate that changes in agricultural policy conditions, cropland use, and higher flexibility in crop management practices may reduce protein import dependence under changing climatic conditions. Expanding protein crop production is most attractive in south-eastern Austria with its Central European continental climate where maize is most often replaced in crop rotations. However, the acreage of protein crops is limited by agronomically suitable cropland. An intended side effect is the reduction of nitrogen fertilizer inputs by about 0.1% if total protein crop production increases by 1%.
