  Abstract The latest Common Agricultural Policy (CAP) reforms could bring substantial changes to Scottish farming communities. Two major components of this reform package, an introduction of environmental measures into the Pillar 1 payments and a move away from historical farm payments towards regionalized area payments, would have a significant effect on altering existing support structures for Scottish farmers, as it would for similar farm types elsewhere in Europe where historic payments are used. An optimizing farm-level model was developed to explore how Scottish beef and sheep farms might be affected by the greening and flat rate payments under the current CAP reforms. Nine different types of beef and sheep farms were identified and detailed biophysical and financial farm-level data for these farm types were used to parameterize the model. Results showed that the greening measures of the CAP did not have much impact on net margins of most of the beef and sheep farm businesses, except for ‘Beef Finisher’ farm types where the net margins decreased by 3%. However, all farm types were better off adopting the greening measures than not qualifying for the greening payments through non-compliance with the measures. The move to regionalized farm payments increased the negative financial impact of greening on most of the farms but it was still substantially lower than the financial sacrifice of not adopting greening measures. Results of maximizing farm net margin, under a hypothetical assumption of excluding farm payments, showed that in most of the mixed (sheep and cattle) and beef suckler cattle farms the optimum stock numbers predicted by the model were lower than actual figures on farm. When the regionalized support payments were allocated to each farm, the proportion of the mixed farms that would increase their stock numbers increased whereas this proportion decreased for beef suckler farms and no impact was predicted in sheep farms. Also under the regionalized support payments, improvements in profitability were found in mixed farms and sheep farms. Some of the specialized beef suckler farms also returned a profit when CAP support was added.

  Abstract Highlights •Fuzzy cognitive mapping (FCM)can help to improve agricultural policy design. •We analyse the views on regulation between farmers and non-farmers. •We demonstrate the utility of FCM in disentangling reasons for non-compliance. •Non-compliance is a result of dis-alignment of views rather than unwillingness. •FCM offers a critical, reflexive approach to how a regulatory process is conceived. Agricultural environmental regulation often fails to deliver the desired effects because of farmers adopting the related measures incorrectly or not at all. This is due to several barriers to the uptake of the prescribed environmentally beneficial farm management practices, most of which have been well established by social science research. Yet it is unclear why these barriers remain so difficult to overcome despite numerous and persistent attempts at the design, communication and enforcement of related agricultural policies. This paper examines the potential of fuzzy cognitive mapping (FCM) as a tool to disentangle the underlying reasons of this persistent problem. We present the FCM methodology as adapted to the application in a Scottish case study on how environmental regulation affects farmers and farming practice and what factors are important for compliance or non-compliance with this regulation. The study compares the views of two different stakeholder groups on this matter using FCM network visualizations that were validated by interviews and a workshop session. There was a farmers group representing a typical mix of Scottish farming systems and a non-farmers group, the latter comprising professionals from the fields of design, implementation, administration, consulting on and enforcement of agricultural policies. Between the two groups, the FCM process reveals a very different perception of importance and interaction of factors and strongly suggests that the problem lies in an institutional failure rather than in a simple unwillingness of farmers to obey the rules. FCM allows for a structured process of identifying areas of conflicting perceptions, but also areas where strongly differing groups of stakeholders might be able to gain common ground. In this way, FCM can help to identify anchoring points for targeted policy development and has the potential of becoming a useful tool in agricultural policy design and communication. Our results show the utility of FCM by pointing out how Scottish environmental regulation could be altered to increase compliance with the rules and where the reasons for the identified institutional failure might be sought.

  Abstract The effect of variation in seasonal temperature and precipitation on soil water nitrate (NO3-N) concentration and leaching from winter and spring cereals cropping systems was investigated over three consecutive four-year crop rotation cycles from 1997 to 2008 in an organic farming crop rotation experiment in Denmark. Three experimental sites, varying in climate and soil type from coarse sand to sandy loam, were investigated. The experiment included experimental treatments with different rotations, manure rate and cover crop, and soil nitrate concentrations was monitored using suction cups. The effects of climate, soil and management were examined in a linear mixed model, and only parameters with significant effect (P < 0.05) were included in the final model. The model explained 61% and 47% of the variation in the square root transform of flow-weighted annual NO3-N concentration for winter and spring cereals, respectively, and 68% and 77% of the variation in the square root transform of annual NO3-N leaching for winter and spring cereals, respectively. Nitrate concentration and leaching were shown to be site specific and driven by climatic factors and crop management. There were significant effects on annual N concentration and NO3-N leaching of location, rotation, previous crop and crop cover during autumn and winter. The relative effects of temperature and precipitation differed between seasons and cropping systems. A sensitivity analysis revealed that the predicted N concentration and leaching increased with increases in temperature and precipitation. (C) 2014 Elsevier B.V. All rights reserved.

  Abstract We present protocols and input data for Phase 1 of the Global Gridded Crop Model Intercomparison, a project of the Agricultural Model Intercomparison and Improvement Project (AgMIP). The project includes global simulations of yields, phenologies, and many land-surface fluxes using 12-15 modeling groups for many crops, climate forcing data sets, and scenarios over the historical period from 1948 to 2012. The primary outcomes of the project include (1) a detailed comparison of the major differences and similarities among global models commonly used for large-scale climate impact assessment, (2) an evaluation of model and ensemble hindcasting skill, (3) quantification of key uncertainties from climate input data, model choice, and other sources, and (4) a multi-model analysis of the agricultural impacts of large-scale climate extremes from the historical record.

  Abstract The cultivation of crops in a given area is highly dependent of climatic conditions. Assessment of how the climate is favorable is highly useful for planners, land managers, farmers and plant breeders who can propose and apply adaptation strategies to improve agricultural potentialities. The aim of this study was to develop an assessment method for crop-climate suitability that was generic enough to be applied to a wide range of issues and crops. The method proposed is based on agroclimatic indicators that are calculated over phenological periods (ecoclimatic indicators). These indicators are highly relevant since they provide accurate information about the effect of climate on particular plant processes and cultural practices that take place during specific phenological periods. Three case studies were performed in order to illustrate the potentialities of the method. They concern annual (maize and wheat) and perennial (grape) crops and focus on the study of climate suitability in terms of the following criteria: ecophysiological, days available to carry out cultural practices, and harvest quality. The analysis of the results revealed both the advantages and limitations of the method. The method is general and flexible enough to be applied to a wide range of issues even if an expert assessment is initially needed to build the analysis framework. The limited number of input data makes it possible to use it to explore future possibilities for agriculture in many areas. The access to intermediate information through elementary ecoclimatic indicators allows users to propose targeted adaptations when climate suitability is not satisfactory.
