Abstract Moving towards a more sustainable future requires concerted actions, particularly in the context of global climate change. Integrated assessments of agricultural systems (IAAS) are considered valuable tools to provide sound information for policy and decision-making. IAAS use storylines to define socio-economic and environmental framework assumptions. While a set of qualitative global storylines, known as the Shared Socio-economic Pathways (SSPs), is available to inform integrated assessments at large scales, their spatial resolution and scope is insufficient for regional studies in agriculture. We present a protocol to operationalize the development of Shared Socio-economic Pathways for European agriculture – Eur-Agri-SSPs- to support IAAS. The proposed design of the storyline development process is based on six quality criteria: plausibility, vertical and horizontal consistency, salience, legitimacy, richness and creativity. Trade-offs between these criteria may occur. The process is science-driven and iterative to enhance plausibility and horizontal consistency. A nested approach is suggested to link storylines across scales while maintaining vertical consistency. Plausibility, legitimacy, salience, richness and creativity shall be stimulated in a participatory and interdisciplinary storyline development process. The quality criteria and process design requirements are combined in the protocol to increase conceptual and methodological transparency. The protocol specifies nine working steps. For each step, suitable methods are proposed and the intended level and format of stakeholder engagement are discussed. A key methodological challenge is to link global SSPs with regional perspectives provided by the stakeholders, while maintaining vertical consistency and stakeholder buy-in. We conclude that the protocol facilitates systematic development and evaluation of storylines, which can be transferred to other regions, sectors and scales and supports intercomparisons of IAAS.

Abstract Since 2002, the European Commission has employed the instrument of ex-ante impact assessments (IA) to help focus its policy-making process on implementing sustainable development. Scientific tools should play an essential role of providing the evidence base to assess the impacts of alternative policy options. To identify the contribution of research funding for IA tool development, this paper analysed the variety of IA tools designed in projects funded by European Framework Programmes (FPs) 6 and 7. The paper is based on project information available on the European Cordis website, individual project websites and a verification of the results by the project coordinators. We analysed the projects from the interests of IA practitioners as tool users (European policy and impact areas addressed by the tools, jurisdictional application levels and tool categories). Out of the 7.781 projects funded in FP6 and FP7, 203 could be identified that designed tools for the IA process. Nearly half of them applied to environmental, agricultural and transport policy areas. Within these areas, the tools primarily addressed environmental impact areas, less economic and least social impact areas. The IA tools focused on European policies. Models represented the largest tool category, whereas approximately half of the tools could not be clearly categorized. Concerning our analysis criteria, the tool descriptions available on the internet were often unclear and thus may limit the application potential of the tools because of a mismatch of technical terms and categorisation criteria between tool providers and tool users. Future IA tools require a joint political and scientific typology and a narrowing of the gaps, e.g., with view to multi-jurisdictional application and a clear reference to the steps of the IA process. Abstract Future farming systems are challenged to adapt to the changing socio-economic and bio-physical environment in order to remain competitive and to meet the increasing requirements for food and fibres. The scientific challenge is to evaluate the consequences of predefined scenarios, identify current “best” practices and explore future adaptation strategies at farm level. The objective of this article is to assess the impact of different climate change and socio-economic scenarios on arable farming systems in Flevoland (the Netherlands) and to explore possible adaptation strategies. Data Envelopment Analysis was used to identify these current “best” practices while bio-economic modelling was used to calculate a number of important economic and environmental indicators in scenarios for 2050. Relative differences between yields with and without climate change and technological change were simulated with a crop bio-physical model and used as a correction factors for the observed crop yields of current “best” practices. We demonstrated the capacity of the proposed methodology to explore multiple scenarios by analysing the importance of drivers of change, while accounting for variation between individual farms. It was found that farmers in Flevoland are in general technically efficient and a substantial share of the arable land is currently under profit maximization. We found that climate change increased productivity in all tested scenarios. However, the effects of different socio-economic scenarios (globalized and regionalized economies) on the economic and environmental performance of the farms were variable. Scenarios of a globalized economy where the prices of outputs were simulated to increase substantially might result in increased average gross margin and lower average (per ha) applications of crop protection and fertilizers. However, the effects might differ between different farm types. It was found that, the abolishment of sugar beet quota and changes of future prices of agricultural inputs and outputs in such socio-economic scenario (i.e. globalized economy) caused a decrease in gross margins of smaller (in terms of economic size) farms, while gross margin of larger farms increased. In scenarios where more regionalized economies and a moderate climate change are assumed, the future price ratios between inputs and outputs are shown to be the key factors for the viability of arable farms in our simulations. Abstract Changes in climate, technology, policy and prices affect agricultural and rural development. To evaluate whether this development is sustainable, impacts of these multiple drivers need to be assessed for multiple indicators. In a case study area in the Netherlands, a bio-economic farm model, an agent-based land-use change model, and a regional emission model have been used to simulate rural development under two plausible global change scenarios at both farm and landscape level. Results show that in this area, climate change will have mainly negative economic impacts (dairy gross margin, arable gross margin, economic efficiency, milk production) in the warmer and drier W+ scenario, while impacts are slightly positive in the G scenario with moderate climate change. Dairy farmers are worse off than arable farmers in both scenarios. Conversely, when the W+ scenario is embedded in the socio-economic Global Economy (GE) scenario, changes in technology, prices, and policy are projected to have a positive economic impact, more than offsetting the negative climate impacts. Important is, however, that environmental impacts (global warming, terrestrial and aquatic eutrophication) are largely negative and social impacts (farm size, number of farms, nature area, odour) are mixed. In the G scenario combined with the socio-economic Regional Communities (RC) scenario the average dairy gross margin in particular is negatively affected. Social impacts are similarly mixed as in the GE scenario, while environmental impacts are less severe. Our results suggest that integrated assessments at farm and landscape level can be used to guide decision-makers in spatial planning policies and climate change adaptation. As there will always be trade-offs between economic, social, and environmental impacts stakeholders need to interact and decide upon most important directions for policies. This implies a choice between production and income on the one hand and social and environmental services on the other hand

Abstract The diversity in farmers’ objectives and responses to external drivers is usually not considered in integrated assessment studies that investigate impacts and adaptation to climate and socio-economic change. Here, we present an approach to assess how farmers’ stated objectives relate to their currently implemented practices and to preferred adaptation options, and we discuss what this implies for assessments of future changes. We based our approach on a combination of multi-criteria decision-making methods. We consistently assessed the importance of farmers’ objectives and adaptation preferences from what farmers say (based on interviews), from what farmers actually do (by analysing current farm performance) and from what farmers want (through a selected alternative farm plan). Our study was performed for six arable farms in Flevoland, a province in the Netherlands. Based on interviews with farmers, we reduced the long list of possible objectives to the most important ones. The objectives we assessed included maximization of economic result and soil organic matter, and minimization of gross margin variance, working hours and nitrogen balance. In our sample, farmers’ stated preferences in objectives were often not fully reflected in realized farming practices. Adaptation preferences of farmers largely resembled their current performance, but generally involved a trend towards stated preferences. Our results suggest that in Flevoland, although farmers do have more objectives, in practical decision-making they focus on economic result maximization, while for strategic decision-making they account for objectives influencing long-term performance and indicators associated with sustainability, in this case soil organic matter.
