  Abstract Together, sustainable management of natural resources and climate action form one of the three objectives of the 2014-2020 Common Agricultural Policy. This objective is being addressed by replacing the existing direct payments under Pillar 1 with a basic payment, combined with an additional payment conditional on farmers undertaking agricultural practices beneficial for the climate and the environment, a policy referred to as greening. In this study, the impact of greening was assessed using a hybrid model calibrated using positive mathematical programming. The model describes the macro-types of farm production in a Mediterranean agricultural area. The results show that greening was not beneficial throughout the study area and only some farm types have been particularly affected. However, greening appears to have a positive impact on curtailing the use of chemicals, particularly nitrogen, and on crop diversity. (C) 2015 Elsevier Ltd. All rights reserved.

  Abstract Due to their diversity and voluntariness, agri-environmental measures (AEMs) are among the Common Agricultural Policy instruments that are most difficult to assess. We provide an EU-wide analysis of AEM adoption and farm’s total AEM support over total Utilised Agricultural Area using a Heckman sample selection approach and single farm data. Our analysis covers 22 Member States over the 2000-2009 period, assesses the entire portfolio of AEMs and focuses on the relationship between AEM participation and farming system. Results show that participation in AEMs is more likely in less intensive production systems, where, however, per committed hectare AEM premiums tend to be lower. Member States group into three categories: high/low intensity farming systems with low/high AEM enrollment rates, respectively, and large high diversity countries with medium AEM enrollment rates.   Abstract Agricultural vulnerability to climate change is likely to vary considerably between agro-environmental regions. Exemplified on Austrian cropland, we aim at (i) quantifying climate change impacts on agricultural vulnerability which is approximated by the indicators crop yields and gross margins, (ii) developing robust crop production portfolios for adaptation, and (iii) analyzing the effect of agricultural policies and risk aversion on the choice of crop production portfolios. We have employed a spatially explicit, integrated framework to assess agricultural vulnerability and adaptation. It combines a statistical climate change model for Austria and the period 2010-2040, a crop rotation model, the bio-physical process model EPIC (Environmental Policy Integrated Climate), and a portfolio optimization model. We find that under climate change, crop production portfolios include higher shares of intensive crop management practices, increasing average crop yields by 2-15% and expected gross margins by 3-18%, respectively. The results depend on the choice of adaptation measures and on the level of risk aversion and vary by region. In the semi-arid eastern parts of Austria, average dry matter crop yields are lower but gross margins are higher than in western Austria due to bio-physical and agronomic heterogeneities. An abolishment of decoupled farm payments and a threefold increase in agri-environmental premiums would reduce nitrogen inputs by 23-33%, but also crop yields and gross margins by 18-37%, on average. From a policy perspective, a twofold increase in agri-environmental premiums could effectively reduce the trade-offs between crop production and environmental impacts. (C) 2015 Elsevier Ltd.   Abstract Highlights •Fuzzy cognitive mapping (FCM)can help to improve agricultural policy design. •We analyse the views on regulation between farmers and non-farmers. •We demonstrate the utility of FCM in disentangling reasons for non-compliance. •Non-compliance is a result of dis-alignment of views rather than unwillingness. •FCM offers a critical, reflexive approach to how a regulatory process is conceived. Agricultural environmental regulation often fails to deliver the desired effects because of farmers adopting the related measures incorrectly or not at all. This is due to several barriers to the uptake of the prescribed environmentally beneficial farm management practices, most of which have been well established by social science research. Yet it is unclear why these barriers remain so difficult to overcome despite numerous and persistent attempts at the design, communication and enforcement of related agricultural policies. This paper examines the potential of fuzzy cognitive mapping (FCM) as a tool to disentangle the underlying reasons of this persistent problem. We present the FCM methodology as adapted to the application in a Scottish case study on how environmental regulation affects farmers and farming practice and what factors are important for compliance or non-compliance with this regulation. The study compares the views of two different stakeholder groups on this matter using FCM network visualizations that were validated by interviews and a workshop session. There was a farmers group representing a typical mix of Scottish farming systems and a non-farmers group, the latter comprising professionals from the fields of design, implementation, administration, consulting on and enforcement of agricultural policies. Between the two groups, the FCM process reveals a very different perception of importance and interaction of factors and strongly suggests that the problem lies in an institutional failure rather than in a simple unwillingness of farmers to obey the rules. FCM allows for a structured process of identifying areas of conflicting perceptions, but also areas where strongly differing groups of stakeholders might be able to gain common ground. In this way, FCM can help to identify anchoring points for targeted policy development and has the potential of becoming a useful tool in agricultural policy design and communication. Our results show the utility of FCM by pointing out how Scottish environmental regulation could be altered to increase compliance with the rules and where the reasons for the identified institutional failure might be sought.

  Abstract There is a strong need for accurate and spatially referenced information regarding policy making and model linkage. This need has been expressed by land users, and policy and decision makers in order to estimate both spatially and locally the impacts of European policy (like the Common Agricultural Policy) and/or global changes on farm-groups. These entities are defined according to variables such as altitude, economic size and type of farming (referring to land uses). European farm-groups are provided through the Farm Accountancy Data Network (FADN) as statistical information delivered at regional level. The aim of the study is to map locally farm-group probabilities within each region. The mapping of the farm-groups is done in two steps: (1) by mapping locally the co-variables associated to the farm-groups, i.e. altitude and land uses; (2) by using regional FADN data as a priori knowledge for transforming land uses and altitude information into farm-groups location probabilities within each region. The downscaling process focuses on the land use mapping since land use data are originally point information located every 18 km. Interpolation of land use data is done at 100 m by using co-variables like land cover, altitude, climate and soil data which are continuous layers usually provided at fine resolution. Once the farm-groups are mapped, European Policy and global changes scenarios are run through an agro-economic model for assessing environmental impacts locally.
