Abstract: Decisions for agricultural management are taken at farm scale. However, such decisions may well impact upon regional sustainability. Two of the likely agricultural management responses to future challenges are extended use of irrigation and increased production of energy crops. The drivers for these are high commodity prices and subsidy policies for renewable energy. However, the impacts of these responses upon regional sustainability are unknown. Thus, we conducted integrated impact assessments for agricultural intensification scenarios in the federal state of Brandenburg, Germany, for 2025. One Irrigation scenario and one Energy scenario were contrasted with the Business As Usual (BAU) scenario. We applied nine indicators to analyze the economic, social and environmental effects at the regional, in this case district scale, which is the smallest administrative unit in Brandenburg. Assessment results were discussed in a stakeholder workshop involving 16 experts from the state government. The simulated area shares of silage maize for fodder and energy were 29%, 37% and 49% for the BAU, Irrigation, and Energy scenarios, respectively. The Energy scenario increased bio-electricity production to 41% of the demand of Brandenburg, and it resulted in CO2 savings of up to 3.5 million tons. However, it resulted in loss of biodiversity, loss of landscape scenery, increased soil erosion risk, and increased area demand for water protection requirements. The Irrigation scenario led to yield increases of 7% (rapeseed), 18% (wheat, sugar beet), and 40% (maize) compared to the BAU scenario. It also reduced the year-to-year yield variability. Water demand for irrigation was found to be in conflict with other water uses for two of the 14 districts. Spatial differentiation of scenario impacts showed that districts with medium to low yield potentials were more affected by negative impacts than districts with high yield potentials. In this first comprehensive sustainability impact assessment of agricultural intensification scenarios at regional level, we showed that a considerable potential for agricultural intensification exists. The intensification is accompanied by adverse environmental and socio-economic impacts. The novelty lies in the multiscale integration of comprehensive, agricultural management simulations with regional level impact assessment, which was achieved with the adequate use of indicators. It provided relevant evidence for policy decision making. Stakeholders appreciated the integrative approach of the assessment, which substantiated ongoing discussions among the government bodies. The assessment approach and the Brandenburg case study may stay exemplary for other regions in the world where similar economic and policy driving forces are likely to lead to agricultural intensification. Abstract: Highlights •Fuzzy cognitive mapping (FCM)can help to improve agricultural policy design. •We analyse the views on regulation between farmers and non-farmers. •We demonstrate the utility of FCM in disentangling reasons for non-compliance. •Non-compliance is a result of dis-alignment of views rather than unwillingness. •FCM offers a critical, reflexive approach to how a regulatory process is conceived. Agricultural environmental regulation often fails to deliver the desired effects because of farmers adopting the related measures incorrectly or not at all. This is due to several barriers to the uptake of the prescribed environmentally beneficial farm management practices, most of which have been well established by social science research. Yet it is unclear why these barriers remain so difficult to overcome despite numerous and persistent attempts at the design, communication and enforcement of related agricultural policies. This paper examines the potential of fuzzy cognitive mapping (FCM) as a tool to disentangle the underlying reasons of this persistent problem. We present the FCM methodology as adapted to the application in a Scottish case study on how environmental regulation affects farmers and farming practice and what factors are important for compliance or non-compliance with this regulation. The study compares the views of two different stakeholder groups on this matter using FCM network visualizations that were validated by interviews and a workshop session. There was a farmers group representing a typical mix of Scottish farming systems and a non-farmers group, the latter comprising professionals from the fields of design, implementation, administration, consulting on and enforcement of agricultural policies. Between the two groups, the FCM process reveals a very different perception of importance and interaction of factors and strongly suggests that the problem lies in an institutional failure rather than in a simple unwillingness of farmers to obey the rules. FCM allows for a structured process of identifying areas of conflicting perceptions, but also areas where strongly differing groups of stakeholders might be able to gain common ground. In this way, FCM can help to identify anchoring points for targeted policy development and has the potential of becoming a useful tool in agricultural policy design and communication. Our results show the utility of FCM by pointing out how Scottish environmental regulation could be altered to increase compliance with the rules and where the reasons for the identified institutional failure might be sought.

Abstract: The use of biophysical models in agroecology has increased in the last few decades for two main reasons: the need to formalize empirical knowledge and the need to disseminate model-based decision support for decision makers (such as farmers, advisors, and policy makers). The first has encouraged the development and use of mathematical models to enhance the efficiency of field research through extrapolation beyond the limits of site, season, and management. The second reflects the increasing need (by scientists, managers, and the public) for simulation experimentation to explore options and consequences, for example, future resource use efficiency (i.e., management in sustainable intensification), impacts of and adaptation to climate change, understanding market and policy responses to shocks initiated at a biophysical level under increasing demand, and limited supply capacity. Production concerns thus dominate most model applications, but there is a notable growing emphasis on environmental, economic, and policy dimensions. Identifying effective methods of assessing model quality and performance has become a challenging but vital imperative, considering the variety of factors influencing model outputs. Understanding the requirements of stakeholders, in respect of model use, logically implies the need for their inclusion in model evaluation methods. We reviewed the use of metrics of model evaluation, with a particular emphasis on the involvement of stakeholders to expand horizons beyond conventional structured, numeric analyses. Two major topics are discussed: (1) the importance of deliberative processes for model evaluation, and (2) the role computer-aided techniques may play to integrate deliberative processes into the evaluation of agroecological models. We point out that (i) the evaluation of agroecological models can be improved through stakeholder follow-up, which is a key for the acceptability of model realizations in practice, (ii) model credibility depends not only on the outcomes of well-structured, numerically based evaluation, but also on less tangible factors that may need to be addressed using complementary deliberative processes, (iii) comprehensive evaluation of simulation models can be achieved by integrating the expectations of stakeholders via a weighting system of preferences and perception, (iv) questionnaire-based surveys can help understand the challenges posed by the deliberative process, and (v) a benefit can be obtained if model evaluation is conceived in a decisional perspective and evaluation techniques are developed at the same pace with which the models themselves are created and improved. Scientific knowledge hubs are also recognized as critical pillars to advance good modeling practice in relation to model evaluation (including access to dedicated software tools), an activity which is frequently neglected in the context of time-limited framework programs.
