  Title Representative Agricultural Pathways for Europe Type Report

  Abstract Agricultural aspects have been covered in the scenario process on shared socio-economic pathways (SSPs), but only to a limited extent. In order to analyze the future dynamics of agricultural development they need to be complemented and specified by Representative Agricultural Pathways (RAPs), which cover different aspects of agricultural development as for example European agricultural and domestic policy, environmental policies,  different livestock management systems, cropping systems or irrigation efficiencies.In this paper we will develop a general framework for RAPs where we define for each SSP the corresponding specific agricultural development. Some aspects of the above mentioned specifics can be derived from the definitions in the SSPs, as for example irrigation efficiencies which are linked to technological development. Agricultural policies on the other hand are not included in the SSP definitions. Here we will define agricultural and environmental policies, including the available funding in each area of the common agricultural policy (CAP) (pillars 1 and 2). As RAPs can only to a small degree be developed as European guidelines and implemented unilaterally, it is important to translate the overall storylines into specific scenario parameterization at national levels. Concerned by this are 1. national policies, as well as the agri-environmental schemes of the CAP in Pillar II, 2. livestock efficiencies and the development of extensive and intensive farm management, and  3. crop management systems.Additionally we will define which respresentative concentration pathways (RCPs) will match best the future agricultural and agro-economic trajectories. The following 5 preliminary RAPs for Europe will be further developed in our analysis:EU-RAP1 (Sustainable Europe) : strong CAP, strong shift on environmental regulation, no producer support, green CAP with strong mititgation componentEU-RAP2 (Middle of the road): BAU or things will stay as they are.EU-RAP3 (Fragmented Europe): Europe breaks up, rich countries support farmers with national subsidies, poor countries do not. There is no CAP anymoreEU-RAP4 (Two Europes): Europe is divided in a poor and a rich part. In the rich part a green and environmental friendly  CAP will be implemented, in the poor part of Europe, the CAP will cease to existEU-RAP5(Fossil fueled Europe): free market world, strong institutions, weak on enviromental regulations, low domestic polices? Local green CAP without mitigation

  Abstract EU rural development policy (RDP) regulation 1305/2013 aims to protect farmers’ incomes from ongoing change of climate variability (CCV), and the increase in frequency of adverse climatic events. An income stabilization tool (IST) is provided to compensate drastic drops in income, including those caused by climatic events. The present study examines some aspect of its application focussing on Mediterranean irrigation area where frequent water shortages may generate significant income reductions in the current climate conditions, and may be further exacerbated by climate change. This enhanced loss of income in the future would occur due to a change in climate variability. This change would appreciably reduce the probability of weather conditions that are favourable for irrigation, but would not significantly increase either the probability of unfavourable weather conditions or the magnitude of their impact. As the IST and other insurance tools that protect against adversity and catastrophic events are only activated under extreme conditions, farmers may not consider them to be suitable in dealing with the new climate regime. This would leave a portion of the financial resources allocated by the RDP unused, resulting in less support for climate change adaptation.

  Abstract In this study at the regional scale, the model DSSAT CERES-Wheat was applied in order to simulate the cultivation of winter durum wheat (WW) and to estimate the green water (GW) and the blue water (BW) through a dual-step approach (with and without supplemental irrigation). The model simulation covered a period of 30 years for three scenarios including a reference period and two future scenarios based on forecasted global average temperature increase of 2 and 5 degrees C. The GW and BW contribution for evapo transpiration requirement is presented and analyzed on a distributed scale related to the Puglia region (Southern Italy) characterized by high evaporative demand of the atmosphere. The GW component was dominant compared to BW, covering almost 90% of the ETc of WW Under a Baseline scenario the weight BW was 11%, slightly increased in the future scenarios. GW appeared dependent on the spatial and temporal distribution of rainfall during the crop cycle, and to the hydraulic characteristics of soil for each calculation unit. After considering the effects of climate change on irrigation requirement of WW we carried out an example of analysis in order to verify the economic benefit of supplemental irrigation for WW cultivation. The probability that irrigation generates a negative or zero income ranged between 55 and 60% and climate change did not impact the profitability of irrigation for WW as simulated for the economic and agro-pedoclimatic conditions of Puglia region considered in this study.

  Abstract An integrated modelling framework (IMF) has been developed and applied to analyse climate change impacts and the effectiveness of adaptation measures in Austrian agriculture. The IMF couples the crop rotation model CropRota, the bio-physical process model EPIC and the bottom-up economic land use model PASMA at regional level (NUTS-3) considering agri-environmental indicators. Four contrasting regional climate model (RCM) simulations represent climate change until 2050. The RCM simulations are applied to a baseline and three adaptation and policy scenarios. Climate change increases crop productivity on national average in the IMF. Changes in average gross margins at national level range from 0% to + 5% between the baseline and the three adaptation and policy scenarios. The impacts at NUTS-3 level range from -5% to + 7% between the baseline and the three adaptation and policy scenarios. Adaptation measures such as planting of winter cover crops, reduced tillage and irrigation are effective in reducing yield losses, increasing revenues, or in improving environmental states under climate change. Future research should account for extreme weather events in order to analyse whether average productivity gains at the aggregated level suffice to cover costs from expected higher climate variability.
