Abstract: This paper describes the environmental consequences of agricultural adaptation on eutrophication of the nearby ecological network for a study area in the Netherlands. More specifically, we explored (i) likely responses of farmers to changes in climate, technology, policy, and markets; (ii) subsequent changes in nitrogen (N) emissions in responses to farmer adaptations; and (iii) to what extent the emitted N was deposited in nearby nature reserves, in view of the potential impacts on plant species diversity and desired nature targets. For this purpose, a spatially-explicit study at landscape level was performed by integrating the environmental model INITIATOR, the farm model FSSIM, and the land-use model RULEX. We evaluated two alternative scenarios of change in climate, technology, policy, and markets for 2050: one in line with a ‘global economy’ (GE) storyline and the other in line with a ‘regional communities’ (RC) storyline. Results show that the GE storyline resulted in a relatively strong increase in agricultural production compared to the RC storyline. Despite the projected conversions of agricultural land to nature (as part of the implementation of the National Ecological Network), we project an increase in N losses and N deposition due to N emissions in the study area of about 20 %. Even in the RC storyline, with a relatively modest increase in agricultural production and a larger expansion of the nature reserve, the N losses and deposition remain at the current level, whereas a reduction is required. We conclude that more ambitious green policies are needed in view of nature protection.

Abstract: Process-based crop simulation models are increasingly used in regional climate change impact studies, but little is known about the implications of different calibration strategies on simulated yields. This study aims to assess the importance of region-specific calibration of five important field crops (winter wheat, winter barley, potato, sugar beet and maize) across 25 member countries of the European Union (EU25). We examine three calibration strategies and their implications on spatial and temporal yield variability in response to climate change: (i) calculation of phenology parameters only, (ii) consideration of both phenology calibration and a yield correction factor and (iii) calibration of phenology and selected growth processes. The analysis is conducted for 533 climate zones, considering 24 years of observed yield data (1983-2006). The best performing strategy is used to estimate the impacts of climate change, increasing CO2 concentration and technology development on yields for the five crops across EU25, using seven climate change scenarios for the period 2041-2064. Simulations and calibrations are performed with the crop model LINTUL2 combined with a calibration routine implemented in the modelling interface LINTUL-FAST. The results show that yield simulations improve if growth parameters are considered in the calibration for individual regions (strategy 3); e.g. RMSE values for simulated winter wheat yield are 2.36, 1.10 and 0.70 Mg ha(-1) for calibration strategies 1, 2 and 3, respectively. The calibration strategy did not only affect the model simulations under reference climate but also the extent of the simulated climate change impacts. Applying the calibrated model for impact assessment revealed that climatic change alone will reduce crop yields. Consideration of the effects of increasing CO2 concentration and technology development resulted in yield increases for all crops except maize (i.e. the negative effects of climate change were outbalanced by the positive effects of CO2 and technology change), with considerable differences between scenarios and regions. Our simulations also suggest some increase in yield variability due to climate change which, however, is less pronounced than the differences among scenarios which are particularly large when the effects of CO2 concentration and technology development are considered. Our results stress the need for region-specific calibration of crop models used for Europe-wide assessments. Limitations of the considered strategies are discussed. We recommend that future work should focus on obtaining more comprehensive, high quality data with a finer resolution allowing application of improved strategies for model calibration that better account for spatial differences and changes over time in the growth and development parameters used in crop models. Ensembles of crop simulation models can be useful tools for assessing if proposed adaptation options are capable of achieving target yields, whilst also quantifying the share of uncertainty in the simulated crop impact resulting from the crop models themselves. Although some studies have analysed the influence of ensemble size on model outcomes, the effect of ensemble composition has not yet been properly appraised. Moreover, results and derived recommendations typically rely on averaged ensemble simulation results without accounting sufficiently for the spread of model outcomes. Therefore, we developed an Ensemble Outcome Agreement (EOA) index, which analyses the effect of changes in composition and size of a multi-model ensemble (MME) to evaluate the level of agreement between MME outcomes with respect to a given hypothesis (e.g. that adaptation measures result in positive crop responses). We analysed the recommendations of a previous study performed with an ensemble of 17 crop models and testing 54 adaptation options for rainfed winter wheat (Triticum aestivwn L.) at Lleida (NE Spain) under perturbed conditions of temperature, precipitation and atmospheric CO2 concentration. Our results confirmed that most adaptations recommended in the previous study have a positive effect. However, we also showed that some options did not remain recommendable in specific conditions if different ensembles were considered. Using EOA, we were able to identify the adaptation options for which there is high confidence in their effectiveness at enhancing yields, even under severe climate perturbations. These include substituting spring wheat for winter wheat combined with earlier sowing dates and standard or longer duration cultivars, or introducing supplementary irrigation, the latter increasing EOA values in all cases. There is low confidence in recovering yields to baseline levels, although this target could be attained for some adaptation options under moderate climate perturbations. Recommendations derived from such robust results may provide crucial information for stakeholders seeking to implement adaptation measures.

• 14 criteria for use of crop models in assessments of impacts, adaptation and risk • Working with stakeholders to identify timing of risks is key to risk assessments. • Multiple methods needed to critically assess the use of climate model output • Increasing transparency and inter-comparability needed in risk assessments Abstract Crop models are used for an increasingly broad range of applications, with a commensurate proliferation of methods. Careful framing of research questions and development of targeted and appropriate methods are therefore increasingly important. In conjunction with the other authors in this special issue, we have developed a set of criteria for use of crop models in assessments of impacts, adaptation and risk. Our analysis drew on the other papers in this special issue, and on our experience in the UK Climate Change Risk Assessment 2017 and the MACSUR, AgMIP and ISIMIP projects. The criteria were used to assess how improvements could be made to the framing of climate change risks, and to outline the good practice and new developments that are needed to improve risk assessment. Key areas of good practice include: i. the development, running and documentation of crop models, with attention given to issues of spatial scale and complexity; ii. the methods used to form crop-climate ensembles, which can be based on model skill and/or spread; iii. the methods used to assess adaptation, which need broadening to account for technological development and to reflect the full range options available. The analysis highlights the limitations of focussing only on projections of future impacts and adaptation options using pre-determined time slices. Whilst this long-standing approach may remain an essential component of risk assessments, we identify three further key components: 1. Working with stakeholders to identify the timing of risks. What are the key vulnerabilities of food systems and what does crop-climate modelling tell us about when those systems are at risk? 2. Use of multiple methods that critically assess the use of climate model output and avoid any presumption that analyses should begin and end with gridded output. 3. Increasing transparency and inter-comparability in risk assessments. Whilst studies frequently produce ranges that quantify uncertainty, the assumptions underlying these ranges are not always clear. We suggest that the contingency of results upon assumptions is made explicit via a common uncertainty reporting format; and/or that studies are assessed against a set of criteria, such as those presented in this paper. Abstract: EU rural development policy (RDP) regulation 1305/2013 aims to protect farmers’ incomes from ongoing change of climate variability (CCV), and the increase in frequency of adverse climatic events. An income stabilization tool (IST) is provided to compensate drastic drops in income, including those caused by climatic events. The present study examines some aspect of its application focussing on Mediterranean irrigation area where frequent water shortages may generate significant income reductions in the current climate conditions, and may be further exacerbated by climate change. This enhanced loss of income in the future would occur due to a change in climate variability. This change would appreciably reduce the probability of weather conditions that are favourable for irrigation, but would not significantly increase either the probability of unfavourable weather conditions or the magnitude of their impact. As the IST and other insurance tools that protect against adversity and catastrophic events are only activated under extreme conditions, farmers may not consider them to be suitable in dealing with the new climate regime. This would leave a portion of the financial resources allocated by the RDP unused, resulting in less support for climate change adaptation.
