Abstract: Adaptation of agriculture to climate change will be driven at the farm level in first place. The MONICA model was employed in four different modelling exercises for demonstration and testing different management options for farmers in Germany to adjust their production system. 30-Year simulations were run for the periods 1996-2025 and 2056-2085 using future climate data generated by a statistical method on the basis of measured data from 1961 to 2000 and the A1B scenario of the IPCC (2007a). Crop rotation designs that are expected to become possible in the future due to a prolonged vegetation period and at the same time shortened cereal growth period were tested for their likely success. The model suggested that a spring barley succeeding a winter barley may be successfully grown in the second half of the century, allowing for a larger yields by intensification of the cropping cycle. Growing a winter wheat after a sugar beet may lead to future problems as late sowing makes the winter wheat grow into periods prone to drought. Irrigation is projected to considerably improve and stabilise the yields of late cereals and of shallow rooting crops (maize and pea) on sandy soils in the continental climate part of Germany, but not in the humid West. Nitrogen fertiliser management needs to be adjusted to increasing or decreasing yield expectations and for decreasing soil moisture. On soils containing sufficient amounts of Moisture and soil organic matter, enhanced mineralisation is expected to compensate for a greater N demand. (C) 2012 Elsevier B.V. All rights reserved.

Abstract: Since 2002, the European Commission has employed the instrument of ex-ante impact assessments (IA) to help focus its policy-making process on implementing sustainable development. Scientific tools should play an essential role of providing the evidence base to assess the impacts of alternative policy options. To identify the contribution of research funding for IA tool development, this paper analysed the variety of IA tools designed in projects funded by European Framework Programmes (FPs) 6 and 7. The paper is based on project information available on the European Cordis website, individual project websites and a verification of the results by the project coordinators. We analysed the projects from the interests of IA practitioners as tool users (European policy and impact areas addressed by the tools, jurisdictional application levels and tool categories). Out of the 7.781 projects funded in FP6 and FP7, 203 could be identified that designed tools for the IA process. Nearly half of them applied to environmental, agricultural and transport policy areas. Within these areas, the tools primarily addressed environmental impact areas, less economic and least social impact areas. The IA tools focused on European policies. Models represented the largest tool category, whereas approximately half of the tools could not be clearly categorized. Concerning our analysis criteria, the tool descriptions available on the internet were often unclear and thus may limit the application potential of the tools because of a mismatch of technical terms and categorisation criteria between tool providers and tool users. Future IA tools require a joint political and scientific typology and a narrowing of the gaps, e.g., with view to multi-jurisdictional application and a clear reference to the steps of the IA process. Abstract: The diversity in farmers’ objectives and responses to external drivers is usually not considered in integrated assessment studies that investigate impacts and adaptation to climate and socio-economic change. Here, we present an approach to assess how farmers’ stated objectives relate to their currently implemented practices and to preferred adaptation options, and we discuss what this implies for assessments of future changes. We based our approach on a combination of multi-criteria decision-making methods. We consistently assessed the importance of farmers’ objectives and adaptation preferences from what farmers say (based on interviews), from what farmers actually do (by analysing current farm performance) and from what farmers want (through a selected alternative farm plan). Our study was performed for six arable farms in Flevoland, a province in the Netherlands. Based on interviews with farmers, we reduced the long list of possible objectives to the most important ones. The objectives we assessed included maximization of economic result and soil organic matter, and minimization of gross margin variance, working hours and nitrogen balance. In our sample, farmers’ stated preferences in objectives were often not fully reflected in realized farming practices. Adaptation preferences of farmers largely resembled their current performance, but generally involved a trend towards stated preferences. Our results suggest that in Flevoland, although farmers do have more objectives, in practical decision-making they focus on economic result maximization, while for strategic decision-making they account for objectives influencing long-term performance and indicators associated with sustainability, in this case soil organic matter.

Abstract: Empirical findings on actors’ roles and responsibilities in the climate change adaptation process are rare even though cooperation between private and public actors is perceived important to foster adaptation in agriculture. We therefore developed the framework SAER (Stimuli-Actions-Effects-Responses) to investigate perceived relationships between private and public climate change adaptation in agriculture at regional scale. In particular, we explore agricultural experts’ perceptions on (i) climatic and non climatic factors stimulating private adaptation, (ii) farm adaption actions, (iii) potential on-farm and off-farm effects from adaptation, and (iv) the relationships between private and public adaptation. The SAER-framework is built on a comprehensive literature review and empirical findings from semi structured interviews with agricultural experts from two case study regions in Austria. We find that private adaptation is perceived as incremental, systemic or transformational. It is typically stimulated by a mix of bio-physical and socio-economic on-farm and off-farm factors. Stimulating factors related to climate change are perceived of highest relevance for systemic and transformational adaptation whereas already implemented adaptation is mostly perceived to be incremental. Perceived effects of private adaptation are related to the environment, weather and climate, quality and quantity of agricultural products as well as human, social and economic resources. Our results also show that public adaptation can influence factors stimulating private adaptation as well as adaptation effects through the design and development of the legal, policy and organizational environment as well as the provision of educational, informational, financial, and technical infrastructure. Hence, facilitating existing and new collaborations between private and public actors may enable farmers to adapt effectively to climate change. (C) 2018 Elsevier Ltd. All rights reserved.

Abstract: This study investigates the use of bioenergy for achieving stringent climate stabilization targets and it analyzes the economic drivers behind the choice of bioenergy technologies. We apply the integrated assessment framework REMIND-MAgPIE to show that bioenergy, particularly if combined with carbon capture and storage (CCS) is a crucial mitigation option with high deployment levels and high technology value. If CCS is available, bioenergy is exclusively used with CCS. We find that the ability of bioenergy to provide negative emissions gives rise to a strong nexus between biomass prices and carbon prices. Ambitious climate policy could result in bioenergy prices of 70 $/GJ (or even 430 $/GJ if bioenergy potential is limited to 100 EJ/year), which indicates a strong demand for bioenergy. For low stabilization scenarios with BECCS availability, we find that the carbon value of biomass tends to exceed its pure energy value. Therefore, the driving factor behind investments into bioenergy conversion capacities for electricity and hydrogen production are the revenues generated from negative emissions, rather than from energy production. However, in REMIND modern bioenergy is predominantly used to produce low-carbon fuels, since the transport sector has significantly fewer low-carbon alternatives to biofuels than the power sector. Since negative emissions increase the amount of permissible emissions from fossil fuels, given a climate target, bioenergy acts as a complement to fossils rather than a substitute. This makes the short-term and long-term deployment of fossil fuels dependent on the long-term availability of BECCS.
