  Abstract The increase of maize production in Polish agriculture is considered as one of the indicators showing temporal climate change impact. The sowing area of grain maize in Poland increased from 152 thousand hectares in 2000 to 614 thousand hectares in 2013. In the same time, the area of maize production for forage in Poland has increased from 162 to 462 thousand hectares. There is observed increase of yield level but the regional differentiation of this trend is also visible. In the paper we discuss the temporal regional trends in maize yield in Poland connected to the limitation factors (soil, climate, fertilisation) and prognosis for further climate change impact using GLOBIOM-CAPRI regional simulations. The data for the analysis of regional trends for maize production level in 16th regions in Poland (NUTS2) were taken from National Statistical Offices Reports. The GLOBIOM-CAPRI regional simulations for baseline analysis 2010, 2030 and 2050 were obtained from MASCUR knowledge-hab evaluation exercises. As a limitation factors for of maize yield we considered the index for suitable soil and climate suitability index for climate developed in Poland and fertilisation. We have identified that observed positive trend in yield level at NUTS2 is correlated with the climate suitability index and level of NPK fertilisation, whilst there is no statistical relations with soil quality index. The GLOBIOM –CAPRI regional simulation for 2030 shows that the maize yield in Poland will further increase and it can be explained by realisation of existing trends. In simulations for the baseline 2050 year there is visible negative trend in yield level in some regions, where even in current climate there is high probability of deficit precipitation (eg. Wielkopolskia region). No Label

  Abstract The main objective of CAP Direct payments (DP) has been to increase and stabilise farm income together with a large number of additional goals (Gardner, 1991). Despite its importance, there are limited empirical evidences on farm income variability over time at farm level apart Vrolijk and Poppe (2008) and Vrolijk, de Bont, van der Veen, and Poppe (2009). The analysis focuses of the following research questions:•     What is the amount of the support provided by DP? How the income of Italian farms will be affected by reductions of DP levels?•     What is the extent of farm income variability over time? Is it the same in all types of farms?•     Where is this variability coming from?•     Do CAP direct payments reduce farm income variability? How do DP affect it? Are DP targeted to stabilise the income of those farms facing larger income variability? The analysis has been developed on the individual farms belonging to the whole Italian sample of the EU FADN farms during all years of the decade 2003-2012. The variability of farm income (FI) is assessed by calculating variance and Coefficient of Variation (CV) over the 10 year period for each farm for each relevant income component. The role of DP on income stabilisation is assessed by means of variance decomposition by income sources (Burt and Finley, 1968; El Benni and Finger, 2013; Mishra and El-Osta, 2001).The presence of DP allows for a reduction of the variability of farm income: the variability of FI when DP are not accounted for is higher than that of the whole FI. Finally, DP seem to be not targeted to those farms facing the highest level of market income variability. These results support the hypothesis that there is a potentially large room for better design the DP policy to reduce income variability. No Label

  Abstract The state-contingent approach developed by Chambers and Quiggin (2000) constitutes an attractive blend of a theory of production analysis under uncertainty and a theory of decision-making under uncertainty.One of the goals of this contribution is to introduce the reader to the approach by outlining its contents while comparing and contrasting it to related theories. With respect to production analysis: an emphasis is made on the ability of the approach to deliver well defined cost functions corresponding to stochastic production technologies. With respect to decision-making under uncertainty: the comparison with other theories consistent with a rational agent emphasizes the production theoretical basis of the state-contingent approach.It is the author’s belief that appropriately categorizing the state-contingent approach serves the primary goal of this work: to explore its usefulness as a basis for economic modeling. Some challenges regarding an empirical implementation are discussed: challenges in estimating the parameters of a state-contingent technology representation in general, as well as challenges arising from the fact that the approach is constructed around the argument pioneered by Leonard J Savage: that probabilities underlying economic decision-making are inherently subjective.(The financial support of ScienceCampus Halle is gratefully acknowledged.)   Abstract The objective of the Tanzanian case study region is to provide MACSUR II a platform to concentrate climate research to a focal region in Morogoro and Dodoma in Tanzania. Hence, synergies among a number of other research projects will be used, which all focus on food security related to climate change.Within the case study region the projects aim at improving the food situation for the most-vulnerable rural poor population in Tanzania. They are designed to identify successful food securing upgrading strategies and innovations along local and regional food value chains, test and adjust them to site-specific, sustainable settings and tailor these concepts to be disseminated for national outreach. After the project lifetime, the results can be implemented at different levels of policy, extension and research.The basic concept applies the following steps in an iterative and partly recurrent procedure: (1) A stakeholder involvement process will be set up from the beginning as an integral part of most analytical steps; (2) case study sites within the focal regions Morogoro and Dodoma will be selected, set up and typologies of food value chains developed; (3) success stories of secure food production and/or good practice along the food value chains will be screened and inventoried; (4) an integrated in-depth analyses of food value chain components, their costs, benefits and impacts will be carried out; (5) a few of the most promising good practices with regard to positive impacts and implementation will be participatively discussed and identified for subsequent in-depth testing; (6) an in-depth participative field testing and/or analysis of selected, most promising technologies will be conducted for all food value chain components and requirements for implementation identified; (7) transferability and implementation capability will be assessed for different scenarios and for future condition simulations (model analysis); (8) a meta-model analysis including risk analysis and final proofing will identify hot spots of most sensitive, fragile regions and the potentials for alleviating food insecurity. Hence, the research concept`s main focuses on local and regional food security related to climate change, but the research design implies a national outreach for Tanzania as a whole.The research activities will be embedded into local and regional strategies to assess potential impacts and trade-offs and to be able to up-scale lessons learnt in a generic manner to regions with specific bio-physical, socio-cultural and economic conditions.Spatial Design: Conducting a literature research on relevant characteristic a considering the spatial design:two focal regions in Tanzania (Morogoro, Dodoma),each region with two case study sites (CSS) consisting of at least one local marketplace and surrounding 2-3 villages,the two CSS among the target regions are selected to differ in factors such as market and capital access for investments, remoteness, population density, land availability, soil types, infrastructure, facilities, and others,create sufficiently diverse environmental and socio-economic conditions for investigating food securing technologies along FVC and allowing for testing the transfer of results to other Tanzanian regions.Main selection criteria for regions: two climates types:semi-arid Dodoma (350-500mm),semi-humid Morogoro region (600-800mm)clear distinction between the regions.other criteria within the regions:rather similar climate (must) +-80mm,weak and good market access (must) (=market and capital access for investments),rainfed crop–livestock systems oriented, not too strongly paddy rice oriented (< 20% rice) (must),village size: approx. 800-1500 households (must)Stunting cases, logistics and infrastructure, different wards, land availability, facilities, capital, soil types, and population density etc. No Label
