Abstract: In order to feed the world we need innovative thinking on how to increase agricultural production whilst also mitigating climate change. Agriculture and land-use change are responsible for approximately one-third of total anthropogenic greenhouse gas (GHG) emissions but hold potential for climate change mitigation but are only tangentially included in UNFCCC mitigation policies. To get a full estimate of GHG emissions from agricultural crop production both energy-based emissions and land-based emissions need to be accounted for. Furthermore, the major mitigation potential is likely to be indirect reduction of emissions i.e. reducing emissions per unit of agricultural product rather than the absolute emissions per se. Hence the system productivity must be included in the same analysis. This paper presents the Kaya-Porter identity, derived from the Maya identity, as a new way to calculate GHG emissions from agricultural crop production by deconstructing emissions into five elements; the GHG intensity of the energy used for production (kg CO2-eq./MJ), energy intensity of the production (MJ/kg dry matter), areal productivity (kg dry matter/ha), areal land-based GHG emissions (CO2-eq./ha) and area (ha). These separate elements in the identity can be targeted in emissions reduction and mitigation policies and are useful to analyse past and current trends in emissions and to explore future scenarios. Using the Kaya-Porter identity we have performed a case study on Danish crop production and find emissions to have been reduced by 12% from 1992 to 2008, whilst yields per unit area have remained constant. Both land-based emissions and energy-based emissions have decreased, mainly due to a 41% reduction in nitrogen fertilizer use. The initial identity based analysis for crop production presented here needs to be extended to include livestock to reflect the entire agricultural production and food demand sectors, thereby permitting analysis of the trade-offs between animal and plant food production, human dietary preferences and population and resulting GHG emissions. Abstract: Government policy is a major human factor that causes changes in land use. Decisions on land management and land-use planning, as well as the analysis and quantification of policy consequences, may greatly benefit from the simulation of the dynamics of land-use systems. In the present study, we predicted land-use changes and their potential impacts on food security in the environmentally fragile Guyuan District, Ningxia Hui Autonomous Region (north-central China), under the influence of a program to convert sloping agricultural land to conservation uses. Baseline and conservation policy scenarios (2005 to 2020) were developed based on input from local stakeholders and expert knowledge. For the baseline and conservation policies, we formulated high-, moderate-, and low-growth scenarios, analyzed the driving mechanisms responsible for the land-use dynamics, and then applied a previously developed “dynamics of land systems” model to simulate changes in land uses based on the driving mechanisms. We found that spatially explicit policies can promote the conversion of land to more sustainable uses; however, decreasing the amount of agricultural and urban land and increasing grassland and forest cover will increase the risk of grain shortages, and the effect will be more severe under the conservation and high- growth scenarios than under the baseline and low-growth scenarios. The Guyuan case study suggests that, during the next decade, important trade-offs between environmental conservation and food security will inevitably occur. Future land-use decisions should carefully consider the balance between land resource conservation, agricultural production, and urban expansion.

Abstract: The impacts of global climate change on different aspects of humanity’s diverse life-support systems are complex and often difficult to predict. To facilitate policy decisions on mitigation and adaptation strategies, it is necessary to understand, quantify, and synthesize these climate-change impacts, taking into account their uncertainties. Crucial to these decisions is an understanding of how impacts in different sectors overlap, as overlapping impacts increase exposure, lead to interactions of impacts, and are likely to raise adaptation pressure. As a first step we develop herein a framework to study coinciding impacts and identify regional exposure hotspots. This framework can then be used as a starting point for regional case studies on vulnerability and multifaceted adaptation strategies. We consider impacts related to water, agriculture, ecosystems, and malaria at different levels of global warming. Multisectoral overlap starts to be seen robustly at a mean global warming of 3 °C above the 1980-2010 mean, with 11% of the world population subject to severe impacts in at least two of the four impact sectors at 4 °C. Despite these general conclusions, we find that uncertainty arising from the impact models is considerable, and larger than that from the climate models. In a low probability-high impact worst-case assessment, almost the whole inhabited world is at risk for multisectoral pressures. Hence, there is a pressing need for an increased research effort to develop a more comprehensive understanding of impacts, as well as for the development of policy measures under existing uncertainty.

Abstract: Towards 2050, climate change is one of the possible drivers that will change the farming landscape, but market, policy and technological development may be at least equally important. In the last decade, many studies assessed impacts of climate change and specific adaptation strategies. However, adaptation to climate change must be considered in the context of other driving forces that will cause farms of the future to look differently from today’s farms. In this paper we use a historical analysis of the influence of different drivers on farm structure, complemented with literature and stakeholder consultations, to assess future structural change of farms in a region under different plausible futures. As climate change is one of the drivers considered, this study thus puts climate change impact and adaptation into the context of other drivers. The province of Flevoland in the north of The Netherlands was used as case study, with arable farming as the main activity. To account for the heterogeneity of farms and to indicate possible directions of farm structural change, a farm typology was developed. Trends in past developments in farm types were analyzed with data from the Dutch agricultural census. The historical analysis allowed to detect the relative importance of driving forces that contributed to farm structural changes. Simultaneously, scenario assumptions about changes in these driving forces elaborated at global and European levels, were downscaled for Flevoland, to regional and farm type level in order to project impacts of drivers on farm structural change towards 2050. Input from stakeholders was also used to detail the downscaled scenarios and to derive historical and future relationships between drivers and farm structural change. These downscaled scenarios and future driver-farm structural change relationships were used to derive quantitative estimations of farm structural change at regional and farm type level in Flevoland. In addition, stakeholder input was used to also derive images of future farms in Flevoland. The estimated farm structural changes differed substantially between the two scenarios. Our estimations of farm structural change provide a proper context for assessing impacts of and adaptation to climate change in 2050 at crop and farm level.

Abstract: Since 2002, the European Commission has employed the instrument of ex-ante impact assessments (IA) to help focus its policy-making process on implementing sustainable development. Scientific tools should play an essential role of providing the evidence base to assess the impacts of alternative policy options. To identify the contribution of research funding for IA tool development, this paper analysed the variety of IA tools designed in projects funded by European Framework Programmes (FPs) 6 and 7. The paper is based on project information available on the European Cordis website, individual project websites and a verification of the results by the project coordinators. We analysed the projects from the interests of IA practitioners as tool users (European policy and impact areas addressed by the tools, jurisdictional application levels and tool categories). Out of the 7.781 projects funded in FP6 and FP7, 203 could be identified that designed tools for the IA process. Nearly half of them applied to environmental, agricultural and transport policy areas. Within these areas, the tools primarily addressed environmental impact areas, less economic and least social impact areas. The IA tools focused on European policies. Models represented the largest tool category, whereas approximately half of the tools could not be clearly categorized. Concerning our analysis criteria, the tool descriptions available on the internet were often unclear and thus may limit the application potential of the tools because of a mismatch of technical terms and categorisation criteria between tool providers and tool users. Future IA tools require a joint political and scientific typology and a narrowing of the gaps, e.g., with view to multi-jurisdictional application and a clear reference to the steps of the IA process.
