Abstract: Highlights •Fuzzy cognitive mapping (FCM)can help to improve agricultural policy design. •We analyse the views on regulation between farmers and non-farmers. •We demonstrate the utility of FCM in disentangling reasons for non-compliance. •Non-compliance is a result of dis-alignment of views rather than unwillingness. •FCM offers a critical, reflexive approach to how a regulatory process is conceived. Agricultural environmental regulation often fails to deliver the desired effects because of farmers adopting the related measures incorrectly or not at all. This is due to several barriers to the uptake of the prescribed environmentally beneficial farm management practices, most of which have been well established by social science research. Yet it is unclear why these barriers remain so difficult to overcome despite numerous and persistent attempts at the design, communication and enforcement of related agricultural policies. This paper examines the potential of fuzzy cognitive mapping (FCM) as a tool to disentangle the underlying reasons of this persistent problem. We present the FCM methodology as adapted to the application in a Scottish case study on how environmental regulation affects farmers and farming practice and what factors are important for compliance or non-compliance with this regulation. The study compares the views of two different stakeholder groups on this matter using FCM network visualizations that were validated by interviews and a workshop session. There was a farmers group representing a typical mix of Scottish farming systems and a non-farmers group, the latter comprising professionals from the fields of design, implementation, administration, consulting on and enforcement of agricultural policies. Between the two groups, the FCM process reveals a very different perception of importance and interaction of factors and strongly suggests that the problem lies in an institutional failure rather than in a simple unwillingness of farmers to obey the rules. FCM allows for a structured process of identifying areas of conflicting perceptions, but also areas where strongly differing groups of stakeholders might be able to gain common ground. In this way, FCM can help to identify anchoring points for targeted policy development and has the potential of becoming a useful tool in agricultural policy design and communication. Our results show the utility of FCM by pointing out how Scottish environmental regulation could be altered to increase compliance with the rules and where the reasons for the identified institutional failure might be sought.

Abstract: Assessing the impact of macro-level policy driven land use changes on regional sustainability is an important task that can facilitate complex decision making processes of introducing reforms. The research work demonstrates the ability of Sustainability Impact Assessment Tool (SIAT), a meta-model, in conducting ex ante spatially explicit cross sectoral impact assessments of changes in common agricultural policy (CAP). The meta-model is able to appraise impacts of CAP amendments on land use and their repercussions on multiple indicators of sustainability. The presented study comprehensively analyses the possible impacts of discontinuing direct financial support to farmers under CAP. The simulations of the meta-model are able to reveal the land use changes both at EU and regional levels as well as to bring forth the subsequent changes in a number of indicators representing the regional sustainability (for five case study regions). In a nutshell, the simulations indicate that a reduction in direct support brings in general, a decrease in farmed area, an increase in forested land, less fluctuation in natural vegetation coverage, increase in abandoned arable land area and negligible changes in built-up area despite regionally diverging land use trends. The simulated changes in sustainability indicators for the study regions in consequence to these land use changes show that the discontinuation of subsidies evokes responses that are in general climate friendly (reduction in methane and N2O emissions, diminishing energy use and reduction in global warming potential), economically beneficial (increase in gross value of agriculture) and socially desired (decrease in unemployment rate) as well as environmentally harmful (increase in pesticide use). Even though the appraisals of diversity indicators such as forest deadwood and farmland birds are not conclusive for all regions, the changes are positive for the former indicator and slightly negative for the latter in general. The trade-offs among these regional sustainability indicators using their directional associations are also presented for a comprehensive assessment of the impacts. (C) 2013 Elsevier Ltd. Abstract: Ways of increasing the production of wheat, the most widely grown cereal crop, will need to be found to meet the increasing demand caused by human population growth in the coming decades. This increase must occur despite the decrease in yield gains now being reported in some regions, increased price volatility and the expected increase in the frequency of adverse weather events that can reduce yields. However, if and how the frequency of adverse weather events will change over Europe, the most important wheat-growing area, has not yet been analysed. Here, we show that the accumulated probability of 11 adverse weather events with the potential to significantly reduce yield will increase markedly across all of Europe. We found that by the end of the century, the exposure of the key European wheat-growing areas, where most wheat production is currently concentrated, may increase more than twofold. However, if we consider the entire arable land area of Europe, a greater than threefold increase in risk was predicted. Therefore, shifting wheat production to new producing regions to reduce the risk might not be possible as the risk of adverse events beyond the key wheat-growing areas increases even more. Furthermore, we found a marked increase in wheat exposure to high temperatures, severe droughts and field inaccessibility compared with other types of adverse events. Our results also showed the limitations of some of the presently debated adaptation options and demonstrated the need for development of region-specific strategies. Other regions of the world could be affected by adverse weather events in the future in a way different from that considered here for Europe. This observation emphasizes the importance of conducting similar analyses for other major wheat regions.
