  Title Assessing the impact of climate change on crop management in winter wheat – a case study for Eastern Austria Type Journal Article

  Abstract Climate change is expected to affect optimum agricultural management practices for autumn-sown wheat, especially those related to sowing date and nitrogen (N) fertilization. To assess the direction and quantity of these changes for an important production region in eastern Austria, the agricultural production systems simulator was parameterized, evaluated and subsequently used to predict yield production and grain protein content under current and future conditions. Besides a baseline climate (BL, 1981–2010), climate change scenarios for the period 2035–65 were derived from three Global Circulation Models (GCMs), namely CGMR, IPCM4 and MPEH5, with two emission scenarios, A1B and B1. Crop management scenarios included a combination of three sowing dates (20 September, 20 October, 20 November) with four N fertilizer application rates (60, 120, 160, 200 kg/ha). Each management scenario was run for 100 years of stochastically generated daily weather data. The model satisfactorily simulated productivity as well as water and N use of autumn- and spring-sown wheat crops grown under different N supply levels in the 2010/11 and 2011/12 experimental seasons. Simulated wheat yields under climate change scenarios varied substantially among the three GCMs. While wheat yields for the CGMR model increased slightly above the BL scenario, under IPCM4 projections they were reduced by 29 and 32% with low or high emissions, respectively. Wheat protein appears to increase with highest increments in the climate scenarios causing the largest reductions in grain yield (IPCM4 and MPEH-A1B). Under future climatic conditions, maximum wheat yields were predicted for early sowing (September 20) with 160 kg N/ha applied at earlier dates than the current practice.

  Abstract Exploitation of alternative water sources is expected to grow in the decades to come in water-stressed countries with fast population growth, especially in regions where a further decline of natural freshwater availability is expected due to climate change. Increasing utilization of non-freshwater usually leads to salinity build-up in fields and water sources as well as accumulation of various pollutants — both having a considerable impact on the suitability of non-freshwater for irrigation due to constraints associated with crop salinity tolerance and food safety regulations. We developed a linked Computable General Equilibrium (CGE) — farm-level model of a water economy with representation for multiple water types characterized by different qualities. We employ the model to assess the impact of water shortage on the Israeli economy, where steadily growing water scarcity leads to an increasing utilization of alternative water sources. We simulate water shortage scenarios based on the Long Term National Master Plan for The Water Economy developed by the Israeli Water Authority (IWA). The linked CGE — farm-level model provides a mechanism for estimating the Constant Elasticity of Substitution (CES) rates between different irrigation water types used in agriculture. This mechanism accounts for the effects of salinity on yields and takes into consideration food safety regulations for irrigating crops with treated wastewater. We demonstrate that, in contrast to previous studies, CES rates between different water types are not identical. The CES rates obtained in our study have relatively low values, which can be attributed to the constraints associated with crop salinity tolerance and food safety regulations. Our results reveal that water shortage can lead to a significant decline of Israel’s GDP, where a considerable part of the decline is attributed to the decrease in agricultural outputs. The magnitude of the impact depends on the underlying assumptions regarding future desalination capacity. To further study the effect of desalination, we run simulations under various desalination levels and examine its impact on the GDP. We also examine the extent to which the impact of water shortage is sensitive to CES rates between different irrigation water types.

  Abstract Due to their diversity and voluntariness, agri-environmental measures (AEMs) are among the Common Agricultural Policy instruments that are most difficult to assess. We provide an EU-wide analysis of AEM adoption and farm’s total AEM support over total Utilised Agricultural Area using a Heckman sample selection approach and single farm data. Our analysis covers 22 Member States over the 2000-2009 period, assesses the entire portfolio of AEMs and focuses on the relationship between AEM participation and farming system. Results show that participation in AEMs is more likely in less intensive production systems, where, however, per committed hectare AEM premiums tend to be lower. Member States group into three categories: high/low intensity farming systems with low/high AEM enrollment rates, respectively, and large high diversity countries with medium AEM enrollment rates.
