Abstract |
We present the integration of early 21st century climate projections for Europe based on simulations carried out within the EU-FP6 ENSEMBLES project with the LARS-WG stochastic weather generator. The aim was to upgrade ELPIS, a repository of local-scale climate scenarios for use in impact studies and risk assessments that already included global projections from the CMIP3 ensemble and regional scenarios for Japan. To obtain a more reliable simulation of daily rainfall and extremes, changes in wet and dry series derived from daily ENSEMBLES outputs were taken into account. Kernel average smoothers were used to reduce noise arising from sampling artefacts. Examples of risk analyses based on 25-km climate projections from the ENSEMBLES ensemble of regional climate models illustrate the possibilities offered by the updated version of ELPIS. The results stress the importance of tailored information for local-scale impact assessments at the European level. |

Abstract |
This paper presents an informal process inspired by a public practice of conflict mediation used until a few decades ago in Gallura (NE Sardinia, Italy), named La Rasgioni (The Reason). The aim is twofold: (i) to introduce an innovative method that translates the complexity of water-related conflicts into a “dialogical tool”, aimed at enhancing social learning by adopting theatrical techniques; and (ii) to report the outcomes that emerged from the application of this method in Arborea, the main dairy cattle district and the only nitrate-vulnerable zone in Sardinia, to mediate contrasting positions between local entrepreneurs and representatives of the relevant institutions. We discuss our results in the light of four pillars, adopted as research lenses in the International research Project CADWAGO (Climate Change Adaptation and Water Governance), which consider the specific “social–ecological” components of the Arborea system, climate change adaptability in water governance institutions and organizations, systemic governance (relational) practices, and governance learning. The combination of the four CADWAGO pillars and La Rasgioni created an innovative dialogical space that enabled stakeholders and researchers to collectively identify barriers and opportunities for effective governance practices. Potential wider implications and applications of La Rasgioni process are also discussed in the paper. |

Abstract |
The current paper aims to determine regional impacts of climate change on Irish farms examining the variation in farm responses. A set of crop growth models were used to determine crop and grass yields under a baseline scenario and a future climate scenario. These crop and grass yields were used along with farm-level data taken from the Irish National Farm Survey in an optimizing farm-level (farm-level linear programming) model, which maximizes farm profits under limiting resources. A change in farm net margins under the climate change scenario compared to the baseline scenario was taken as a measure to determine the effect of climate change on farms. The growth models suggested a decrease in cereal crop yields (up to 9%) but substantial increase in yields of forage maize (up to 97%) and grass (up to 56%) in all regions. Farms in the border, midlands and south-east regions suffered, whereas farms in all other regions generally fared better under the climate change scenario used in the current study. The results suggest that there is a regional variability between farms in their responses to the climate change scenario. Although substituting concentrate feed with grass feeds is the main adaptation on all livestock farms, the extent of such substitution differs between farms in different regions. For example, large dairy farms in the south-east region adopted total substitution of concentrate feed while similar dairy farms in the south-west region opted to replace only 0.30 of concentrate feed. Farms in most of the regions benefitted from increasing stocking rate, except for sheep farms in the border and dairy farms in the south-east regions. The tillage farms in the mid-east region responded to the climate change scenario by shifting arable production to beef production on farms. |

Abstract |
Highlights • A framework to study climate and policy uncertainty in agriculture is presented. • Combining both sources of uncertainty has ambiguous effects on agriculture. • Uncertainty needs to be highlighted in modelling tools for policy analysis. Abstract Farmers are exposed to climate change and uncertainty about how that change will develop. As farm incomes, in Norway and elsewhere, greatly depend on government subsidies, the risk of a policy change constitutes an additional uncertainty source. Hence, climate and policy uncertainty could substantially impact agricultural production and farm income. However, these sources of uncertainty have, so far, rarely been combined in food production analyses. The aim of this study was to determine the effects of a combination of policy and climate uncertainty on agricultural production, land use, and social welfare in Norway. Output yield distributions of spring wheat and timothy, a major forage grass, from simulations with the weather-driven crop models, CSM-CERES-Wheat and, LINGRA, were processed in the a stochastic version Jordmod, a price-endogenous spatial economic sector model of the Norwegian agriculture. To account for potential effects of climate uncertainty within a given future greenhouse gas emission scenario on farm profitability, effects on conditions that represented the projected climate for 2050 under the emission scenario A1B from the 4th assessment report of the Intergovernmental Panel on Climate Change and four Global Climate Models (GCM) was investigated. The uncertainty about the level of payment rates at the time farmers make their management decisions was handled by varying the distribution of payment rates applied in the Jordmod model. These changes were based on the change in the overall level of agricultural support in the past. Three uncertainty scenarios were developed and tested: one with climate change uncertainty, another with payment rate uncertainty, and a third where both types of uncertainty were combined. The three scenarios were compared with results from a deterministic scenario where crop yields and payment rates were constant. Climate change resulted in on average 9% lower cereal production, unchanged grass production and more volatile crop yield as well as 4% higher farm incomes on average compared to the deterministic scenario. The scenario with a combination of climate change and policy uncertainty increased the mean farm income more than a scenario with only one source of uncertainty. On the other hand, land use and farm labour were negatively affected under these conditions compared to the deterministic case. Highlighting the potential influence of climate change and policy uncertainty on the performance of the farm sector our results underline the potential error in neglecting either of these two uncertainties in studies of agricultural production, land use and welfare. |
