Abstract: The latest Common Agricultural Policy (CAP) reforms could bring substantial changes to Scottish farming communities. Two major components of this reform package, an introduction of environmental measures into the Pillar 1 payments and a move away from historical farm payments towards regionalized area payments, would have a significant effect on altering existing support structures for Scottish farmers, as it would for similar farm types elsewhere in Europe where historic payments are used. An optimizing farm-level model was developed to explore how Scottish beef and sheep farms might be affected by the greening and flat rate payments under the current CAP reforms. Nine different types of beef and sheep farms were identified and detailed biophysical and financial farm-level data for these farm types were used to parameterize the model. Results showed that the greening measures of the CAP did not have much impact on net margins of most of the beef and sheep farm businesses, except for ‘Beef Finisher’ farm types where the net margins decreased by 3%. However, all farm types were better off adopting the greening measures than not qualifying for the greening payments through non-compliance with the measures. The move to regionalized farm payments increased the negative financial impact of greening on most of the farms but it was still substantially lower than the financial sacrifice of not adopting greening measures. Results of maximizing farm net margin, under a hypothetical assumption of excluding farm payments, showed that in most of the mixed (sheep and cattle) and beef suckler cattle farms the optimum stock numbers predicted by the model were lower than actual figures on farm. When the regionalized support payments were allocated to each farm, the proportion of the mixed farms that would increase their stock numbers increased whereas this proportion decreased for beef suckler farms and no impact was predicted in sheep farms. Also under the regionalized support payments, improvements in profitability were found in mixed farms and sheep farms. Some of the specialized beef suckler farms also returned a profit when CAP support was added.

Abstract: While crop models are widely used to assess the change in crop productivity with climate change, their skill in assessing irrigation water demand or the risk of crop failure in large area impact assessments is relatively unknown. The objective of this study is to investigate which aspects of modeling crop water use (reference crop evapotranspiration (ET0), soil water extraction, soil evaporation, soil water balance and root growth) contributes most to the variability in estimates of maize crop water use and the risk of crop failure, and demonstrate the resulting uncertainty in a climate change impact study for Europe. The SIMPLACE crop modeling framework was used to couple the LINTUL5 crop model in factorial combinations of 2-3 different approaches for simulating the 5 aspects of crop water use, resulting in 51 modeling approaches. Using experiments in France and New Zeland, analysis of total sensitivity revealed that ET0 explained the most variability in both irrigated maize water use and rainfed grain yield levels, with soil evaporation also imporatant in the French experiment. In the European impact study, net irrigation requirement differed by 36% between the Penman and Hargreaves ET0 methods in the baseline period. Average EU grain yields were similar between models, but differences approached 1-2 tonnes in parts of France and Southern Europe. EU wide esimates of crop failure in the historical period ranged between 5.4 years for Priestley-Taylor to every 7.9 years for the Penman ET0 methods. While the uncertainty in absolute values between models was significant, estimates of relative changes were similar between models, confirming the utility of crop models in assessing climate change impacts. If ET0 estimates in crop models can be improved, through the use of appropriate methods, uncertainty in irrigation water demand as well as in yield estimates under drought can be reduced.

Abstract: International trade of agricultural goods impacts local water scarcity. By quantifying the effect of trade on crop production on grid-cell level and combining it with cell- and crop-specific virtual water contents, we are able to determine green and blue water consumption and savings. Connecting the information on trade-related blue water usage to water shadow prices gives us the possibility to value the impact of international food crop trade on local blue water resources. To determine the trade-related value of the blue water usage, we employ two models: first, an economic land- and water-use model, simulating agricultural trade, production and water-shadow prices and second, a global vegetation and agricultural model, modeling the blue and green virtual water content of the traded crops. Our study found that globally, the international trade of food crops saves blue water worth 2.4 billion US$. This net saving occurs despite the fact that Europe exports virtual blue water in food crops worth 3.1 billion US$. Countries in the Middle East and South Asia profit from trade by importing water intensive crops, countries in Southern Europe on the other hand export water intensive agricultural goods from water scarce sites, deteriorating local water scarcity. Abstract: EU rural development policy (RDP) regulation 1305/2013 aims to protect farmers’ incomes from ongoing change of climate variability (CCV), and the increase in frequency of adverse climatic events. An income stabilization tool (IST) is provided to compensate drastic drops in income, including those caused by climatic events. The present study examines some aspect of its application focussing on Mediterranean irrigation area where frequent water shortages may generate significant income reductions in the current climate conditions, and may be further exacerbated by climate change. This enhanced loss of income in the future would occur due to a change in climate variability. This change would appreciably reduce the probability of weather conditions that are favourable for irrigation, but would not significantly increase either the probability of unfavourable weather conditions or the magnitude of their impact. As the IST and other insurance tools that protect against adversity and catastrophic events are only activated under extreme conditions, farmers may not consider them to be suitable in dealing with the new climate regime. This would leave a portion of the financial resources allocated by the RDP unused, resulting in less support for climate change adaptation.

Abstract: Climate change scenarios suggest that long periods without rainfall will occur in the future often causing instability of the agricultural products market. The aim of our research was to build a model describing the amount of precipitation and droughts for forecasting crop yields in the future. In this study, we analysed a non-standard mixture of gamma and one point distributions as the model of rainfall. On the basis of the rainfall data, one can estimate parameters of the distribution. Parameter estimators were constructed using a method of maximum likelihood. The obtained rainfall data allow confirming the hypothesis of the adequacy of the proposed rainfall models. Long series of droughts allow one to determine the probabilities of adverse phenomena in agriculture. Based on the model, yields of barley in the years 2030 and 2050 were forecasted which can be used for the assessment of other crops productivity. The results obtained with this approach can be used to predict decreases in agricultural production caused by prospective rainfall shortages. This will enable decision makers to shape effective agricultural policies in order to learn how to balance the food supplies and demands through an appropriate management of stored raw food materials and import/export policies.
