Abstract: Short-term perspectives appear to be relevant in formulating adaptation measures to changed climate variability (CCV) as a part of the European Rural Development Policy (RDP). Indeed, short-run CCV is the variation that farmers would perceive to such an extent that a political demand would be generated for adapting support measures. This study evaluates some relevant agronomic and economic impacts of CCV as modelled in a near future time period at the catchment scale in a rural district in Sardinia (Italy). The effects of CCV are assessed in relation to the availability of irrigation water and the irrigation needs of maize. The Environmental Policy Integrated Climate (EPIC) model was used to simulate the impact of key climatic variables on the irrigation water requirements and yields of maize. A three-stage discrete stochastic programming model was then applied to simulate management and economic responses to those changes. The overall economic impact of a simulated CCV was found to be primarily caused by reduced stability in the future supply of irrigation water. Adaptations to this instability will most likely lead to a higher level of groundwater extraction and a reduction in the demand for labour. Changed climate variability will most likely reduce the income potential of small-scale farming. The most CCV-vulnerable farm typologies were identified, and the implications were discussed in relation to the development of adaptation measures within the context of the Common Agricultural Policy of European Union. Abstract: Our understanding of climate impacts and adaptations on crop growth and productivity can be accelerated by analyzing historical data over the past few decades. We used crop trial and climate data from 1981 to 2009 at 34 national agro-meteorological stations in the Huang-Huai-Hai Plain (HHHP) of China to investigate the impacts of climate factors during different growth stages on the growth and yields of winter wheat, accounting for the adaptations such as shifts in sowing dates, cultivars, and agronomic management. Maximum (T-max) and minimum temperature (T-min) during the growth period of winter wheat increased significantly, by 0.4 and 0.6 degrees C/decade, respectively, from 1981 to 2009, while solar radiation decreased significantly by 0.2 MJ/m(2)/day and precipitation did not change significantly. The trends in climate shifted wheat phenology significantly at 21 stations and affected wheat yields significantly at five stations. The impacts of T-max and T-min differed in different growth stages of winter wheat. Across the stations, during 1981-2009, wheat yields increased on average by 14.5% with increasing trends in T-min over the whole growth period, which reduced frost damage, however, decreased by 3.0% with the decreasing trends in solar radiation. Trends in Tmax and precipitation had comparatively smaller impacts on wheat yields. From 1981 to 2009, climate trends were associated with a <= 30% (or <= 1.0% per year) wheat yield increase at 23 stations in eastern and southern parts of HHHP; however with a <= 30% (or <= 1.0% per year) reduction at 11 other stations, mainly in western part of HHHP. We also found that wheat reproductive growth duration increased due to shifts in cultivars and flowering date, and the duration was significantly and positively correlated with wheat yield. This study highlights the different impacts of T-max and T-min in different growth stages of winter wheat, as well as the importance of management (e.g. shift of sowing date) and cultivars shift in adapting to climate change in the major wheat production region. Abstract: Rice models have been widely used in simulating and predicting rice phenology in contrasting climate zones, however the uncertainties from model structure (different equations or models) and/or model parameters were rarely investigated. Here, five rice phenological models/modules (Le., CERES-Rice, ORYZA2000, RCM, Beta Model and SIMRIW) were applied to simulate rice phenology at 23 experimental stations from 1992 to 2009 in two major rice cultivation regions of China: the northeastern China and the southwestern China. To investigate the uncertainties from model biophysical parameters, each model was run with randomly perturbed 50 sets of parameters. The results showed that the median of ensemble simulations were better than the simulation by most models. Models couldn’t simulate well in some specific years despite of parameters optimization, suggesting model structure limit model performance in some cases. The models adopting accumulative thermal time function (e.g., CERES-Rice and ORYZA2000) had better performance in the southwestern China, in contrast, those adopting exponential function (e.g., Beta model and RCM model) had better performance in the northeastern China. In northeastern China, the contribution of model structure and model parameters to model total variance was, respectively, about 55.90% and 44.10% in simulating heading date, and about 75.43% and 24.57% in simulating maturity date. In the southwestern China, the contribution of model structure and model parameters to model total variance was, respectively, about 79.97% and 27.03% in simulating heading date, about 92.15% and 7.85% in simulating maturity date. Uncertainty from model structure was the most relevant source. The results highlight that the temperature response functions of rice development rate under extreme climate conditions should be improved based on environment-controlled experimental data.

Abstract: Climate change and human activities are two major factors affecting water resource change. It is important to understand the roles of the major factors in affecting runoff change in different basins for watershed management. Here, we investigated the trends in climate and runoff in seven typical catchments in seven basins across China from 1961 to 2014. Then we attributed the runoff change to climate change and human activities in each catchment and in three time periods (1980s, 1990s and 2000s), using the VIC model and long-term runoff observation data. During 1961-2014, temperature increased significantly, while the trends in precipitation were insignificant in most of the catchments and inconsistent among the catchments. The runoff in most of the catchments showed a decreasing trend except the Yingluoxia catchment in the northwestern China. The contributions of climate change and human activities to runoff change varied in different catchments and time periods. In the 1980s, climate change contributed more to runoff change than human activities, which was 84%, 59%,-66%,-50%, 59%, 94%, and -59% in the Nianzishan, Yingluoxia, Xiahui, Yangjiaping, Sanjiangkou, Xixian, and Changle catchment, respectively. After that, human activities had played a more essential role in runoff change. In the 1990s and 2000s, human activities contributed more to runoff change than in the 1980s. The contribution by human activities accounted for 84%,- 68%, and 67% in the Yingluoxia, Xiahui, and Sanjiangkou catchment, respectively, in the 1990s; and -96%,-67%,-94%, and -142% in the Nianzishan, Yangjiaping, Xixian, and Changle catchment, respectively, in the 2000s. It is also noted that after 2000 human activities caused decrease in runoff in all catchments except the Yingluoxia. Our findings highlight that the effects of human activities, such as increase in water withdrawal, land use/cover change, operation of dams and reservoirs, should be well managed. Abstract: Empirical findings on actors’ roles and responsibilities in the climate change adaptation process are rare even though cooperation between private and public actors is perceived important to foster adaptation in agriculture. We therefore developed the framework SAER (Stimuli-Actions-Effects-Responses) to investigate perceived relationships between private and public climate change adaptation in agriculture at regional scale. In particular, we explore agricultural experts’ perceptions on (i) climatic and non climatic factors stimulating private adaptation, (ii) farm adaption actions, (iii) potential on-farm and off-farm effects from adaptation, and (iv) the relationships between private and public adaptation. The SAER-framework is built on a comprehensive literature review and empirical findings from semi structured interviews with agricultural experts from two case study regions in Austria. We find that private adaptation is perceived as incremental, systemic or transformational. It is typically stimulated by a mix of bio-physical and socio-economic on-farm and off-farm factors. Stimulating factors related to climate change are perceived of highest relevance for systemic and transformational adaptation whereas already implemented adaptation is mostly perceived to be incremental. Perceived effects of private adaptation are related to the environment, weather and climate, quality and quantity of agricultural products as well as human, social and economic resources. Our results also show that public adaptation can influence factors stimulating private adaptation as well as adaptation effects through the design and development of the legal, policy and organizational environment as well as the provision of educational, informational, financial, and technical infrastructure. Hence, facilitating existing and new collaborations between private and public actors may enable farmers to adapt effectively to climate change. (C) 2018 Elsevier Ltd. All rights reserved.
