Abstract: The aim of this paper is to provide a critical analysis of the strengths and weaknesses of a non-standardised Model Requirements Analysis (MRA) used for the purpose of developing the Sustainability Impact Assessment Tool (SIAT). By ‘non-standardised’ we mean not strictly following a published MRA method. The underlying question we are interested in addressing is how non-standardised methods, often employed in research driven projects, compare to defined methods with more standardised structure, with regards their ability to capture model requirements effectively, and with regards their overall usability. Through describing and critically assessing the specific features of the non-standardised MRA employed, the ambition of this paper is to provide insights useful for impact assessment tool (IAT) development. Specifically, the paper will (i) characterise kinds of user requirements relevant to the functionality and design of IATs; (ii) highlight the strengths and weaknesses of non-standardised MRA for user requirements capture, analysis and reflection in the context of IAT; (iii) critically reflect on the process and outcomes of having used a non-standardised MRA in comparison with other more standardised approaches. To accomplish these aims, we first review methods available for IAT development before describing the SIAT development process, including the MRA employed. Major strengths and weaknesses of the MRA method are then discussed in terms of user identification and characterisation, organisational characterisation and embedding, and ability to capture design options for ensuring usability and usefulness. A detailed assessment on the structural differences of MRA with two advanced approaches (Integrated DSS design and goal directed design) and their role in performance of the MRA tool is used to critique the approach employed. The results show that MRA is able to bring thematic integration, establish system performance and technical thresholds as well as detailing quality and transparency guidelines. Nevertheless the discussion points out to a number of deficiencies in application – (i) a need to more effectively characterise potential users, and; (ii) a need to better foster communication among the distinguished roles in the development process. If addressed these deficiencies, SIAT non-standardised MRA could have brought out better outcomes in terms of tool usability and usefulness, and improved embedding of the tool into conditions of targeted end-users. Abstract: Since 2002, the European Commission has employed the instrument of ex-ante impact assessments (IA) to help focus its policy-making process on implementing sustainable development. Scientific tools should play an essential role of providing the evidence base to assess the impacts of alternative policy options. To identify the contribution of research funding for IA tool development, this paper analysed the variety of IA tools designed in projects funded by European Framework Programmes (FPs) 6 and 7. The paper is based on project information available on the European Cordis website, individual project websites and a verification of the results by the project coordinators. We analysed the projects from the interests of IA practitioners as tool users (European policy and impact areas addressed by the tools, jurisdictional application levels and tool categories). Out of the 7.781 projects funded in FP6 and FP7, 203 could be identified that designed tools for the IA process. Nearly half of them applied to environmental, agricultural and transport policy areas. Within these areas, the tools primarily addressed environmental impact areas, less economic and least social impact areas. The IA tools focused on European policies. Models represented the largest tool category, whereas approximately half of the tools could not be clearly categorized. Concerning our analysis criteria, the tool descriptions available on the internet were often unclear and thus may limit the application potential of the tools because of a mismatch of technical terms and categorisation criteria between tool providers and tool users. Future IA tools require a joint political and scientific typology and a narrowing of the gaps, e.g., with view to multi-jurisdictional application and a clear reference to the steps of the IA process. Abstract: The impact of land use changes on sustainable development is of increasing interest in many regions of the world. This study aimed to test the transferability of the Framework for Participatory Impact Assessment (FoPIA), which was originally developed in the European context, to developing countries, in which lack of data often prevents the use of data-driven impact assessment methods. The core aspect of FoPIA is the stakeholder-based assessment of alternative land use scenarios. Scenario impacts on regional sustainability are assessed by using a set of nine regional land use functions (LUFs), which equally cover the economic, social and environmental dimensions of sustainability. The cases analysed in this study include (1) the alternative spatial planning policies around the Merapi volcano and surrounding areas of Yogyakarta City, Indonesia; (2) the large-scale afforestation of agricultural areas to reduce soil erosion in Guyuan, China; (3) the expansion of soil and water conservation measures in the Oum Zessar watershed, Tunisia; (4) the agricultural intensification and the potential for organic agriculture in Bijapur, India; and (5) the land degradation and land conflicts resulting from land division and privatisation in Narok, Kenya. All five regions are characterised by population growth, partially combined with considerable economic development, environmental degradation problems and social conflicts. Implications of the regional scenario impacts as well as methodological aspects are discussed. Overall, FoPIA proved to be a useful tool for diagnosing regional human-environment interactions and for supporting the communication and social learning process among different stakeholder groups.

Abstract: Climate change will increase the number and severity of heat waves, and is expected to negatively affect crop yields. Here we show for wheat and maize across Europe that heat stress is considerably reduced by irrigation due to surface cooling for both current and projected future climate. We demonstrate that crop heat stress impact assessments should be based on canopy temperature because simulations with air temperatures measured at standard weather stations cannot reproduce differences in crop heat stress between irrigated and rainfed conditions. Crop heat stress was overestimated on irrigated land when air temperature was used with errors becoming larger with projected climate change. Corresponding errors in mean crop yield calculated across Europe for baseline climate 1984-2013 of 0.2 Mg yr(-1) (2%) and 0.6 Mg yr(-1) (5%) for irrigated winter wheat and irrigated grain maize, respectively, would increase to up to 1.5 Mg yr (1) (16%) for irrigated winter wheat and 4.1 Mg yr (1) (39%) for irrigated grain maize, depending on the climate change projection/GCM combination considered. We conclude that climate change impact assessments for crop heat stress need to account explicitly for the impact of irrigation.

Abstract: Impacts of climate change on European agricultural production, land use and the environment depend on its impact on crop yields. However, many impact studies assume that crop management remains unchanged in future scenarios, while farmers may adapt their sowing dates and cultivar thermal time requirements to minimize yield losses or realize yield gains. The main objective of this study was to investigate the sensitivity of climate change impacts on European crop yields, land use, production and environmental variables to adaptations in crops sowing dates and varieties’ thermal time requirements. A crop, economic and environmental model were coupled in an integrated assessment modelling approach for six important crops, for 27 countries of the European Union (EU27) to assess results of three SRES climate change scenarios to 2050. Crop yields under climate change were simulated considering three different management cases; (i) no change in crop management from baseline conditions (NoAd), (ii) adaptation of sowing date and thermal time requirements to give highest yields to 2050 (Opt) and (iii) a more conservative adaptation of sowing date and thermal time requirements (Act). Averaged across EU27, relative changes in water-limited crop yields due to climate change and increased CO2 varied between -6 and + 21% considering NoAd management, whereas impacts with Opt management varied between + 12 and + 53%, and those under Act management between 2 and + 27%. However, relative yield increases under climate change increased to + 17 and + 51% when technology progress was also considered. Importantly, the sensitivity to crop management assumptions of land use, production and environmental impacts were less pronounced than for crop yields due to the influence of corresponding market, farm resource and land allocation adjustments along the model chain acting via economic optimization of yields. We conclude that assumptions about crop sowing dates and thermal time requirements affect impact variables but to a different extent and generally decreasing for variables affected by economic drivers.
