Abstract: Towards 2050, climate change is one of the possible drivers that will change the farming landscape, but market, policy and technological development may be at least equally important. In the last decade, many studies assessed impacts of climate change and specific adaptation strategies. However, adaptation to climate change must be considered in the context of other driving forces that will cause farms of the future to look differently from today’s farms. In this paper we use a historical analysis of the influence of different drivers on farm structure, complemented with literature and stakeholder consultations, to assess future structural change of farms in a region under different plausible futures. As climate change is one of the drivers considered, this study thus puts climate change impact and adaptation into the context of other drivers. The province of Flevoland in the north of The Netherlands was used as case study, with arable farming as the main activity. To account for the heterogeneity of farms and to indicate possible directions of farm structural change, a farm typology was developed. Trends in past developments in farm types were analyzed with data from the Dutch agricultural census. The historical analysis allowed to detect the relative importance of driving forces that contributed to farm structural changes. Simultaneously, scenario assumptions about changes in these driving forces elaborated at global and European levels, were downscaled for Flevoland, to regional and farm type level in order to project impacts of drivers on farm structural change towards 2050. Input from stakeholders was also used to detail the downscaled scenarios and to derive historical and future relationships between drivers and farm structural change. These downscaled scenarios and future driver-farm structural change relationships were used to derive quantitative estimations of farm structural change at regional and farm type level in Flevoland. In addition, stakeholder input was used to also derive images of future farms in Flevoland. The estimated farm structural changes differed substantially between the two scenarios. Our estimations of farm structural change provide a proper context for assessing impacts of and adaptation to climate change in 2050 at crop and farm level.

Abstract: Since 2002, the European Commission has employed the instrument of ex-ante impact assessments (IA) to help focus its policy-making process on implementing sustainable development. Scientific tools should play an essential role of providing the evidence base to assess the impacts of alternative policy options. To identify the contribution of research funding for IA tool development, this paper analysed the variety of IA tools designed in projects funded by European Framework Programmes (FPs) 6 and 7. The paper is based on project information available on the European Cordis website, individual project websites and a verification of the results by the project coordinators. We analysed the projects from the interests of IA practitioners as tool users (European policy and impact areas addressed by the tools, jurisdictional application levels and tool categories). Out of the 7.781 projects funded in FP6 and FP7, 203 could be identified that designed tools for the IA process. Nearly half of them applied to environmental, agricultural and transport policy areas. Within these areas, the tools primarily addressed environmental impact areas, less economic and least social impact areas. The IA tools focused on European policies. Models represented the largest tool category, whereas approximately half of the tools could not be clearly categorized. Concerning our analysis criteria, the tool descriptions available on the internet were often unclear and thus may limit the application potential of the tools because of a mismatch of technical terms and categorisation criteria between tool providers and tool users. Future IA tools require a joint political and scientific typology and a narrowing of the gaps, e.g., with view to multi-jurisdictional application and a clear reference to the steps of the IA process. Abstract: Soils are vital for supporting food security and other ecosystem services. Climate change can affect soil functions both directly and indirectly. Direct effects include temperature, precipitation, and moisture regime changes. Indirect effects include those that are induced by adaptations such as irrigation, crop rotation changes, and tillage practices. Although extensive knowledge is available on the direct effects, an understanding of the indirect effects of agricultural adaptation options is less complete. A review of 20 agricultural adaptation case-studies across Europe was conducted to assess implications to soil threats and soil functions and the link to the Sustainable Development Goals (SDGs). The major findings are as follows: (a) adaptation options reflect local conditions; (b) reduced soil erosion threats and increased soil organic carbon are expected, although compaction may increase in some areas; (c) most adaptation options are anticipated to improve the soil functions of food and biomass production, soil organic carbon storage, and storing, filtering, transforming, and recycling capacities, whereas possible implications for soil biodiversity are largely unknown; and (d) the linkage between soil functions and the SDGs implies improvements to SDG 2 (achieving food security and promoting sustainable agriculture) and SDG 13 (taking action on climate change), whereas the relationship to SDG 15 (using terrestrial ecosystems sustainably) is largely unknown. The conclusion is drawn that agricultural adaptation options, even when focused on increasing yields, have the potential to outweigh the negative direct effects of climate change on soil degradation in many European regions.

Abstract: Moving towards a more sustainable future requires concerted actions, particularly in the context of global climate change. Integrated assessments of agricultural systems (IAAS) are considered valuable tools to provide sound information for policy and decision-making. IAAS use storylines to define socio-economic and environmental framework assumptions. While a set of qualitative global storylines, known as the Shared Socio-economic Pathways (SSPs), is available to inform integrated assessments at large scales, their spatial resolution and scope is insufficient for regional studies in agriculture. We present a protocol to operationalize the development of Shared Socio-economic Pathways for European agriculture – Eur-Agri-SSPs- to support IAAS. The proposed design of the storyline development process is based on six quality criteria: plausibility, vertical and horizontal consistency, salience, legitimacy, richness and creativity. Trade-offs between these criteria may occur. The process is science-driven and iterative to enhance plausibility and horizontal consistency. A nested approach is suggested to link storylines across scales while maintaining vertical consistency. Plausibility, legitimacy, salience, richness and creativity shall be stimulated in a participatory and interdisciplinary storyline development process. The quality criteria and process design requirements are combined in the protocol to increase conceptual and methodological transparency. The protocol specifies nine working steps. For each step, suitable methods are proposed and the intended level and format of stakeholder engagement are discussed. A key methodological challenge is to link global SSPs with regional perspectives provided by the stakeholders, while maintaining vertical consistency and stakeholder buy-in. We conclude that the protocol facilitates systematic development and evaluation of storylines, which can be transferred to other regions, sectors and scales and supports intercomparisons of IAAS.

Abstract: Modelling is key to adapting agriculture to climate change (CC), facilitating evaluation of the impacts and efficacy of adaptation measures, and the design of optimal strategies. Although there are many challenges to modelling agricultural CC adaptation, it is unclear whether these are novel or, whether adaptation merely adds new motivations to old challenges. Here, qualitative analysis of modellers’ views revealed three categories of challenge: Content, Use, and Capacity. Triangulation of findings with reviews of agricultural modelling and Climate Change Risk Assessment was then used to highlight challenges specific to modelling adaptation. These were refined through literature review, focussing attention on how the progressive nature of CC affects the role and impact of modelling. Specific challenges identified were: Scope of adaptations modelled, Information on future adaptation, Collaboration to tackle novel challenges, Optimisation under progressive change with thresholds, and Responsibility given the sensitivity of future outcomes to initial choices under progressive change.
