Abstract: Diffuse Water Pollution from Agriculture (DWPA) and its governance has received increased attention as a policy concern across the globe. Mitigation of DWPA is a complex problem that requires a mix of policy instruments and a multi-agency, broad societal response. In this paper, opportunities and barriers for developing co-governance, defined as collaborative societal involvement in the functions of government, and its suitability for mitigation of DWPA are reviewed using seven case studies in Europe (Poland, Denmark, Sweden, The Netherlands and UK), Australia (Murray-Darling Basin) and North America (State of Minnesota). An analytical framework for assessing opportunities and barriers of co-governance was developed and applied in this review. Results indicated that five key issues constitute both opportunities and barriers, and include: (i) pressure for change; (ii) connected governance structures and allocation of resources and funding; (iii) leadership and establishment of partnerships through capacity building; (iv) use and co-production of knowledge; and (v) time commitment to develop water co-governance.

Abstract: Crop growth simulation models are increasingly used for regionally assessing the effects of climate change and variability on crop yields. These models require spatially and temporally detailed, location-specific, environmental (weather and soil) and management data as inputs, which are often difficult to obtain consistently for larger regions. Aggregating the resolution of input data for crop model applications may increase the uncertainty of simulations to an extent that is not well understood. The present study aims to systematically analyse the effect of changes in the spatial resolution of weather input data on yields simulated by four crop models (LINTUL-SLIM, DSSAT-CSM, EPIC and WOFOST) which were utilized to test possible interactions between weather input data resolution and specific modelling approaches representing different degrees of complexity. The models were applied to simulate grain yield of spring barley in Finland for 12 years between 1994 and 2005 considering five spatial resolutions of daily weather data: weather station (point) and grid-based interpolated data at resolutions of 10 km x 10 km; 20 km x 20 km; 50 km x 50 km and 100 km x 100 km. Our results show that the differences between models were larger than the effect of the chosen spatial resolution of weather data for the considered years and region. When displaying model results graphically, each model exhibits a characteristic ‘fingerprint’ of simulated yield frequency distributions. These characteristic distributions in response to the inter-annual weather variability were independent of the spatial resolution of weather input data. Using one model (LINTUL-SLIM), we analysed how the aggregation strategy, i.e. aggregating model input versus model output data, influences the simulated yield frequency distribution. Results show that aggregating weather data has a smaller effect on the yield distribution than aggregating simulated yields which causes a deformation of the model fingerprint. We conclude that changes in the spatial resolution of weather input data introduce less uncertainty to the simulations than the use of different crop models but that more evaluation is required for other regions with a higher spatial heterogeneity in weather conditions, and for other input data related to soil and crop management to substantiate our findings. Our results provide further evidence to support other studies stressing the importance of using not just one, but different crop models in climate assessment studies. (C) 2013 Elsevier B.V. Abstract: Moving towards a more sustainable future requires concerted actions, particularly in the context of global climate change. Integrated assessments of agricultural systems (IAAS) are considered valuable tools to provide sound information for policy and decision-making. IAAS use storylines to define socio-economic and environmental framework assumptions. While a set of qualitative global storylines, known as the Shared Socio-economic Pathways (SSPs), is available to inform integrated assessments at large scales, their spatial resolution and scope is insufficient for regional studies in agriculture. We present a protocol to operationalize the development of Shared Socio-economic Pathways for European agriculture – Eur-Agri-SSPs- to support IAAS. The proposed design of the storyline development process is based on six quality criteria: plausibility, vertical and horizontal consistency, salience, legitimacy, richness and creativity. Trade-offs between these criteria may occur. The process is science-driven and iterative to enhance plausibility and horizontal consistency. A nested approach is suggested to link storylines across scales while maintaining vertical consistency. Plausibility, legitimacy, salience, richness and creativity shall be stimulated in a participatory and interdisciplinary storyline development process. The quality criteria and process design requirements are combined in the protocol to increase conceptual and methodological transparency. The protocol specifies nine working steps. For each step, suitable methods are proposed and the intended level and format of stakeholder engagement are discussed. A key methodological challenge is to link global SSPs with regional perspectives provided by the stakeholders, while maintaining vertical consistency and stakeholder buy-in. We conclude that the protocol facilitates systematic development and evaluation of storylines, which can be transferred to other regions, sectors and scales and supports intercomparisons of IAAS.
