Abstract: Since 2002, the European Commission has employed the instrument of ex-ante impact assessments (IA) to help focus its policy-making process on implementing sustainable development. Scientific tools should play an essential role of providing the evidence base to assess the impacts of alternative policy options. To identify the contribution of research funding for IA tool development, this paper analysed the variety of IA tools designed in projects funded by European Framework Programmes (FPs) 6 and 7. The paper is based on project information available on the European Cordis website, individual project websites and a verification of the results by the project coordinators. We analysed the projects from the interests of IA practitioners as tool users (European policy and impact areas addressed by the tools, jurisdictional application levels and tool categories). Out of the 7.781 projects funded in FP6 and FP7, 203 could be identified that designed tools for the IA process. Nearly half of them applied to environmental, agricultural and transport policy areas. Within these areas, the tools primarily addressed environmental impact areas, less economic and least social impact areas. The IA tools focused on European policies. Models represented the largest tool category, whereas approximately half of the tools could not be clearly categorized. Concerning our analysis criteria, the tool descriptions available on the internet were often unclear and thus may limit the application potential of the tools because of a mismatch of technical terms and categorisation criteria between tool providers and tool users. Future IA tools require a joint political and scientific typology and a narrowing of the gaps, e.g., with view to multi-jurisdictional application and a clear reference to the steps of the IA process. Abstract: Agricultural practice is facing multiple challenges under volatile commodity markets, inevitable climate change, mounting pest pressure and various other environment-related constraints. The objective of this research is to present a dynamic optimization model of crop rotations and farm management and show its suitability for economic analysis over a 30 year time period. In this model, we include management practices such as fertilization, fungicide treatment and liming, and apply it in a region in Southwestern Finland. Results show that (i) growing pest pressure favours the cultivation of wheat-oats and wheat-oilseeds combinations, while (ii) market prices largely determine the crops in the rotation plan and the specific management practices adopted. The flexibility of our model can also be utilized in evaluating the value of other management options such as new cultivars under different projections of future climate and market conditions.

Abstract: The frequency and intensity of extreme weather is increasing concomitant with changes in the global climate change. Although wheat is the most important food crop in Europe, there is currently no comprehensive empirical information available regarding the sensitivity of European wheat to extreme weather. In this study, we assessed the sensitivity of European wheat yields to extreme weather related to phenology (sowing, heading) in cultivar trials across Europe (latitudes 37.21 degrees to 61.34 degrees and longitudes- 6.02 degrees to 26.24 degrees) during the period 1991-2014. All the observed agro-climatic extremes (>= 31 degrees C, >= 35 degrees C, or drought around heading; >= 35 degrees C from heading to maturity; excessive rainfall; heavy rainfall and low global radiation) led to marked yield penalties in a selected set of European cultivars, whereas few cultivars were found to with no yield penalty in such conditions. There were no European wheat cultivars that responded positively (+ 10%) to drought after sowing, or frost during winter (- 15 degrees C and – 20 degrees C). Positive responses to extremes were often shown by cultivars associated with specific regions, such as good performance under high temperatures by southern-origin cultivars. Consequently, a major future breeding challenge will be to evaluate the potential of combining such cultivar properties with other properties required under different growing conditions with, for example, long day conditions at higher latitudes, when the intensity and frequency of extremes rapidly increase.

Abstract: Crop growth simulation models are increasingly used for regionally assessing the effects of climate change and variability on crop yields. These models require spatially and temporally detailed, location-specific, environmental (weather and soil) and management data as inputs, which are often difficult to obtain consistently for larger regions. Aggregating the resolution of input data for crop model applications may increase the uncertainty of simulations to an extent that is not well understood. The present study aims to systematically analyse the effect of changes in the spatial resolution of weather input data on yields simulated by four crop models (LINTUL-SLIM, DSSAT-CSM, EPIC and WOFOST) which were utilized to test possible interactions between weather input data resolution and specific modelling approaches representing different degrees of complexity. The models were applied to simulate grain yield of spring barley in Finland for 12 years between 1994 and 2005 considering five spatial resolutions of daily weather data: weather station (point) and grid-based interpolated data at resolutions of 10 km x 10 km; 20 km x 20 km; 50 km x 50 km and 100 km x 100 km. Our results show that the differences between models were larger than the effect of the chosen spatial resolution of weather data for the considered years and region. When displaying model results graphically, each model exhibits a characteristic ‘fingerprint’ of simulated yield frequency distributions. These characteristic distributions in response to the inter-annual weather variability were independent of the spatial resolution of weather input data. Using one model (LINTUL-SLIM), we analysed how the aggregation strategy, i.e. aggregating model input versus model output data, influences the simulated yield frequency distribution. Results show that aggregating weather data has a smaller effect on the yield distribution than aggregating simulated yields which causes a deformation of the model fingerprint. We conclude that changes in the spatial resolution of weather input data introduce less uncertainty to the simulations than the use of different crop models but that more evaluation is required for other regions with a higher spatial heterogeneity in weather conditions, and for other input data related to soil and crop management to substantiate our findings. Our results provide further evidence to support other studies stressing the importance of using not just one, but different crop models in climate assessment studies. (C) 2013 Elsevier B.V. Abstract: Continuous crop rotation modeling is a prospective trend that, compared to 1-crop or discrete year-by-year calculations, can provide more accurate results that are closer to real conditions. The goal of this study was to compare the water balance and yields estimated by the HERMES crop rotation model for present and future climatic conditions in the Czech Republic. Three locations were selected, representing important agricultural regions with different climatic conditions. Crop rotation (spring barley, silage maize, winter wheat, winter rape) was simulated from 1981-2080. The 1981-2010 period was covered by measured meteorological data, while 2011-2080 was represented by a transient synthetic weather series from the weather generator M& Rfi. The data were based on 5 circulation models, representing an ensemble of 18 CMIP3 global circulation models, to preserve much of the uncertainty of the original ensemble. Two types of crop management were compared, and the influences of soil quality, increasing atmospheric CO2 and adaptation measures (i. e. sowing date changes) were also considered. Results suggest that under a ‘dry’ scenario (such as GFCM21), C-3 crops in drier regions will be devastated for a significant number of seasons. Negative impacts are likely even on premium-quality soils regardless of flexible sowing dates and accounting for increasing CO2 concentrations. Moreover, in dry conditions, the use of crop rotations with catch crops may have negative impacts, exacerbating the soil water deficit for subsequent crops. This approach is a promising method for determining how various management strategies and crop rotations can affect yields as well as water, carbon and nitrogen cycling.
