Abstract: We propose a generic framework to characterize climate change adaptation uncertainty according to three dimensions: level, source and nature. Our framework is different, and in this respect more comprehensive, than the present UN Intergovernmental Panel on Climate Change (IPCC) approach and could be used to address concerns that the IPCC approach is oversimplified. We have studied the role of uncertainty in climate change adaptation planning using examples from four Danish water related sectors. The dominating sources of uncertainty differ greatly among issues; most uncertainties on impacts are epistemic (reducible) by nature but uncertainties on adaptation measures are complex, with ambiguity often being added to impact uncertainties. Strategies to deal with uncertainty in climate change adaptation should reflect the nature of the uncertainty sources and how they interact with risk level and decision making: (i) epistemic uncertainties can be reduced by gaining more knowledge; (ii) uncertainties related to ambiguity can be reduced by dialogue and knowledge sharing between the different stakeholders; and (iii) aleatory uncertainty is, by its nature, non-reducible. The uncertainty cascade includes many sources and their propagation through technical and socio-economic models may add substantially to prediction uncertainties, but they may also cancel each other. Thus, even large uncertainties may have small consequences for decision making, because multiple sources of information provide sufficient knowledge to justify action in climate change adaptation.

Abstract: Global warming is characterized by shifts in weather patterns and increases in climatic variability and extreme events. New wheat cultivars will be required for a rapidly changing environment, putting severe pressure on breeders who must select for climate conditions which can only be predicted with a great degree of uncertainty. To assist breeders to identify key wheat traits for improvements under climate change, wheat ideotypes can be designed and tested in silico using a wheat simulation model for a wide range of future climate scenarios predicted by global climate models. A wheat ideotype is represented by a set of cultivar parameters in a model, which could be optimized for best wheat performance under projected climate change. As an example, high-yielding wheat ideotypes were designed at two contrasting European sites for the 2050 (A1B) climate scenario. Simulations showed that wheat yield potential can be substantially increased for new ideotypes compared with current wheat varieties under climate change. The main factors contributing to yield increase were improvement in light conversion efficiency, extended duration of grain filling resulting in a higher harvest index, and optimal phenology.

Abstract: Short-term perspectives appear to be relevant in formulating adaptation measures to changed climate variability (CCV) as a part of the European Rural Development Policy (RDP). Indeed, short-run CCV is the variation that farmers would perceive to such an extent that a political demand would be generated for adapting support measures. This study evaluates some relevant agronomic and economic impacts of CCV as modelled in a near future time period at the catchment scale in a rural district in Sardinia (Italy). The effects of CCV are assessed in relation to the availability of irrigation water and the irrigation needs of maize. The Environmental Policy Integrated Climate (EPIC) model was used to simulate the impact of key climatic variables on the irrigation water requirements and yields of maize. A three-stage discrete stochastic programming model was then applied to simulate management and economic responses to those changes. The overall economic impact of a simulated CCV was found to be primarily caused by reduced stability in the future supply of irrigation water. Adaptations to this instability will most likely lead to a higher level of groundwater extraction and a reduction in the demand for labour. Changed climate variability will most likely reduce the income potential of small-scale farming. The most CCV-vulnerable farm typologies were identified, and the implications were discussed in relation to the development of adaptation measures within the context of the Common Agricultural Policy of European Union. Abstract: This paper is part review and part opinion piece; it has three parts of increasing novelty and speculation in approach. The first presents an overview of how some of the major crop simulation models approach the issue of simulating the responses of crops to changing climatic and weather variables, mainly atmospheric CO2 concentration and increased and/or varying temperatures. It illustrates an important principle in models of a single cause having alternative effects and vice versa. The second part suggests some features, mostly missing in current crop models, that need to be included in the future, focussing on extreme events such as high temperature or extreme drought. The final opinion part is speculative but novel. It describes an approach to deconstruct resource use efficiencies into their constituent identities or elements based on the Kaya-Porter identity, each of which can be examined for responses to climate and climatic change. We give no promise that the final part is correct’, but we hope it can be a stimulation to thought, hypothesis and experiment, and perhaps a new modelling approach.

Abstract: Nitrate pollution from agriculture is an important environmental externality, caused by the excessive use of fertilizers. The internalization of this problem, via a tax on mineral nitrogen, could lead to a second best solution, reducing nitrate emissions. Several authors suggest that a reduction in agricultural support could produce similar results. In this paper, we examine the effects of different levels of a uniformly implemented nitrogen tax in France under two policy scenarios, corresponding to post Agenda 2000 and 2003 Luxembourg reforms of European Union ’ s Common Agricultural Policy, in order to reveal the synergies and conflicts between the tax and the policy scenarios in terms of nitrate emissions abatement. The analysis is performed at different geographical scales, from the national to the regional and is based on a bioeconomic approach that involves the coupling of the economic model AROPAj with the crop model STICS. Results show that the efficiency of the N-tax varies according to the geographical scale of the analysis and the type of farming. Furthermore, we prove that a uniform implementation may lead to perverse effects that should always be taken into account when introducing second-best instruments.
