Abstract: In order to feed the world we need innovative thinking on how to increase agricultural production whilst also mitigating climate change. Agriculture and land-use change are responsible for approximately one-third of total anthropogenic greenhouse gas (GHG) emissions but hold potential for climate change mitigation but are only tangentially included in UNFCCC mitigation policies. To get a full estimate of GHG emissions from agricultural crop production both energy-based emissions and land-based emissions need to be accounted for. Furthermore, the major mitigation potential is likely to be indirect reduction of emissions i.e. reducing emissions per unit of agricultural product rather than the absolute emissions per se. Hence the system productivity must be included in the same analysis. This paper presents the Kaya-Porter identity, derived from the Maya identity, as a new way to calculate GHG emissions from agricultural crop production by deconstructing emissions into five elements; the GHG intensity of the energy used for production (kg CO2-eq./MJ), energy intensity of the production (MJ/kg dry matter), areal productivity (kg dry matter/ha), areal land-based GHG emissions (CO2-eq./ha) and area (ha). These separate elements in the identity can be targeted in emissions reduction and mitigation policies and are useful to analyse past and current trends in emissions and to explore future scenarios. Using the Kaya-Porter identity we have performed a case study on Danish crop production and find emissions to have been reduced by 12% from 1992 to 2008, whilst yields per unit area have remained constant. Both land-based emissions and energy-based emissions have decreased, mainly due to a 41% reduction in nitrogen fertilizer use. The initial identity based analysis for crop production presented here needs to be extended to include livestock to reflect the entire agricultural production and food demand sectors, thereby permitting analysis of the trade-offs between animal and plant food production, human dietary preferences and population and resulting GHG emissions. Abstract: Future farming systems are challenged to adapt to the changing socio-economic and bio-physical environment in order to remain competitive and to meet the increasing requirements for food and fibres. The scientific challenge is to evaluate the consequences of predefined scenarios, identify current “best” practices and explore future adaptation strategies at farm level. The objective of this article is to assess the impact of different climate change and socio-economic scenarios on arable farming systems in Flevoland (the Netherlands) and to explore possible adaptation strategies. Data Envelopment Analysis was used to identify these current “best” practices while bio-economic modelling was used to calculate a number of important economic and environmental indicators in scenarios for 2050. Relative differences between yields with and without climate change and technological change were simulated with a crop bio-physical model and used as a correction factors for the observed crop yields of current “best” practices. We demonstrated the capacity of the proposed methodology to explore multiple scenarios by analysing the importance of drivers of change, while accounting for variation between individual farms. It was found that farmers in Flevoland are in general technically efficient and a substantial share of the arable land is currently under profit maximization. We found that climate change increased productivity in all tested scenarios. However, the effects of different socio-economic scenarios (globalized and regionalized economies) on the economic and environmental performance of the farms were variable. Scenarios of a globalized economy where the prices of outputs were simulated to increase substantially might result in increased average gross margin and lower average (per ha) applications of crop protection and fertilizers. However, the effects might differ between different farm types. It was found that, the abolishment of sugar beet quota and changes of future prices of agricultural inputs and outputs in such socio-economic scenario (i.e. globalized economy) caused a decrease in gross margins of smaller (in terms of economic size) farms, while gross margin of larger farms increased. In scenarios where more regionalized economies and a moderate climate change are assumed, the future price ratios between inputs and outputs are shown to be the key factors for the viability of arable farms in our simulations. Abstract: Agricultural vulnerability to climate change is likely to vary considerably between agro-environmental regions. Exemplified on Austrian cropland, we aim at (i) quantifying climate change impacts on agricultural vulnerability which is approximated by the indicators crop yields and gross margins, (ii) developing robust crop production portfolios for adaptation, and (iii) analyzing the effect of agricultural policies and risk aversion on the choice of crop production portfolios. We have employed a spatially explicit, integrated framework to assess agricultural vulnerability and adaptation. It combines a statistical climate change model for Austria and the period 2010-2040, a crop rotation model, the bio-physical process model EPIC (Environmental Policy Integrated Climate), and a portfolio optimization model. We find that under climate change, crop production portfolios include higher shares of intensive crop management practices, increasing average crop yields by 2-15% and expected gross margins by 3-18%, respectively. The results depend on the choice of adaptation measures and on the level of risk aversion and vary by region. In the semi-arid eastern parts of Austria, average dry matter crop yields are lower but gross margins are higher than in western Austria due to bio-physical and agronomic heterogeneities. An abolishment of decoupled farm payments and a threefold increase in agri-environmental premiums would reduce nitrogen inputs by 23-33%, but also crop yields and gross margins by 18-37%, on average. From a policy perspective, a twofold increase in agri-environmental premiums could effectively reduce the trade-offs between crop production and environmental impacts. (C) 2015 Elsevier Ltd. Abstract: Impacts of climate change on European agricultural production, land use and the environment depend on its impact on crop yields. However, many impact studies assume that crop management remains unchanged in future scenarios, while farmers may adapt their sowing dates and cultivar thermal time requirements to minimize yield losses or realize yield gains. The main objective of this study was to investigate the sensitivity of climate change impacts on European crop yields, land use, production and environmental variables to adaptations in crops sowing dates and varieties’ thermal time requirements. A crop, economic and environmental model were coupled in an integrated assessment modelling approach for six important crops, for 27 countries of the European Union (EU27) to assess results of three SRES climate change scenarios to 2050. Crop yields under climate change were simulated considering three different management cases; (i) no change in crop management from baseline conditions (NoAd), (ii) adaptation of sowing date and thermal time requirements to give highest yields to 2050 (Opt) and (iii) a more conservative adaptation of sowing date and thermal time requirements (Act). Averaged across EU27, relative changes in water-limited crop yields due to climate change and increased CO2 varied between -6 and + 21% considering NoAd management, whereas impacts with Opt management varied between + 12 and + 53%, and those under Act management between 2 and + 27%. However, relative yield increases under climate change increased to + 17 and + 51% when technology progress was also considered. Importantly, the sensitivity to crop management assumptions of land use, production and environmental impacts were less pronounced than for crop yields due to the influence of corresponding market, farm resource and land allocation adjustments along the model chain acting via economic optimization of yields. We conclude that assumptions about crop sowing dates and thermal time requirements affect impact variables but to a different extent and generally decreasing for variables affected by economic drivers.

Abstract: Since 2002, the European Commission has employed the instrument of ex-ante impact assessments (IA) to help focus its policy-making process on implementing sustainable development. Scientific tools should play an essential role of providing the evidence base to assess the impacts of alternative policy options. To identify the contribution of research funding for IA tool development, this paper analysed the variety of IA tools designed in projects funded by European Framework Programmes (FPs) 6 and 7. The paper is based on project information available on the European Cordis website, individual project websites and a verification of the results by the project coordinators. We analysed the projects from the interests of IA practitioners as tool users (European policy and impact areas addressed by the tools, jurisdictional application levels and tool categories). Out of the 7.781 projects funded in FP6 and FP7, 203 could be identified that designed tools for the IA process. Nearly half of them applied to environmental, agricultural and transport policy areas. Within these areas, the tools primarily addressed environmental impact areas, less economic and least social impact areas. The IA tools focused on European policies. Models represented the largest tool category, whereas approximately half of the tools could not be clearly categorized. Concerning our analysis criteria, the tool descriptions available on the internet were often unclear and thus may limit the application potential of the tools because of a mismatch of technical terms and categorisation criteria between tool providers and tool users. Future IA tools require a joint political and scientific typology and a narrowing of the gaps, e.g., with view to multi-jurisdictional application and a clear reference to the steps of the IA process.
