Abstract: The aim of this paper is to provide a critical analysis of the strengths and weaknesses of a non-standardised Model Requirements Analysis (MRA) used for the purpose of developing the Sustainability Impact Assessment Tool (SIAT). By ‘non-standardised’ we mean not strictly following a published MRA method. The underlying question we are interested in addressing is how non-standardised methods, often employed in research driven projects, compare to defined methods with more standardised structure, with regards their ability to capture model requirements effectively, and with regards their overall usability. Through describing and critically assessing the specific features of the non-standardised MRA employed, the ambition of this paper is to provide insights useful for impact assessment tool (IAT) development. Specifically, the paper will (i) characterise kinds of user requirements relevant to the functionality and design of IATs; (ii) highlight the strengths and weaknesses of non-standardised MRA for user requirements capture, analysis and reflection in the context of IAT; (iii) critically reflect on the process and outcomes of having used a non-standardised MRA in comparison with other more standardised approaches. To accomplish these aims, we first review methods available for IAT development before describing the SIAT development process, including the MRA employed. Major strengths and weaknesses of the MRA method are then discussed in terms of user identification and characterisation, organisational characterisation and embedding, and ability to capture design options for ensuring usability and usefulness. A detailed assessment on the structural differences of MRA with two advanced approaches (Integrated DSS design and goal directed design) and their role in performance of the MRA tool is used to critique the approach employed. The results show that MRA is able to bring thematic integration, establish system performance and technical thresholds as well as detailing quality and transparency guidelines. Nevertheless the discussion points out to a number of deficiencies in application – (i) a need to more effectively characterise potential users, and; (ii) a need to better foster communication among the distinguished roles in the development process. If addressed these deficiencies, SIAT non-standardised MRA could have brought out better outcomes in terms of tool usability and usefulness, and improved embedding of the tool into conditions of targeted end-users. Abstract: THIS PAPER AIMS: (i) to identify at national scale areas where crop yield formation is currently most prone to climate-induced stresses, (ii) to evaluate how the severity of these stresses is likely to develop in time and space, and (iii) to appraise and quantify the performance of two strategies for adapting crop cultivation to a wide range of (uncertain) climate change projections. To this end we made use of extensive climate, crop, and soil data, and of two modelling tools: N-AgriCLIM and the WOFOST crop simulation model. N-AgriCLIM was developed for the automatic generation of indicators describing basic agroclimatic conditions and was applied over the whole of Finland. WOFOST was used to simulate detailed crop responses at four representative locations. N-AgriCLIM calculations have been performed nationally for 3829 grid boxes at a 10 x 10 km resolution and for 32 climate scenarios. Ranges of projected shifts in indicator values for heat, drought and other crop-relevant stresses across the scenarios vary widely – so do the spatial patterns of change. Overall, under reference climate the most risk-prone areas for spring cereals are found in south-west Finland, shifting to south-east Finland towards the end of this century. Conditions for grass are likely to improve. WOFOST simulation results suggest that CO2 fertilization and adjusted sowing combined can lead to small yield increases of current barley cultivars under most climate scenarios on favourable soils, but not under extreme climate scenarios and poor soils. This information can be valuable for appraising alternative adaptation strategies. It facilitates the identification of regions in which climatic changes might be rapid or otherwise notable for crop production, requiring a more detailed evaluation of adaptation measures. The results also suggest that utilizing the diversity of cultivar responses seems beneficial given the high uncertainty in climate change projections.

Abstract: Since 2002, the European Commission has employed the instrument of ex-ante impact assessments (IA) to help focus its policy-making process on implementing sustainable development. Scientific tools should play an essential role of providing the evidence base to assess the impacts of alternative policy options. To identify the contribution of research funding for IA tool development, this paper analysed the variety of IA tools designed in projects funded by European Framework Programmes (FPs) 6 and 7. The paper is based on project information available on the European Cordis website, individual project websites and a verification of the results by the project coordinators. We analysed the projects from the interests of IA practitioners as tool users (European policy and impact areas addressed by the tools, jurisdictional application levels and tool categories). Out of the 7.781 projects funded in FP6 and FP7, 203 could be identified that designed tools for the IA process. Nearly half of them applied to environmental, agricultural and transport policy areas. Within these areas, the tools primarily addressed environmental impact areas, less economic and least social impact areas. The IA tools focused on European policies. Models represented the largest tool category, whereas approximately half of the tools could not be clearly categorized. Concerning our analysis criteria, the tool descriptions available on the internet were often unclear and thus may limit the application potential of the tools because of a mismatch of technical terms and categorisation criteria between tool providers and tool users. Future IA tools require a joint political and scientific typology and a narrowing of the gaps, e.g., with view to multi-jurisdictional application and a clear reference to the steps of the IA process. Abstract: In this article, we evaluate and compare results from three integrated assessment models (GCAM, IMAGE, and ReMIND/MAgPIE) regarding the drivers and impacts of bioenergy production on the global land system. The considered model frameworks employ linked energy, economy, climate and land use modules. By the help of these linkages the direct competition of bioenergy with other energy technology options for greenhouse gas (GHG) mitigation, based on economic costs and GHG emissions from bioenergy production, has been taken into account. Our results indicate that dedicated bioenergy crops and biomass residues form a potentially important and cost-effective input into the energy system. At the same time, however, the results differ strongly in terms of deployment rates, feedstock composition and land-use and greenhouse gas implications. The current paper adds to earlier work by specific looking into model differences with respect to the land-use component that could contribute to the noted differences in results, including land cover allocation, land use constraints, energy crop yields, and non-bioenergy land mitigation options modeled. In scenarios without climate change mitigation, bioenergy cropland represents 10-18 % of total cropland by 2100 across the different models, and boosts cropland expansion at the expense of carbon richer ecosystems. Therefore, associated emissions from land-use change and agricultural intensification as a result of bio-energy use range from 14 and 113 Gt CO2-eq cumulatively through 2100. Under climate policy, bioenergy cropland increases to 24-36 % of total cropland by 2100.

Abstract: Climate change impact assessments on agriculture are subject to large uncertainties, as demonstrated in the present review of recent studies for Africa. There are multiple reasons for differences in projections, including uncertainties in greenhouse gas emissions and patterns of climate change; assumptions on future management, aggregation, and spatial extent; and methodological differences. Still, all projections agree that climate change poses a significant risk to African agriculture. Most projections also see the possibility of increasing agricultural production under climate change, especially if suitable adaptation measures are assumed. Climate change is not the only projected pressure on African agriculture, which struggles to meet demand today and may need to feed an additional one billion individuals by 2050. Development strategies are urgently needed, but they will need to consider future climate change and its inherent uncertainties. Science needs to show how existing synergies between climate change adaptation and development can be exploited.
