Abstract: Enhancing food security for poor and vulnerable people requires adapting rural food systems to various driving factors. Food security-related research should apply participatory action research that considers the entire food value chain to ensure sustained success. This article presents a research framework that focusses on determining, prioritising, testing, adapting and disseminating food securing upgrading strategies across the multiple components of rural food value chains. These include natural resources, Food production, processing, markets, consumption and waste management. Scientists and policy makers jointly use tools developed for assessing potentials for enhancing regional food security at multiple spatial and temporal scales. The research is being conducted in Tanzania as a case study for Sub-Saharan countries and is done in close collaboration with local, regional and national stakeholders, encompassing all activities across all different food sectors. Abstract: Historic increases in agricultural production came at the expense of substantial environmental burden through nitrogen pollution. Lassaletta et al (2014 Environ. Res. Lett. 9 105011) examine the historic relationship of crop yields and nitrogen fertilizer inputs globally and find a simple and robust relationship of declining nitrogen use efficiency with increasing nitrogen inputs. This general relationship helps to understand the dilemma between increased agricultural production and nitrogen pollution and allows identifying pathways towards more sustainable agricultural production and necessary associated policies.

Abstract: Since 2002, the European Commission has employed the instrument of ex-ante impact assessments (IA) to help focus its policy-making process on implementing sustainable development. Scientific tools should play an essential role of providing the evidence base to assess the impacts of alternative policy options. To identify the contribution of research funding for IA tool development, this paper analysed the variety of IA tools designed in projects funded by European Framework Programmes (FPs) 6 and 7. The paper is based on project information available on the European Cordis website, individual project websites and a verification of the results by the project coordinators. We analysed the projects from the interests of IA practitioners as tool users (European policy and impact areas addressed by the tools, jurisdictional application levels and tool categories). Out of the 7.781 projects funded in FP6 and FP7, 203 could be identified that designed tools for the IA process. Nearly half of them applied to environmental, agricultural and transport policy areas. Within these areas, the tools primarily addressed environmental impact areas, less economic and least social impact areas. The IA tools focused on European policies. Models represented the largest tool category, whereas approximately half of the tools could not be clearly categorized. Concerning our analysis criteria, the tool descriptions available on the internet were often unclear and thus may limit the application potential of the tools because of a mismatch of technical terms and categorisation criteria between tool providers and tool users. Future IA tools require a joint political and scientific typology and a narrowing of the gaps, e.g., with view to multi-jurisdictional application and a clear reference to the steps of the IA process. Abstract: A better understanding of processes that shape farmers’ adaptation to climate change is critical to identify vulnerable entities and to develop well-targeted adaptation policies. However, it is currently poorly understood what determines farmers’ adaptation and how to measure it. In this study, we develop an activity-based adaptation index (AAI) and explore the relationship between socioeconomic variables and farmers’ adaptation behavior by means of an explanatory factor analysis and a multiple linear regression model using latent variables. The model was tested in six villages situated in two administrative wards in the Morogoro region of Tanzania. The Mlali ward represents a system of relatively high agricultural potential, whereas the Gairo ward represents a system of low agricultural potential. A household survey, a rapid rural appraisal and, a stakeholder workshop were used for data collection. The data were analyzed using factor analysis, multiple linear regression, descriptive statistical methods and qualitative content analysis. The empirical results are discussed in the context of theoretical concepts of adaptation and the sustainable livelihood approach. We found that public investment in rural infrastructure, in the availability and technically efficient use of inputs, in a good education system that provides equal chances for women, and in the strengthening of social capital, agricultural extension and, microcredit services are the best means of improving the adaptation of the farmers from the six villages in Gairo and Mlali. We conclude that the newly developed AAI is a simple but promising way to capture the complexity of adaptation processes that addresses a number of shortcomings of previous index studies.

Abstract: Empirical findings on actors’ roles and responsibilities in the climate change adaptation process are rare even though cooperation between private and public actors is perceived important to foster adaptation in agriculture. We therefore developed the framework SAER (Stimuli-Actions-Effects-Responses) to investigate perceived relationships between private and public climate change adaptation in agriculture at regional scale. In particular, we explore agricultural experts’ perceptions on (i) climatic and non climatic factors stimulating private adaptation, (ii) farm adaption actions, (iii) potential on-farm and off-farm effects from adaptation, and (iv) the relationships between private and public adaptation. The SAER-framework is built on a comprehensive literature review and empirical findings from semi structured interviews with agricultural experts from two case study regions in Austria. We find that private adaptation is perceived as incremental, systemic or transformational. It is typically stimulated by a mix of bio-physical and socio-economic on-farm and off-farm factors. Stimulating factors related to climate change are perceived of highest relevance for systemic and transformational adaptation whereas already implemented adaptation is mostly perceived to be incremental. Perceived effects of private adaptation are related to the environment, weather and climate, quality and quantity of agricultural products as well as human, social and economic resources. Our results also show that public adaptation can influence factors stimulating private adaptation as well as adaptation effects through the design and development of the legal, policy and organizational environment as well as the provision of educational, informational, financial, and technical infrastructure. Hence, facilitating existing and new collaborations between private and public actors may enable farmers to adapt effectively to climate change. (C) 2018 Elsevier Ltd. All rights reserved.
