Abstract The reform of the Common Agricultural Policy it started in 2015 with several innovative aspects. Regarding the first pillar, such aspects are especially the convergence of the basic payments, the green payments and the coupled payments. In this regard seems interesting carry out analysis about to evaluate the policy impact considering the risks and opportunities due to climate change.In this study the impact of the convergence of basic payments, the introduction of the green payments and the coupled payments has been evaluated on dairy cattle farms in the Grana Padano area. The impact has been evaluated in different climate scenarios by economic, social and environmental indicators. The methodology used is the mathematical programming and especially a model of Discrete Stochastic Programming has been used to represents farms of the FADN database.The main results show that a significant part of the farms is affected by the diversification constraint that reduces the land devoted to corn silage. Farmers could cultivate corn silage after a principal crop (e.g. ryegrass) in order to avoid the diversification constraint, however, determining a negative impact on the use of environmental resources. To consider also that in the future there is an increase of corn silage yields with long cycle.Another result to underline is that which concerns the possibility of soybean cultivation in the ecological focus areas. In fact, considering the coupled payment provided for this crop, the ecological focus areas seem to be an important source of income for the farms.Finally, the analysis shows that the convergence of the basic payment will result in a reallocation of direct payments between farms with a significant impact on farm incomes. Abstract Agricultural nitrous oxide (N2O) pollution resulting from the use of synthetic fertilizers represents a significant contribution to anthropogenic greenhouse gas emissions, providing a rationale for reduced use of nitrogen (N) fertilizers. Nitrogen limitation results in extensive systems rebalancing that remodels metabolism and defence processes. To analyse the regulation underpinning these responses, barley (Horedeum vulgare) seedlings were grown for 7 d under N-deficient conditions until net photosynthesis was 50% lower than in N-replete controls. Although shoot growth was decreased there was no evidence for the induction of oxidative stress despite lower total concentrations of N-containing antioxidants. Nitrogen-deficient barley leaves were rich in amino acids, sugars and tricarboxylic acid cycle intermediates. In contrast to N-replete leaves one-day-old nymphs of the green peach aphid (Myzus persicae) failed to reach adulthood when transferred to N-deficient barley leaves. Transcripts encoding cell, sugar and nutrient signalling, protein degradation and secondary metabolism were over-represented in N-deficient leaves while those associated with hormone metabolism were similar under both nutrient regimes with the exception of mRNAs encoding proteins involved in auxin metabolism and responses. Significant similarities were observed between the N-limited barley leaf transcriptome and that of aphid-infested Arabidopsis leaves. These findings not only highlight significant similarities between biotic and abiotic stress signalling cascades but also identify potential targets for increasing aphid resistance with implications for the development of sustainable agriculture.

Abstract Highlights •Fuzzy cognitive mapping (FCM)can help to improve agricultural policy design. •We analyse the views on regulation between farmers and non-farmers. •We demonstrate the utility of FCM in disentangling reasons for non-compliance. •Non-compliance is a result of dis-alignment of views rather than unwillingness. •FCM offers a critical, reflexive approach to how a regulatory process is conceived. Agricultural environmental regulation often fails to deliver the desired effects because of farmers adopting the related measures incorrectly or not at all. This is due to several barriers to the uptake of the prescribed environmentally beneficial farm management practices, most of which have been well established by social science research. Yet it is unclear why these barriers remain so difficult to overcome despite numerous and persistent attempts at the design, communication and enforcement of related agricultural policies. This paper examines the potential of fuzzy cognitive mapping (FCM) as a tool to disentangle the underlying reasons of this persistent problem. We present the FCM methodology as adapted to the application in a Scottish case study on how environmental regulation affects farmers and farming practice and what factors are important for compliance or non-compliance with this regulation. The study compares the views of two different stakeholder groups on this matter using FCM network visualizations that were validated by interviews and a workshop session. There was a farmers group representing a typical mix of Scottish farming systems and a non-farmers group, the latter comprising professionals from the fields of design, implementation, administration, consulting on and enforcement of agricultural policies. Between the two groups, the FCM process reveals a very different perception of importance and interaction of factors and strongly suggests that the problem lies in an institutional failure rather than in a simple unwillingness of farmers to obey the rules. FCM allows for a structured process of identifying areas of conflicting perceptions, but also areas where strongly differing groups of stakeholders might be able to gain common ground. In this way, FCM can help to identify anchoring points for targeted policy development and has the potential of becoming a useful tool in agricultural policy design and communication. Our results show the utility of FCM by pointing out how Scottish environmental regulation could be altered to increase compliance with the rules and where the reasons for the identified institutional failure might be sought.

Abstract The cultivation of crops in a given area is highly dependent of climatic conditions. Assessment of how the climate is favorable is highly useful for planners, land managers, farmers and plant breeders who can propose and apply adaptation strategies to improve agricultural potentialities. The aim of this study was to develop an assessment method for crop-climate suitability that was generic enough to be applied to a wide range of issues and crops. The method proposed is based on agroclimatic indicators that are calculated over phenological periods (ecoclimatic indicators). These indicators are highly relevant since they provide accurate information about the effect of climate on particular plant processes and cultural practices that take place during specific phenological periods. Three case studies were performed in order to illustrate the potentialities of the method. They concern annual (maize and wheat) and perennial (grape) crops and focus on the study of climate suitability in terms of the following criteria: ecophysiological, days available to carry out cultural practices, and harvest quality. The analysis of the results revealed both the advantages and limitations of the method. The method is general and flexible enough to be applied to a wide range of issues even if an expert assessment is initially needed to build the analysis framework. The limited number of input data makes it possible to use it to explore future possibilities for agriculture in many areas. The access to intermediate information through elementary ecoclimatic indicators allows users to propose targeted adaptations when climate suitability is not satisfactory.

Abstract In crop insurance, the accuracy with which the insurer quantifies the actual risk is highly dependent on the availability on actual yield data. Crop models might be valuable tools to generate data on expected yields for risk assessment when no historical records are available. However, selecting a crop model for a specific objective, location and implementation scale is a difficult task. A look inside the different crop and soil modules to understand how outputs are obtained might facilitate model choice. The objectives of this paper were (i) to assess the usefulness of crop models to be used within a crop insurance analysis and design and (ii) to select the most suitable crop model for drought risk assessment in semi-arid regions in Spain. For that purpose first, a pre-selection of crop models simulating wheat yield under rainfed growing conditions at the field scale was made, and second, four selected models (Aquacrop, CERES-Wheat, CropSyst and WOFOST) were compared in terms of modelling approaches, process descriptions and model outputs. Outputs of the four models for the simulation of winter wheat growth are comparable when water is not limiting, but differences are larger when simulating yields under rainfed conditions. These differences in rainfed yields are mainly related to the dissimilar simulated soil water availability and the assumed linkages with dry matter formation. We concluded that for the simulation of winter wheat growth at field scale in such semi-arid conditions, CERES-Wheat and CropSyst are preferred. WOFOST is a satisfactory compromise between data availability and complexity when detail data on soil is limited. Aquacrop integrates physiological processes in some representative parameters, thus diminishing the number of input parameters, what is seen as an advantage when observed data is scarce. However, the high sensitivity of this model to low water availability limits its use in the region considered. Contrary to the use of ensembles of crop models, we endorse that efforts be concentrated on selecting or rebuilding a model that includes approaches that better describe the agronomic conditions of the regions in which they will be applied. The use of such complex methodologies as crop models is associated with numerous sources of uncertainty, although these models are the best tools available to get insight in these complex agronomic systems.
