Abstract: Diffuse Water Pollution from Agriculture (DWPA) and its governance has received increased attention as a policy concern across the globe. Mitigation of DWPA is a complex problem that requires a mix of policy instruments and a multi-agency, broad societal response. In this paper, opportunities and barriers for developing co-governance, defined as collaborative societal involvement in the functions of government, and its suitability for mitigation of DWPA are reviewed using seven case studies in Europe (Poland, Denmark, Sweden, The Netherlands and UK), Australia (Murray-Darling Basin) and North America (State of Minnesota). An analytical framework for assessing opportunities and barriers of co-governance was developed and applied in this review. Results indicated that five key issues constitute both opportunities and barriers, and include: (i) pressure for change; (ii) connected governance structures and allocation of resources and funding; (iii) leadership and establishment of partnerships through capacity building; (iv) use and co-production of knowledge; and (v) time commitment to develop water co-governance.

Abstract: Despite widespread application in studying climate change impacts, most crop models ignore complex interactions among air temperature, crop and soil water status, CO2 concentration and atmospheric conditions that influence crop canopy temperature. The current study extended previous studies by evaluating Tc simulations from nine crop models at six locations across environmental and production conditions. Each crop model implemented one of an empirical (EMP), an energy balance assuming neutral stability (EBN) or an energy balance correcting for atmospheric stability conditions (EBSC) approach to simulate Tc. Model performance in predicting Tc was evaluated for two experiments in continental North America with various water, nitrogen and CO2 treatments. An empirical model fit to one dataset had the best performance, followed by the EBSC models. Stability conditions explained much of the differences between modeling approaches. More accurate simulation of heat stress will likely require use of energy balance approaches that consider atmospheric stability conditions.

Abstract: Crop models must be improved to account for the effects of heat stress events on crop yields. To date, most approaches in crop models use air temperature to define heat stress intensity as the cumulative sum of thermal times (TT) above a high temperature threshold during a sensitive period for yield formation. However, observational evidence indicates that crop canopy temperature better explains yield reductions associated with high temperature events than air temperature does. This study presents a canopy level energy balance using Monin ObukhovSimilarity Theory (MOST) with simplifications about the canopy resistance that render it suitable for application in crop models and other models of the plant environment. The model is evaluated for a uniform irrigated wheat canopy in Arizona and rainfed maize in Burkina Faso. No single variable regression relationships for key explanatory variables were found that were consistent across sowing dates to explain the deviation of canopy temperature from air temperature. Finally, thermal times determined with simulated canopy temperatures were able to reproduce thermal times calculated with observed canopy temperature, whereas those determined with air temperatures were not. Abstract: Considering intensive agricultural management practices and environmental conditions, the LandscapeDNDC model was applied for simulation of yields, N2O emission and nitrate leaching from major upland crops and temperate deciduous forest of the Haean catchment, South Korea. Fertilization rates were high (up to 314 kg N ha(-1) year(-1)) and resulted in simulated direct N2O emissions from potato, radish, soybean and cabbage fields of 1.9 and 2.1 kg N ha(-1) year(-1) in 2009 and 2010, respectively. Nitrate leaching was identified as the dominant pathway of N losses in the Haean catchment with mean annual rates of 112.2 and 125.4 kg N ha(-1) year(-1), causing threats to water quality and leading to substantial indirect N2O emissions of 0.84 and 0.94 kg N ha(-1) year(-1) in 2009 and 2010 as estimates by applying the IPCC EF5. Simulated N2O emissions from temperate deciduous forest were low (approx. 0.50 kg N ha(-1) year(-1)) and predicted nitrate leaching rates were even negligible (≤0.01 kg N ha(-1) year(-1)). On catchment scale more than 50% of the total N2O emissions and up to 75% of nitrate leaching originated from fertilized upland fields, only covering 24% of the catchment area. Taking into account area coverage of simulated upland crops and other land uses these numbers agree well with nitrate loads calculated from discharge and concentration measurements at the catchment outlet. The change of current agricultural management practices showed a high potential of reducing N2O emission and nitrate leaching while maintaining current crop yields. Reducing (39%) and splitting N fertilizer application into 3 times was most effective and lead to about 54% and 77% reducing of N2O emission and nitrate leaching from the Haean catchment, the latter potentially contributing to improved water quality in the Soyang River Dam, which is the major source of drinking water for metropolitan residents.

Abstract: Climate change will increase the number and severity of heat waves, and is expected to negatively affect crop yields. Here we show for wheat and maize across Europe that heat stress is considerably reduced by irrigation due to surface cooling for both current and projected future climate. We demonstrate that crop heat stress impact assessments should be based on canopy temperature because simulations with air temperatures measured at standard weather stations cannot reproduce differences in crop heat stress between irrigated and rainfed conditions. Crop heat stress was overestimated on irrigated land when air temperature was used with errors becoming larger with projected climate change. Corresponding errors in mean crop yield calculated across Europe for baseline climate 1984-2013 of 0.2 Mg yr(-1) (2%) and 0.6 Mg yr(-1) (5%) for irrigated winter wheat and irrigated grain maize, respectively, would increase to up to 1.5 Mg yr (1) (16%) for irrigated winter wheat and 4.1 Mg yr (1) (39%) for irrigated grain maize, depending on the climate change projection/GCM combination considered. We conclude that climate change impact assessments for crop heat stress need to account explicitly for the impact of irrigation.
