Abstract: The land use sector of agriculture, forestry, and other land use (AFOLU) plays a central role in ambitious climate change mitigation efforts. Yet, mitigation policies in agriculture may be in conflict with food security related targets. Using a global agro-economic model, we analyze the impacts on food prices under mitigation policies targeting either incentives for producers (e.g., through taxes) or consumer preferences (e.g., through education programs). Despite having a similar reduction potential of 43-44% in 2100, the two types of policy instruments result in opposite outcomes for food prices. Incentive-based mitigation, such as protecting carbon-rich forests or adopting low-emission production techniques, increase land scarcity and production costs and thereby food prices. Preference-based mitigation, such as reduced household waste or lower consumption of animal-based products, decreases land scarcity, prevents emissions leakage, and concentrates production on the most productive sites and consequently lowers food prices. Whereas agricultural emissions are further abated in the combination of these mitigation measures, the synergy of strategies fails to substantially lower food prices. Additionally, we demonstrate that the efficiency of agricultural emission abatement is stable across a range of greenhouse-gas (GHG) tax levels, while resulting food prices exhibit a disproportionally larger spread.

Abstract: The empirical evidence of decline in ecosystem services (ES) over the last century has reinforced the call for ES quantification, monitoring and valuation. Usually, only provisioning ES are marketable and accounted for, whereas regulating, supporting and cultural ES are typically non-marketable and overlooked in connection with land-use or management decisions. The objective of this study was to quantify and value total ES (marketable and non-marketable) of diverse production systems and management intensities in Denmark to provide a basis for decisions based on economic values. The production systems were conventional wheat (Cwheat), a combined food and energy (CFE) production system and beech forest. Marketable (provisioning ES) and non-marketable ES (supporting, regulating and cultural) ES were quantified by dedicated on-site field measurements supplemented by literature data. The value of total ES was highest in CFE (US$ 3142 ha(-1) yr(-1)) followed by Cwheat (US$ 2767 ha (1) yr(-1)) and beech forest (US$ 2328 ha(-1) yr(-1)). As the production system shifted from Cwheat – CFE-beech, the marketable ES share decreased from 88% to 75% in CFE and 55% in beech whereas the non-marketable ES share increased to 12%, 25% and 45% of total ES in Cwheat, CFE and beech respectively, demonstrating production system and management effects on ES values. Total ES valuation, disintegrated into marketable and non-marketable share is a potential way forward to value ES and `tune’ our production systems for enhanced ES provision. Such monetary valuation can be used by policy makers and land managers as a tool to assess ES value and monitor the sustained flow of ES. The application of ES-based valuation for land management can enhance ES provision for maintaining the productive capacity of the land without depending on the external fossil-based fertilizer and chemical input. Abstract: Since 2002, the European Commission has employed the instrument of ex-ante impact assessments (IA) to help focus its policy-making process on implementing sustainable development. Scientific tools should play an essential role of providing the evidence base to assess the impacts of alternative policy options. To identify the contribution of research funding for IA tool development, this paper analysed the variety of IA tools designed in projects funded by European Framework Programmes (FPs) 6 and 7. The paper is based on project information available on the European Cordis website, individual project websites and a verification of the results by the project coordinators. We analysed the projects from the interests of IA practitioners as tool users (European policy and impact areas addressed by the tools, jurisdictional application levels and tool categories). Out of the 7.781 projects funded in FP6 and FP7, 203 could be identified that designed tools for the IA process. Nearly half of them applied to environmental, agricultural and transport policy areas. Within these areas, the tools primarily addressed environmental impact areas, less economic and least social impact areas. The IA tools focused on European policies. Models represented the largest tool category, whereas approximately half of the tools could not be clearly categorized. Concerning our analysis criteria, the tool descriptions available on the internet were often unclear and thus may limit the application potential of the tools because of a mismatch of technical terms and categorisation criteria between tool providers and tool users. Future IA tools require a joint political and scientific typology and a narrowing of the gaps, e.g., with view to multi-jurisdictional application and a clear reference to the steps of the IA process. Abstract: Buried heating-cable method for manipulating soil temperature was designed and tested its performance in large concrete lysimeters grown with the wheat crop in Denmark. Soil temperature in heated plots was elevated by 5℃ compared with that in control by burying heating-cable at 0.1 m depth in a plough layer. Temperature sensors were placed at 0.05, 0.1 and 0.25 m depths in soil, and 0.1 m above the soil surface in all plots, which were connected to an automated data logger. Soil-warming setup was able to maintain a mean seasonal temperature difference of 5.0 ± 0.005℃ between heated and control plots at 0.1 m depth while the mean seasonal rise in soil temperature in the top 0.25 m depth (plough layer) was 3℃. Soil temperature in control plots froze (≤ 0℃) for 15 and 13 days respectively at 0.05 and 0.1 m depths while it did not in heated plots during the coldest period (Nov-Apr). This study clearly showed the efficacy of buried heating-cable technique in simulating soil temperature, and thus offers a simple, effective and alternative technique to study soil biogeochemical processes under warmer climates. This technique, however, decouples below-ground soil responses from that of above-ground vegetation response as this method heats only the soil. Therefore, using infrared heaters seems to represent natural climate warming (both air and soil) much more closely and may be used for future climate manipulation field studies.

Abstract: While crop models are widely used to assess the change in crop productivity with climate change, their skill in assessing irrigation water demand or the risk of crop failure in large area impact assessments is relatively unknown. The objective of this study is to investigate which aspects of modeling crop water use (reference crop evapotranspiration (ET0), soil water extraction, soil evaporation, soil water balance and root growth) contributes most to the variability in estimates of maize crop water use and the risk of crop failure, and demonstrate the resulting uncertainty in a climate change impact study for Europe. The SIMPLACE crop modeling framework was used to couple the LINTUL5 crop model in factorial combinations of 2-3 different approaches for simulating the 5 aspects of crop water use, resulting in 51 modeling approaches. Using experiments in France and New Zeland, analysis of total sensitivity revealed that ET0 explained the most variability in both irrigated maize water use and rainfed grain yield levels, with soil evaporation also imporatant in the French experiment. In the European impact study, net irrigation requirement differed by 36% between the Penman and Hargreaves ET0 methods in the baseline period. Average EU grain yields were similar between models, but differences approached 1-2 tonnes in parts of France and Southern Europe. EU wide esimates of crop failure in the historical period ranged between 5.4 years for Priestley-Taylor to every 7.9 years for the Penman ET0 methods. While the uncertainty in absolute values between models was significant, estimates of relative changes were similar between models, confirming the utility of crop models in assessing climate change impacts. If ET0 estimates in crop models can be improved, through the use of appropriate methods, uncertainty in irrigation water demand as well as in yield estimates under drought can be reduced.
