Abstract: Diffuse Water Pollution from Agriculture (DWPA) and its governance has received increased attention as a policy concern across the globe. Mitigation of DWPA is a complex problem that requires a mix of policy instruments and a multi-agency, broad societal response. In this paper, opportunities and barriers for developing co-governance, defined as collaborative societal involvement in the functions of government, and its suitability for mitigation of DWPA are reviewed using seven case studies in Europe (Poland, Denmark, Sweden, The Netherlands and UK), Australia (Murray-Darling Basin) and North America (State of Minnesota). An analytical framework for assessing opportunities and barriers of co-governance was developed and applied in this review. Results indicated that five key issues constitute both opportunities and barriers, and include: (i) pressure for change; (ii) connected governance structures and allocation of resources and funding; (iii) leadership and establishment of partnerships through capacity building; (iv) use and co-production of knowledge; and (v) time commitment to develop water co-governance.

Abstract: Impacts of climate change on European agricultural production, land use and the environment depend on its impact on crop yields. However, many impact studies assume that crop management remains unchanged in future scenarios, while farmers may adapt their sowing dates and cultivar thermal time requirements to minimize yield losses or realize yield gains. The main objective of this study was to investigate the sensitivity of climate change impacts on European crop yields, land use, production and environmental variables to adaptations in crops sowing dates and varieties’ thermal time requirements. A crop, economic and environmental model were coupled in an integrated assessment modelling approach for six important crops, for 27 countries of the European Union (EU27) to assess results of three SRES climate change scenarios to 2050. Crop yields under climate change were simulated considering three different management cases; (i) no change in crop management from baseline conditions (NoAd), (ii) adaptation of sowing date and thermal time requirements to give highest yields to 2050 (Opt) and (iii) a more conservative adaptation of sowing date and thermal time requirements (Act). Averaged across EU27, relative changes in water-limited crop yields due to climate change and increased CO2 varied between -6 and + 21% considering NoAd management, whereas impacts with Opt management varied between + 12 and + 53%, and those under Act management between 2 and + 27%. However, relative yield increases under climate change increased to + 17 and + 51% when technology progress was also considered. Importantly, the sensitivity to crop management assumptions of land use, production and environmental impacts were less pronounced than for crop yields due to the influence of corresponding market, farm resource and land allocation adjustments along the model chain acting via economic optimization of yields. We conclude that assumptions about crop sowing dates and thermal time requirements affect impact variables but to a different extent and generally decreasing for variables affected by economic drivers.

Abstract: This paper presents an informal process inspired by a public practice of conflict mediation used until a few decades ago in Gallura (NE Sardinia, Italy), named La Rasgioni (The Reason). The aim is twofold: (i) to introduce an innovative method that translates the complexity of water-related conflicts into a “dialogical tool”, aimed at enhancing social learning by adopting theatrical techniques; and (ii) to report the outcomes that emerged from the application of this method in Arborea, the main dairy cattle district and the only nitrate-vulnerable zone in Sardinia, to mediate contrasting positions between local entrepreneurs and representatives of the relevant institutions. We discuss our results in the light of four pillars, adopted as research lenses in the International research Project CADWAGO (Climate Change Adaptation and Water Governance), which consider the specific “social–ecological” components of the Arborea system, climate change adaptability in water governance institutions and organizations, systemic governance (relational) practices, and governance learning. The combination of the four CADWAGO pillars and La Rasgioni created an innovative dialogical space that enabled stakeholders and researchers to collectively identify barriers and opportunities for effective governance practices. Potential wider implications and applications of La Rasgioni process are also discussed in the paper.

Abstract: This paper builds a benchmark framework to study optimal land use, encompassing land use activities and environmental degradation. We focus on the spatial externalities of land use as drivers of spatial patterns: land is immobile by nature, but local actions affect the whole space since pollution flows across locations resulting in both local and global damages. We prove that the decision maker problem has a solution, and characterize the corresponding social optimum trajectories by means of the Pontryagin conditions. We also show that the existence and uniqueness of time-invariant solutions are not in general guaranteed. Finally, a global dynamic algorithm is proposed in order to illustrate the spatial-dynamic richness of the model. We find that our simple set-up already reproduces a great variety of spatial patterns related to the interaction between land use activities and the environment. In particular, abatement technology turns out to play a central role as pollution stabilizer, allowing the economy to reach a time-invariant equilibrium that can be spatially heterogeneous. Abstract: Considering intensive agricultural management practices and environmental conditions, the LandscapeDNDC model was applied for simulation of yields, N2O emission and nitrate leaching from major upland crops and temperate deciduous forest of the Haean catchment, South Korea. Fertilization rates were high (up to 314 kg N ha(-1) year(-1)) and resulted in simulated direct N2O emissions from potato, radish, soybean and cabbage fields of 1.9 and 2.1 kg N ha(-1) year(-1) in 2009 and 2010, respectively. Nitrate leaching was identified as the dominant pathway of N losses in the Haean catchment with mean annual rates of 112.2 and 125.4 kg N ha(-1) year(-1), causing threats to water quality and leading to substantial indirect N2O emissions of 0.84 and 0.94 kg N ha(-1) year(-1) in 2009 and 2010 as estimates by applying the IPCC EF5. Simulated N2O emissions from temperate deciduous forest were low (approx. 0.50 kg N ha(-1) year(-1)) and predicted nitrate leaching rates were even negligible (≤0.01 kg N ha(-1) year(-1)). On catchment scale more than 50% of the total N2O emissions and up to 75% of nitrate leaching originated from fertilized upland fields, only covering 24% of the catchment area. Taking into account area coverage of simulated upland crops and other land uses these numbers agree well with nitrate loads calculated from discharge and concentration measurements at the catchment outlet. The change of current agricultural management practices showed a high potential of reducing N2O emission and nitrate leaching while maintaining current crop yields. Reducing (39%) and splitting N fertilizer application into 3 times was most effective and lead to about 54% and 77% reducing of N2O emission and nitrate leaching from the Haean catchment, the latter potentially contributing to improved water quality in the Soyang River Dam, which is the major source of drinking water for metropolitan residents.
